Marty Severson served in Vietnam. When he returned, he got no hero's welcome. Using his learned broadcasting skills, he quickly became a well-known radio disc jockey in La Crosse WI. His radio name has stuck to him for decades, (revealed in this episode) and so has the prank he pulled on a whole city back in 1986.
