The book Stealing Somerville: Death of an Urban City is an exposé of alleged abuses of power at the local level of government in the above city. The material is a compilation of already published articles in the Somerville News Weekly, a local newspaper. The author William Tauro is not only the writer of the articles but, in addition, the owner and publisher of the newspaper.

Tauro has explored the pervasive and far-reaching political effects of the six terms of office of the sitting mayor, Joseph Curtatone.

According to reliable sources, the allegations of some abuses range from closing off exit ramps to drive small businesses out and taking houses and property by eminent domain. The mayor and his development partners use these techniques for personal gain. And finally, they do not always give the people the market value for their property.

The land is then appropriated by the city and housing is built under the control of the present local government. People who want to build have to use people and companies approved by the mayor and his reigning administration.

There are also allegations of the mayor charging firefighter candidates $10,000 cash entry payoffs to secure employment with the Somerville Fire Department. In one case, a candidate’s death was the result of these machinations.

This exposé will also tell the story of the mayor’s police officer cousin attempting to rob a deceased victim of his valuables.

This abuse also affects people in their careers. A gay police officer has been denied his rights to complain about negative treatment on the job. In addition, there is a question regarding his pension. There are also multiple official police investigation cover-ups for the mayor by his police department.

This book will also reveal evidence on how Mayor Curtatone’s commissioner of public works and other close administrative employees self-profiting from every aspect possible of the taxpayers’ money. The alleged culprits bilk the city in just about every municipal department. This includes, for example, deleting municipal utility liens off their own personal property. And finally, for their own personal gain, these city officials tamper with the bids of municipal contractors working the negotiations in their own favor.

On the personal side, there is a question of drug abuse fueling these problems. But so far, there have been no rebuttals or charges filed against Tauro for his publications.

There is also a possible pending investigation by the federal government into these potential allegations of fraud and misuse of power.

The mayor has been reelected for a seventh term – two years in length – but the majority of the Board of Aldermen have been replaced by new blood. There is a possible correlation of this change being due, in part, to Tauro’s discoveries and publications of wrongdoings during the recent election.

This book would, in addition, assist people who do not explore the history of their candidates before voting. It would offer citizens a framework to judge each political candidate on their own personal merits. Basically, it would be the reigning political forces supporting honestly the interests of all citizens from all walks of life. Plus, the framework would allow for the honest and consistent growth of a city or town. The solid basis would be a government for the people.

JOE CURTATONE THE NICE KID I ONCE KNEW

Long ago, during Somerville’s darker days, people often times referred to our city as Slumerville and with good reason, to be honest. There was plenty of corruption, backroom deals and mafia-style tactics that seeped out of every nook and cranny in local politics and business dealings, both legal and not so much. Due to the hard work of previous administrations and the fine people who make up our community, along with a healthy real estate market, that moniker is officially dead – or is it?

It seems as though with all the bling, mini scandals and smoke-shows in the last couple of years that have followed Mayor Curtatone, there are people outside looking in and joking referring to our fine city as ScandalVille. Believe it or not, that is a thing. Although some of the more seedy characters in the community have remained over the years, they wield little to no real power. Meanwhile, we can thank the mayor and a certain DPW administrator, aka The King of Slander and Dirty Tricks, for bringing us back down to a sad state.

Some remaining (and decent) Aldermen have even publicly distanced themselves from Joe recently – but that’s OK, because the mayor is trying to stack the Board of Aldermen with two of his old friends to be new rubber-stamp Aldermen. Don’t fall for it – this city will be fine without electing them. Now is the time to really consider draining the swamp here in this fine city and anyone associated with Mayor Curtatone.

Very few people know Mayor Joe Curtatone better than I do. From driving limousines for me in the 1980s (helping him get through college and then law school), to representing me as my attorney (along with his sister), to breaking bread with him and his family at just about every holiday and attending family functions, gatherings, political events, etc. Multiple cruises on my boat with his wife and children on some fun-filled, family-orientated fishing trips. All the way through to recent days when we were still very close, good friends – he would ask me to throw fund-raisers for him, which I graciously did, and he collected thousands and thousands of dollars to fill his political war chest.

Our families were so close, that Joe’s own mother, Mama Curtatone, even helped out by taking care of my older brother when he was ill and hospitalized for over two years. I remember one Christmas Eve only a few years ago, receiving a phone call from Joe at 10:00PM. Joe asked me what I was doing and I replied Having Christmas Eve dinner with my family, what’s up? He replied my sister’s infant son is missing, he went to get a haircut at 2 o’clock this afternoon with an immediate family member and never showed up back with the child – can you help? I immediately got in the car with my wife and left my family on Christmas Eve to meet up with Joe and an off duty Somerville Police Sargent (a close friend) in an unmarked car. The four of us immediately began looking for Joe’s nephew at places that the immediate family member was known to frequent and we searched and we searched and we searched for hours and not reporting it to local authorities – until he was finally found at 6:00AM Christmas Morning strapped in the baby seat in a car fully still dressed for Christmas Eve with his clothes full of urine and feces.

We broke so many rules that night during this eight hour Christmas Eve Curtatone family shit show by not reporting it to the police from the very beginning and waiting until the next day to officially report it – but like I said, we were like family and had to do what needed to be done for each other – good times or bad.

Then there was a time when Joe’s mother was brutally beaten by a family member – leaving her with black eyes and bruises all over her – which prompted the family to whisk her off to Italy to hide it from the public and have her wounds heal. When it came time for different family members to relay messages to each other to back off and stay away – who did they including Joe come to? Me. Not to each other, not to the proper authorities … me. Rather than have a public scandal, rather than report to the proper authorities, he and his family turned to me to help them, and I did. As I said already, we were like family.

Boy, has that changed and not because of me. It’s because there is a very dark side to this once good kid – becoming Mayor caused the power to go to his head, that he believes he is invincible and untouchable and able to do whatever her wants, without consequences. He is wrong.

Now, he has friends of his engaging in social media platforms and another newspaper trying to pull off more dirty deeds to discredit me – to keep me from telling the truth about him and members of his administration. We keep giving them, along with their friends in the community, more and more rope to trip over and hang themselves. As I also mentioned, very few people know Mayor Joe better than I do. He has become rude, arrogant, and vindictive and has definitely forgotten where he has come from and whom his friends are. Or were. He has, essentially, forgotten his obligation to the people who elected him Mayor.

You’re probably thinking I asked him for favors over the years. You’d be dead wrong. The entire time he has been Mayor and we have been friends, I never once asked him for a political favor – I never needed anything from him. Yes, my family owned a tow company in the city, but, we were never given the city towing contract -we bid just like others bid and no favors given. Prior administrations did award us with the towing contract, but not Mayor Joe. One of the reasons we had the contract for so long is nobody else had sufficient land or equipment to perform the contract adequately except for us. Back in the day, when our tow company also towed for Cambridge, a former police chief in Cambridge once said that The city of Cambridge needs you more than you need them! So did Somerville.

Now after reading all this, it brings us back to the magic question that so many people have asked me and members of my family: What went wrong between you and Joe – you were always such wonderful friends? Well, here it is – the true colors of Joe Curtatone came out of its shell, like a one-eyed monster. When my family decided to develop some of their property, we went to the mayor and told him what we were doing and asked him for his blessing – and absolutely nothing more. Joe frequently asked me to let him know what we’re doing with our properties – to let him know when and what we were developing – because it is his city. Never in a million years did we ever think that Joe would try to extort my family – attempting to shake us down on developing our properties. Like others, I’ve heard rumors and stories about Joe’s dealings, but never believed them – now seeing it firsthand, I believe now, for sure. They say crocodiles, as they are hatched/born go on a life-long search for sources of food no matter if it’s the hand that fed them. Sound familiar, doesn’t it?

They say that good things don’t last forever and it’s true – my family and Joe had a great friendship. Honestly, I loved that kid like he was my own son, but now he’s turned into a selfish and sneaky, backstabbing, greedy son of a bitch for lack of a better term. There are plenty of people who already know this story, sadly. They’re just too afraid to speak up – too afraid of retribution and retaliation. I get it, I just don’t fear that which cannot hurt me.

It’s time for this city to move on and find new leadership – someone as Mayor (and Aldermen) who will concentrate more about the people who elected them than themselves. Oh and I am sure if he even bothers to comment about this article that he will deny all of it – because he either ignores situations that aren’t flattering or denies them – but I have overwhelming proof to back all of these allegations up. We are positive that Joe, and his DPW Administrator, along with their friends at the another news publication are going to start posting their ridiculous rants via their fictional Facebook characters as usual. Let them. They look like fools.

You might think that writing this was easy – but I assure you it takes a lot of courage to put something in writing and put your name on it – it takes a lot of courage to for me write these articles – it took a lot of courage to visit the Boston Office of the FBI and have a conversation with them along with others about my once very good friend, Mayor Joseph Curtatone and his DPW administrator.

The power for so many years caused the greed to go to his head!

Never in one million years did I ever think I would one day say, and truly believe it – it’s time to Drain the Swamp here in Somerville.

A LETTER TO SOMERVILLE MAYOR JOSEPH CURTATONE

Dear Mayor Joseph Curtatone,

In response to the recent post on your own personal Facebook page patting yourself on the back for years of accomplishments for schools and what not, let’s cut the crap.

Just to let you know that it’s your job to do that! You are the mayor, we elected you to do that. Did you forget?

That’s your job to better the community! That’s your job to help the citizens of Somerville! That’s your job to help our schoolchildren! So stop pounding your chest and trying to take extra credit for it because that’s your job that you get paid almost $200,000 a year for to do!

I can tell you that it’s not your job using the powers of your office to work out backroom deals for your own personal gain!

It’s not your job to allow your DPW commissioner to self-profit off all the city vendors and rig the vendors bidding process!

It’s not your job to allow your DPW Commissioner the rigging of residents of Somerville city’s water bills!

It’s not your job to allow your DPW Commissioner to delete his personal municipal water bill liens on his own properties so he can sell them without paying for water use at the cost of the taxpayers!

It’s not your job to allow a DPW Manager to restore his antique Oldsmobile convertible on the city dime for his own personal gain on the city time clock with parts charge to the city’s parts store account.

It’s not your job to intentionally close down an off-ramp leading down to a business districts just to squeeze out local property owners for your own personal gain after they rejected your purchase offer of a used car dealer and a fast food hamburger franchise chain property. Retaliation, it’s not your job neither to intentionally divert traffic from these store and properties owners and intentionally starving them for business by cutting off their flow of customer traffic so you and your personal developers and associates can scoop them up for pennies on the dollar because there is no more traffic leading down to their properties.

It’s not your job to extort qualified eligible individuals seeking to join the Somerville Fire Department and try to sell them a fire department job for cash through your DPW Commissioner.

It’s not your job to take people’s properties by eminent domain for the betterment of the community then turn around and bypass municipal bidding systems then selling the properties back to your friends and personal business associates for their own personal gain.

It’s not your job to direct one of your Somerville Police captains to cover up the many important criminal investigations that he swept under the rug for you including your own Somerville Police officer cousin’s bogus claims and string of criminal activities that the taxpayers are still paying $86,000 a year in salaries for as well as for the DPW scandal as he did with no hesitation whatsoever which is a criminal offense for him as well.

It’s not your job to allow cocaine use including for your own personal pleasure to indulge the illegal narcotic product in the DPW yard as well in the presence of witnesses and covered up by the same Somerville police captain for you.

It’s not your job to shakedown property owners for your own personal or profit off the city of Somerville and its residents!

It’s not your job to allow your DPW Commissioner to extort all your vendors that work in the city to force them to contribute to your campaign’s as well!

It’s not your job to allow complementary curb cuts and complementary DPW paving and other work for your friends and cronies!

It’s not your job to hire a local newspaper through city municipal ads that the taxpayers pay for to try to humiliate and intimidate political opponents and witnesses as your own personal agent as well as orchestrate a fictional Facebook page to bash everybody because you’re a coward!

But Mr. Mayor there is way too much to more to mention but I can tell you one thing though that the good people of Somerville can finally read through your bullshit and they will fix this problem on November 7th, Election Day, and vote you out of office!

I am very sure that the hundreds of people whose lives and careers that you have destroyed with your threatening corruption criminal activity will all come forward and unite on Election Day as well as for your indictment and trial to look you in the eye.

Also Joe if you would like we could meet you and commissioner Koty, before the election in a public forum and you can have the opportunity to pick and choose any articles that I have written over the years in dispute them with us in person in front of a live audience.

We would love to be there to see your face as we present you with the overwhelming evidence to back up all of our claims in articles. Not to take me up on this offer is just more burden proof that you are a corrupt coward and that all of my claims and articles are correct about you and your reign of corruption.

There should have been a hero’s welcome and a ticker tape parade for your accomplishments but instead over the past ten to twelve years behind your political smoke show there have been many rumors of a ticking time bomb of the feds being in town. Now maybe those spoken rumors are an actual reality ready to knock down your door with a battering ram some early morning.

We’re very sure that after this you are going to command your fictional Facebook clowns that you direct and direct them to bash us with fictional characters and more of your typical bullshit that you and Commissioner Koty orchestrate but we have thick skin and we will have the last laugh.

THE GRAND THEFT OF SOMERVILLE, THE UNTOLD STORY

Before I take you into this exclusive interview with Joseph C. Voutour, I would like you to read a little about his background and his credentials as he gives his testimony based on his true eyewitness accounts of his observations within the Curtatone Administration.

ABOUT JOSEPH C. VOUTOUR:

Joseph Voutour was born and raised in Somerville on Willow Avenue. He attended Somerville Trade High School and graduated with valedictorian Recognition in the Electrical Career Field (1973) He pursued his career and received his journeyman’s and master’s license, along with a teaching Certificate. In 1974 he joined the US Air Force, did his four years’ active duty, and served in the Reserves for another sixteen years, retiring with many medals, awards and decorations. His job in the Air Force was in the electrical field.

Joseph began his Somerville employment career as an auxiliary police officer in 1978. In 1981 he was appointed to the Somerville Police Force, a job that he loved and still does to this day. In 1988 he was involved in a very tragic fatal police shooting inside the Somerville Police Station. All levels of the government that investigated this shooting, cleared him of any wrongdoing, and in fact he was the recipient of numerous awards and decorations including the departments highest award, the Medal of Honor.

Joe was also decorated with awards and citations in the Governor’s Office (Mike Dukakis), and the Massachusetts State House of Representatives (Alderman Vinnie Ciampa).

In 1990 he accepted the position of Somerville’s Superintendent of Electric Lights and Lines (full time) at the DPW and went on a temporary leave of absence with the Police Dept.

Also in 1990, he was served notification that the wife of the shooting victim (Franco LaPorta), was suing him and the City of Somerville for $20 million each. He was served on the last day of the two-year statute of limitations, and it was done at the Federal Level, along the state level.

This civil case went on for four years, two years in the Federal Court System and was subsequently thrown out. They then proceeded in the State Court System, which also lasted two years.

The very day of his trial, in Superior Court, in front of the judge, he accepted the terms which closed the case. It was agreed the City of Somerville would pay $3,000 to Laporta’s wife, with the understanding that the 3K would be going to Laporta’s children (3 × $1,000 each), and further that there would be no compensation to her attorney.

The matter was then closed, and yet the stress endured after four years of litigation, prompted him to quit his city job and move to Maine.

Joe applied for a disability pension with the Somerville Police Department, and was granted the normal 72%.

After being in Maine for about a year, Joe returned to the Somerville DPW job as Electrical Supt, but only in a part time capacity.

He continued to work for Mayors Mike Capuano, Bill Roach, Dot Gay and Joe Curtatone. Joe Curtatone later offered him the position of the combined Superintendents (Electrical and Highway Divisions), a full-time job and he was ready for its challenges.

A LETTER TO THE PEOPLE OF SOMERVILLE FROM JOSEPH VOUTOUR

In closing … here is the $100,000 question … why have I now stepped up to the plate?

After so many years have passed since I quit my job and wanted nothing to do with Somerville and its crooked Mayor and Administration. I have followed the stories that Bill Tauro has written in the Somerville News Weekly for the past six months or so, and each time I believed the stories to be true, but I still wanted to keep my head buried in the sand and let it all shake out without my involvement. I then read the story about the US Navy Veteran that came back home and wanted to become a Somerville Fire Fighter, only be shaken down for $10,000 dollar bribe if he wanted to get on the job. Sadly, this guy self-destructed, and I strongly believe that the stress was so bad, he couldn’t take it anymore, and Curtatone and Koty have some direct responsibility. It brought water to my eyes and all I could think of was maybe I should have stepped up sooner, and NOW is the time to step up to the plate, tell the truth, and help put an end to this long regime of corruption, greed, graft and political retaliation. I am very aware that I and others are key players into making a change for the better, for Somerville. My heart and soul, cries out to the Navy veterans’ mother and family. I am so sorry, it makes my eyes water to write this down.

Will someone please ask me to raise my right hand and put an end to a long regime of corruption, greed and political retaliation?

ILLEGAL DRIVEWAYS AND CURBCUTS ORDERED BY COMMISSIONER STANLEY KOTY EPISODE

This episode begins with a house that’s located at the intersection of Broadway and Lincoln St., Somerville Ma. In particular in this property is a driveway on the Broadway side.

This is one, of three, driveways/curb cuts that was done illegally, without any permits or payments to the city ($600 Permits), on a Monday Holiday weekend in 2005. It was done by the highway crew, brought in by Commissioner Koty and supervised by Foreman Tom Barry, and it was done behind my back as the Superintendent of the Highway Department. When I found out about this the very next day, I raised holy hell with Tom, and he went right back to Koty. Two days later Tom tried to hand me a check, and when I questioned him what was the check for, he replied it was to cover this job. My reply to Tom was I would never touch that check and that it was a hot potato. I don’t know who the check was from or too or the amount, but it was clearly an attempt to buy my silence and make the problem go away.
