INTRODUCTION

Significantly, we hopefully have a dream looked like the Native Americans who are enrichments boundless as the happy families, as the American erudition writers, as the moral scientist, and so many conscience pundits that they are fully kind-hearted and so much of patriotic politicians that they are very proud of the heroism of the Greatest Power and modern civilizations mean we have entirely listened the pursuant to the US policy. Let us together fight against communism when we have all forgotten the burdens of suffering. Even very good, the American Armed Forces were not hesitant for the far way when the United States and the Republic of Vietnam had the distance for half of the earth, but the American Armed Forces respect the super valued ideology of freedom, democracy, and equality to fight to protect for justice as Americanism. In condition, he should express his personality for his American allies to respect some of the super values of the United States. Let him be proportional with modern civilization when he esteemed his second motherland.

He has especially tried to create a doctrine called Noble True. He would like to solemnly introduce it to you. He would like to self-introduce to Sir that has thought about the American law, which is unmitigated punishment for offenders. Even so good, he is a virtuous Vietnamese American artist, sculptor, and writer, and prisoner of war who creates a Noble True Doctrine that is called Noble Paths and Five Right Ways in which are Happiness, Source of Life and Sorrow (distress), and Five Right Ways are Right Thoughtfulness, Right Love, Right, Forgiveness, Right Struggle, and Right Independence. These are so-called surveying compasses to push him to the orientation of one›s purpose of the true value of one›s life. Because he always highly esteems the good, the true, and the beautiful, and then, he must be able to donate part of the rest of his life to mankind because its happiness looked like his own. Its source of life is as important as his life and its sorrow looked like his own. His Five Right Ways: The Right Thoughtfulness, the Right Love, the Right Forgiveness, these belong to the ethical conduct of his heart; the Right Struggle and the Right Independence has belonged to mental discipline or so-called wisdom. The Vietnam War has taken place from China and Russia, France, and the proxy war of America did not only have the whole Vietnamese people who have the biggest burden of suffering but also had offered his family and him to be a war victim of them for the long run by the barbarous wars. Therefore, he composes this doctrine to remind many American leaderships on the Vietnam War and the worldwide leaderships that they should transfer wars to peace - even good; the formal principle of justice of impression should enforce the law if the law is distorted by the powerful, so we, the Vietnamese American’s prisoner of war, must be struggled for Justice without having had fearless and animosity when buries the hatchet. Let us protect the super values of the United States Constitution and American justice because the United States of America is his second fatherland. Second, he would think about the American law which has been equally enacted by the United States Congress. However, a few American leaders have distorted the American law for the Prisoner of a war of the Vietnam War. Let them push the Vietnam War of the proxy war of the United States of America to the inhuman war. Even worse, when they were arrogant, they did not only have contemptuously of public opinion of our worldwide but also held in contempt for the Republic of Vietnam and the Southern people that we are very stupid to not understanding about the United States Constitution and the American law when the United States Congress enacted. In deeply, the Republic of Vietnam of us that the Government of The United States of America did not only respect our self-determination by the United States Treaties which were to be the International Agreements but also had the United States Congress enacting for statutorily and had solemnly declared by the protocols of the international relations of both nations. Significantly increased, all the super values of the United States Constitution, the American law, and the United States Congress has been cast into statutorily of the Vietnam War of the proxy war of the United States of America when the government of the United States of America has formatted the Vietnam War by the proxy war of America which is why the American leaders and the government employees had violated statutorily. In fact, the Government of the United States of America did not only keep the promises of their proxy war to perform the Republic of Vietnam but also had torn shred statutorily and all the United States treaties and the International Agreements of the Vietnam War. Especially, the International Convention for Prisoner of War did not only approve by the Government of The United States of America but also had the United States Congress enacting statutorily for its own law of prisoner of war which is why the prisoner of war of the Vietnam War of the Southern Officers did not enforce by the American Government. 

Finally, he is not having any powers when his hands are unarmed, but his brain, his mind, and his young mindset are realized where is wrong and right or correct and not correct of the American law of the Vietnam War of prisoner of war by his own knowledge, and therefore, he does believe the United States Senate has enacted as exactly. H.R. 309 recognizing the fall of the Republic of Vietnam on 30 April1975 and [USC02] 5 USC 702: scode.house.gov. Right of review. Indeed, the masterminds of the Vietnam War of the proxy war of the Government of the United States of America were self-confessed wrongful actions. Why didn’t the Government of the United States of America compensate any benefit-pennies of his prisoner of war? In comparison, the Government of the United States of America is richer than him by a trillion-fold, that is why the USA does think that his life is less valued than the American cattle. Just because they have protected their core of interests, they trampled the core of interest of the Vietnamese- American minority ethnic group living together with the American indigenous peoples down.

In conclusion, the people who live in the modern civilized and progressive American society whenever the American citizens always express themselves such as the Army and people like fish and water. Thus, the use of the law of the government of the United States of America goes not against justice to mistreat its people, so the law is not demagogy. While the nation will not take place chaotic because justice is respected by all people. Significantly, the law does not only rule its citizens but also protects justice and equality without having discriminated against any national color skins and people who live anywhere on the earth. Therefore, the American Government always expresses the justice cause of each immigration ethics lives together with American indigenous peoples because the US Constitution has declared and said, All men are created equal. Because the American law and the United States Constitution have not discriminated against everyone who lives in the world and special person’s living in the United States of America currently. Just because the United States Congress has not prejudiced any national-colored sources, which is why, his settlement case’s prisoners of war were denied from the local courts to the United States Congress by their insensitivities. On the other hand, why did they understand to self-realize for what the United States Did Congress enact the law to seize his sacred nation? Why do they deprive them of the rights to life of his fellows and his innocent Vietnamese people without having compensated any pennies? In the meanwhile, the United States Congress has enacted a law to compensate for the prisoners of war of the Vietnam War, but H.R 309 is to be nothing. Therefore, Bright Quang has been manipulating for all his young mindset by his heart and brain to study the American laws which were related with the Vietnam War and all of multilateral, bilateral treaties, and the International relations of protocols between the Republic of Vietnam and the American Government and included the Hague Convention. Third, how would exactly the United States treaties and the American laws, and the United States Constitution of the Foreign Relations enforce the Proxy war in the Republic of Vietnam? That is why all multilateral, bilateral treaties, and in the International relations of protocols of the United States signed with the Government of the Republic of Vietnam to be unjust laws of the United States Congress? In fact, the United States Department of Defense Law of War has exactly been enacted for the written rules, but they have not been enforced for the Vietnam War? How would the United States Congress think about the greatest power, modern civilized and progressive America’s Age to deceive the Southern Officers’ prisoners of war? To prove, the United States Congress has exactly been enacting many laws of the settlement case’s prisoners of war which are unjust laws. For example, 50 US. C§ 4105 Prisoners of War-June24, 1970, 50 USC§4101 (a)(b)(c) Foreign Claims Settlement Commission of the United States; June 3,1948 and 28 USC§ 1346b – June 25, 1948-Chapter 171-TortClaims Procedure, which are: § 2671, §2672, § 2673, §2674, §2675, §2676, §2677, §2678, §2679, and §2680 and especially 22 US C § 1622a -US Code-Un-annotated Title 22. Transfer of Foreign Claims Settlement Commission of the United States to Department of Justice in which are: § 1622b, §1622c, §1622d, §1622e, §1622f, §1662g Please review his settlement case for Prisoner of war. They are endowed with reason and conscience and should act towards one another in a spirit of brotherhood. So, the United States of America is one of the national Empires that approved this treaty. In the meanwhile, the US Congress has enacted. Suddenly, US Department of Justice-Civil Rights Division on Mar. 8, 2019 has pushed him to Criminal Section_PHB within politics actions. During Supreme Court of the US - Office of the Clerk has reviewed his settlement case on March 21, 2019, it pushed him to return a U.S. Court of appeals or by Highest State Court within ³ 28 US.C§§ 1254- 1257 when his jurisdiction is ⁴ 28 USC§§ 1254-1651 and now has H. Res. 309 – Recognizing the 44th anniversary of the Fall of Saigon on April 30, 1975, which is why the US Department of Justice and US Supreme Court discriminated against his prisoner of war. But, he continuously pursues litigation because of American law is American law, no one changed it. But, in 2001, the US Department of Justice- Office of the Solicitor General did not only ordered him to appeal to any High

Courts of the state of California but also had not transferred prisoners of war to the US Department of Justice which is why the US Supreme Court did not transfer his statement to The US Department of Justice by statutorily of Congressional enacted.
