A public library working under the Directorate of Public Instruction (DPI) and an e-library were established under the Sarve Shiksha Mission under the project of GIAN (General Information Access Network) in 2002. The study gave comprehensive information about both libraries and also compared different areas and gave historical background on public libraries in India and also electronic libraries. Which types of collection are available, the status of manpower, infrastructure, services provided to the user, and other related areas and uses by both libraries gave some suggestions to improve the present conditions of existing libraries.

Dr. Kapil Singh Hada, presently working as a Junior Teachnical Assistant (Library), Faculty of Education, Banasthali Vidyapith, Rajasthan, since Dec, 2010. He was born on 8 July 1976 at Ratlam, Madhya Pradesh. He earned B. Lib. & Inf. Sci. from MCNUJ & C, Bhopal, M. Lib. & Ins. Sci. Dr. Hari Singh Gour Vishwavidyalay, Sagar), M. Phil (Lib. Sci) and Ph. D. (Lib. Sci.) from MGCGVV, Chitrakoot, Satna (Madhya Pradesh). He has 14 years experience in his field. He started his professional career in 1999-2000 as a School Librarian at Delhi, after these works as Asistant Librarin at Crescent Insititute of Management, Bhopal (2001-2003). After he was jointed TIT Group of Institute, Bhopal as Librarian and Incharge (2003-2010). He has also contributed 35 research articles published/presented in National/International seminars/conferences and journal reput and participated in many conferences, seminars and workshops for presenting his research papers. It is the first book of author. His area of interest is Public Library, Digital/Electronic Library, ICT’s, and Library Automation.

    I am most gratified to place in the hand of the teachers, researchers and students of Library and Information Science, this work on Integrated Indian Public Library System, as book brought by Dr. Kapil Singh Hada and Dr. R. P. Bajpai, I am confident that, this will serve as firm and accurate base for research and study and teaching on the subject.

    Public library plays a crucial role in the society as a centre for education, information, recreation and culture. Because of these functions, Alvin Johnson rightly calls public library as People’s University. It is said that a public library should render free service to all without any discrimination based on caste, creed, age, sex or any other consideration. The role of public library is great indeed in the changing educational and societal circumstances in the third world countries like India, in order to achieve such a multifarious goal, a public library system should be brought under the mandate of law. This aspect has been emphasized in the official document called UNESCO manifesto.

    The information explosion and ICT has led to the emergence of the electronic information. We live today in an information era wherein information as a commodity is increasingly playing a central role in our daily life. The digital revolution has alerted the way of societies function at the global, local, and personal level. We have entered the third millennium with the promise of new infrastructures and capabilities to handle information in ways the 21st century might have imagined. Libraries have changed with time from mere static storehouse of interested collections of documents to dynamic service centers, serving all professionals utilizing useful and need-based collection of documents. The medium of information storage has changed from clay tablets to paper and now to electronic and optical media of CD-ROMs. The library building is not limited just to a library, now we have digital library/electronic library, virtual library and a library without walls. Digital libraries provide instant access to digitize information by utilizing avenues of information communication technology. Today’s electronic library based on digitized data is gradually replacing paper-based records and by means of networking one can have access to resources 24*7.

    The rapid technological developments have opened up additional facilities by providing multiple choice of media, showing improved performance and assuring greater economy in time, money and effort. At the same time here is an increasing complexity in selecting the right, useful, authoritative information from vast available information sources.

    However, a library cannot save itself as a switching centre. To justify its existence in the electronic world, the Library must continue to perform one of the most important functions it now performs in the print-on-paper worlds to organize the universe of resources in such a way that those most likely to be of value to the user community are made most accessible to the community, physically and intellectually. For libraries to stay in the game, they will not only need to become learning centre’s and make their collections and stack available electronically over the World Wide Web and other online services to people, who want to get their information and knowledge from their office or home, but they will also have to contend with documents in the new media. There will be a new role and skill for library and information professionals, who will need to investigate the future of library and information services.

    The aim of this book is to bring out the role of public library in modern society as well as role of technologies in libraries, in the present day information environment and their new challenges and promises for library services and information science.     Preface

    I n modern society which is a knowledge based society depends on the production and efficient use of information through the libraries, specially developing country like India, where 70% population were living in rural areas, so public libraries plays a significant role to collect, storage and dissemination of information in ICT’s age.

    It had been dreams came true to present a book on Integrated Public Library System for India, especially the heart of India Madhya Pradesh and the role of concern authorities.

    In this book, I have tried to touch various aspects of public library development in Madhya Pradesh, the role of public libraries in modern society, collection development, status of manpower, financial Organisation, status of infrastructure (Physical and ICT’s), uses of computers, services provision, technical status of Divisional and District public libraries in state and also including comparative study for financial aspects, various committees and its recommendations on public library, which was appointed by Government of India and state governments. I also planned this volume to serve as a handbook for library professional to various queries regarding comprehensive information of public libraries in a state.

    Electronic library are also established and working at District levels in state, these libraries are established under the Sarve Shiksha Mission, Madhya Pradesh under the General Information Access Network (GIAN) in the year of 2002 and financial assistance given by 12th year plan, both libraries are compared different parameters by IFLA standards for Public Library services and RRRLF Guidelines for Public Libraries.

    In Madhya Pradesh both libraries established and have different collection formats, but it governed by two different entities i.e. Public Libraries under the Directorate of Public Instruction (DPI) and Electronic libraries the Sarve Shiksha Mission, so for these problem, proposed a Integrated Public Library System for Madhya Pradesh or GIAN Network, it should be applicable entire our country. If merge the both libraries in one entity in proposed plan, The proposed plan is totally based on the recommendation of National Knowledge Commission, 2005. so well called Public E-Library, The Public Libraries is offered different fundamental services like lending document for home reading, lending within the libraries, reference service, searching through catalogue cards and referral services to their users, but it can’t offered applied services like or IT based information services like Current Awareness Service (CAS), Selective Dissemination of Information (SDI), Bibliography, Inter Library Loan, Online Searching, Indexing Service, Abstracting Service, Document Delivery Service, Translation Service, Online Services, Bibliography information of document, Blogs, feedback of library and Resourcing Sharing resource sharing among the libraries in entire state and create a consortia among the public libraries in state and as well as India. The library can be an effective facilitator of self learning through its extension service activities. It formed on the basis of experience and knowledge gained in the entire study.

    Chapter One

    Library

    L ibrary is the giant brain of the humanity. It preserves the various thoughts of different minds, the lovely imaginings of sensitive brains, the wise and weighty counsels of sound and sagacious heads, in short, all the accumulated wisdom and knowledge of the hoary, dim and distant past. It links up hundreds and thousands of generations with one another and thus provides a panoramic picture of the humanity.

    "A library is an institution charges with the

    •   Maintain a collection of documents;

    •   To making them accessible to those who require;

    •   Function of persuading every person within its jurisdiction to accept and continuously use its service.

    •   It is essentially a trinity of Document, Library Staff and Reader".¹

    Purpose of Library

    "A library is a social institution. As such, it has to serve several purposes:

    •   Should help in life long learning, self education;

    •   Should provide up to date and pin pointed data and information on required subject or area;

    •   Disseminate and store all records, views, information and thoughts and discharge on local, national and international affairs;

    •   It should provides the latest trends in diversification of information to the researchers, designers, and technologies and also store every new thoughts, promptly and pin pointedly;

    •   It should encourage and provide use of leisure in library;

    •   It should preserve literary remains of humanity for posterity, as a vehicle of culture and as source material for antiquarian research; and in general;

    It should work for continued social well-being as the agency in charge of all socialized recorded thought. Thus a library has educational, informational, political, economic, industrial, cultural and antiquarian research functions".²

    The Public Library

    A library established by the Government and which collects fees is considered to be a subscription library, although it serves the public as a public library. In order to function as a true public library, it must have two characteristics—it must render free services to all and it must be established from the public funds. We can’t say that library serving the general public are public libraries. They could be either private or subscription libraries owned by voluntary organizations. Such libraries can also be classified as aided and non aided libraries. Some such libraries charge a membership fee and take deposits for home lending of library resources. These types of libraries extend their services to all its community members.

    The public library acts as a catalyst for socio-economic development by providing facilities for acquiring knowledge, education, information recreation and research. It is rightly believed that where formal education ends, informal education begins and this life-long learning process continues with the support of public library services. The focus of a modern public library therefore remains on dissemination of information to the common man.

    Definitions of Public Library

    The phrase public libraries denotes, differently to different authors, which could be seen from the following definitions:
