I was inspired by a former partner of mine who has long passed away. May he rest in peace. He believed in me and always kept advising me to write a book about police work. This book is dedicated to his memory concerning different police patrol procedures involving calls for service, showing the officer who will handle it when dispatched to the call. It will also show some illustrations about me, my assigned vehicle, and the department I was privileged to have been a member. The City of Miami Police Department is one of the finest police departments in the Nation.

Chapter 1
My Police Philosophy
Throughout my 26-year career as a police officer, both local and federal, my philosophy has always been to hold myself as well as others accountable to the highest standard for a quality, timely, and cost-effective outcome and to pass it on to my subordinates. Always prepared to meet the demand of customer service, both internal and external, strongly believing in being decisive in keeping myself well informed in making efficient and timely decisions with limited data.
Always keeping an open mind in implementing flexibility for change and striving for added information to adapt rapidly to changing trends. As a retired Senior Administrative officer with the City of Miami Police Department, I acquired experience in patrol procedures, administration, communications, property evidence and confiscation, community relations, community policing, prisoner processing and transport, front desk duties, formalization of emergency mobilization roster during city disturbances, and report writing. In addition, I was a former police supervisor lieutenant with the Veterans Affairs Police Services Miami, Florida.
As a former Captain of Operations and Patrol with the Greater Los Angeles area Veterans Affairs Police Services, I experienced the responsibilities of helping run a progressive police Department similar to a regular Metropolitan Police Force.
I am a follower of the highest standard in ethics, and my philosophy is to be dependable and consistently exercise integrity and honesty when dealing with people. Always leading by example, expecting all staff members to do the same. My experiences as a police officer throughout my career have shown me the proper way to treat others, displaying courtesy and people sensitivity with a high level of respect.
As Chief of Police, one of the most significant needs
