This world isn't well fleshed out, there are a lot of things that don't make sense. The author tries to set up submissives as being basically slaves, but tries to dance around the slavery issue. So they don't get to choose their mate. Or maybe they do. They are equal, but don't have the right to leave their dominant. There are rankings for submissives, and they are supposed to be put with the right kind of dominant, but dominants can cast them out at any time and they end up whores. I suspect that there isn't really a firm concept behind it all.
