Kevin Robert Cowger was born October 11, 1967 to Donald Raymond Cowger and Martha Joan (Brophy) Cowger in San Francisco, California. He was born the youngest of six children he was raised with his brother Steven and sister Tammy. The family never told him of the existence of his oldest brother Donald jr. and two other sisters who remain unnamed the three of them were given up for adoption. He found out at the age of twenty-six purely by accident when he called home for a holiday. He also had two-step brothers and a stepsister from the previous marriages of his parents.

Kevin first attended school at Juniper Serra Elementary School in San Francisco, California from 1st through 2nd grades. When the school was closed he was bussed to Dr Charles Drew Elementary School where he completed the 3rd grade. His 4th and half of his 5th grade years where completed at Paul Revere Elementary School in San Francisco. Then halfway through his 5th grade year the family relocated to Pinehurst, Idaho where Kevin completed the 5th grade at Pinehurst Elementary School. Then for his 6th grade year he was bussed again to Silver King Elementary School in Smelterville, Idaho. His 7th, 8th, and 9th grade education took place at Kellogg Junior High School in Kellogg, Idaho. He completed his general education at Kellogg High School when he graduated in June of 1985. His father died later that summer just one week prior to his departure for basic training.

Before he had completed his senior year in high school Kevin decided to enlist in the United States Army Reserve. He would serve one weekend a month the last few months of his senior year. Once school had been completed he left for Basic Training at Ft Dix, New Jersey followed by his Advanced Individual Training as a 63 Bravo (light wheel vehicle mechanic). Upon his return from his training the amount of work available in Idaho at the time was scarce so Kevin decided to go on active duty in the Regular Army. His first duty assignment was to Charlie Company 102nd Military Intelligence Battalion of the 2nd Infantry Division at Camp Hovey, Korea. After his tour of duty in Korea he was assigned to Headquarters Company 1st Brigade 10th Mountain Division (light infantry) Ft Drum, NY. After being Honorably Discharged from the regular Army Kevin returned to his reserve status with Bravo Company 321st Combat Engineers Hayden, Idaho he remained enlisted until 1992.

Kevin met his wife Debbie in 1988 after returning from a training mission in Honduras with the 10th Mountain Division. They married in March of 1989 in a small ceremony in Miramar, Florida while Kevin was on leave. Debbie was three months pregnant at the time of their marriage unfortunately she had a miscarriage in April 1989 one month after the wedding. In 1990 they relocated to Idaho when Kevin was discharged from active duty. Two years later they had their first son Jamie Allen Cowger on July 22. 1992. In 1993 They Relocated
