John Lynn is a forty-six-year-old man who has been happily married for twenty-two years with three teenage children. He grew up and still resides in Rockland County, New York, a suburb of New York City. He came from a hardworking middle-class family. John lost both his parents to natural causes when he was a young man. John established himself as an ambitious workaholic at a very young age. While other teenagers were involved in social or school activities, John was out working and learning a trade. He learned the skills of a carpenter and also pursued his dream of becoming a police officer. Always maintaining his ambition, he juggled multiple jobs. He often worked for continuous stretches of twenty-four to thirty-six hours without sleep or even a break. It was routine for him to log one hundred and twenty hours of “work time” in a week running between jobs. His determination, persistence, ethics, and honesty allowed him to establish a very successful construction company specializing in high-end custom homes and land development. John was never handed anything. He proved that honest hard work and the willingness to take a little legitimate risk can bring great reward. I know how proud his parents would be of him if they were still with us. John did not ever expect the thriving relationship of corruption, greed, and politics to ever affect him. His high standard of moral living and business ethic did not permit these elements from being a factor in his success or existence. He never knew that the ugly side of politics, which are still being practiced today, would lead to his complete and total destruction and financial ruin.

John Lynn is a forty-six-year-old man who has been happily married for twenty-two years with three teenage children. John lost both his parents to natural causes when he was a young man. The author established himself as an ambitious workaholic at a very young age. John became a NY City Police Officer at the age of 20 and quickly demonstrated his courage and professionalism under gun fire by putting himself in harm’s way to save the lives of others. While others in his age group were involved in social or school activities, he was out working and learning different trades. For 25 years John had an impeccable reputation as a custom home builder and developer and was known for his high level of integrity and ethics. Always maintaining his ambition, determination and high work ethic, he juggled multiple jobs/careers at one time and worked long hours 7 days a week. Nearly all his rewards for hard work and success were taken away as a direct result of John’s refusal to succumb to corruption and exposing corrupt bias officials.

INTRODUCTION

M Y NAME IS John Lynn. I consider myself to be a regular, law-abiding, hard-working citizen. I am a former Police Officer and am currently a builder/developer in Rockland County, New York. The story I am about to tell is true. It begins 25 miles north of New York City in the village of Pomona, population 2,700, an upper middle class suburb located in Rockland County, population 287,000. It reveals how criminal acts, corruption, racial discrimination, and outrageous cover-ups, even in a small town, can happen to anyone as it did to me. It shows how far and wide this corruption can spread from a small village, to the New York State Attorney General’s office, and even up to federal levels. Government corruption and cover-ups are prevalent. If you get caught up in them, they will bleed you dry.

I tell this story because up until now, everyone who has tried to help me has been bullied by bigger and more destructive actions by people who are politically connected and capable of creating a climate of fear and intimidation. As a result, anyone who has tried to help me has retreated. I tell this story because we should all stand up against dishonest politics, payoffs and destructive behavior on the part of government officials who supposedly work for us and are paid by our hard-earned money. I turn to you—the law-abiding public—and ask you to have the courage to stand-up to these people, no matter who they are. Do the right thing, as I did, no matter how hard it may be.

When you have your own business and you have to deal with local government officials, it is nearly impossible to be honest, moral, and ethical and still prosper. However, despite everything that has happened to me, my family, and my livelihood, I still believe that good character and integrity prevail. I hope you are both disturbed by and inspired by my story. I hope that you can find some way to support me and my quest for justice. CHAPTER 1

F EBRUARY 22, 1986, was a typical winter night in New York. I was twenty-two years old. At midnight, I was present for duty as a NYC police officer. I had two years on the job, and I was assigned to the Forty-sixth Precinct in the Bronx. The Forty-sixth was known for having one of the highest homicide rates in the city. Not such a nice place. My career aspirations were to do my time in the Forty-sixth and have my application accepted for a position with the elite Emergency Services Unit (ESU). Emergency Services is the NYPD SWAT team. It was my passion to be part of this unit since I was a kid.

My partner and I were assigned to sector car Forty-six King. Being dispatched to potentially violent calls was almost routine. Reports of stabbings, shootings, and robberies all in one tour were not uncommon. We didn’t know it yet, but this tour would be anything but routine. It was approaching four in the morning when we received a call of a robbery in progress at 1790 Weeks Avenue, a known drug location. Several sector cars were responding, but we were the first car on scene. What took place next changed my life forever. More than twenty years has passed since that night, and there is not a day that goes by that I cannot see the events unfold in my mind as if it had happened only minutes before.

I approached the lobby door of this apartment building. My partner followed directly behind me. As I entered the lobby, time stood still for a brief moment as my mind processed what my eyes were seeing. In this small lobby, I observed several people off to my right. They all appeared to be being forcefully held up against the wall. A few feet away stood a black male in his twenties. His eyes were crazed, but fearless. I can still clearly see his clothing—dark pants and a blue pea coat. His hands were buried deep in the pockets of his coat. No one said a word, but I knew what was going on.

As I quickly determined that I had interrupted a real robbery in progress, it was clear who the victims were and who the bad guy was. The victims silently screamed for help with their eyes as they glanced over at me. The suspect just coldly stared at me. We were only feet apart. I took a quick glance for my partner, who surprisingly was not there beside me. He had turned and retreated back outside of the building, never to come back in. I was alone. I drew my .38 revolver, which was the standard police issue of the time, and ordered the suspect to show me his hands. Our training taught us that if you can see a suspect’s hands, you can better analyze the threat level. Time advanced from standing still to painfully slow motion. A female victim of the robbery, later identified as Lisa Gist, broke from her position against the wall and ran toward me by the lobby doorway. I could see her running toward me out of the corner of my eye, but I could not divert my attention from the suspect. Just as she began to run, I yelled out police don’t move, as the suspect pulled his hand from his pocket. In his hand was a pistol that was quickly pointing in my direction.

Lisa Gist bumped into me, knocking me off balance, as she ran for the lobby door. It was then that the first of many shots were fired. As we both looked each other in the eye, the suspect began shooting at me. I instantaneously returned fire. I had to sidestep to regain my balance after being bumped by Lisa Gist. The first shot fired by the suspect hit Lisa Gist in the back of her head. It was a fatal shot. She was killed instantly. Had she not run into me, that first shot fired by the suspect probably would have killed me.

As she fell, my off-balance side stepping momentum sent me even closer to the suspect. We both continued firing at each other as we passed within what seemed like mere inches. I fired all six shots. My gun was
