PREFACE
There have been countless murders by nefarious and unprofessional police officers in the United States of America over the years. The recent murder of George Flyod, a 46-year-old black man, on June 25, 2020, by the Minnesota Police Department has sparked a revolt that has led to violent calls for the United States Police Department to be defunded and abolished. George Floyd is one of the many victims of police brutality in recent times, especially against the black and African American people.
I started writing this book after the murder of George Flyod in May 2020, but there have been many innocent black people murdered by the US police, thereafter, including but not limited to Jacob Blake, Breonna Taylor, and Rayshard Brooks. I believe there will still be more murders of innocent black people if nothing significant and notable is done to address this menace and murder.
The political leaders are attempting to solve the police brutality problem by dealing with the symptoms, rather than the root causes of the age-long problem. It baffles me to hear professional people and grown-up adults calling for the police to be defunded or completely abolished without a
better replacement in this age of violence. I watch as respectable men and women of the society cry out for what will eventually bring anarchy back into our societies.

This chart confirms and proves that blacks and Black Americans are disproportionately affected by police brutality in the United States of America. Black American youths are being exterminated in a way that will completely wipe out the black race in America. The future of blacks is threatened daily, and no one is doing anything to stop this obliteration.
This book: To Defund or Disband & Rebuild The Police is written to counter the calls for defunding of the police, and provide relevant solutions for disbanding, rebuilding, and reforming the US police departments. This book will also provide proposed solutions for reforming the US police departments if disbanding and rebuilding is unacceptable.

Yes, black lives do matter.
The ongoing violence and call for the defunding of the Police has never been and will never be the original idea of the silent majority of black people, both locally and globally.
Any black individual or group of black people who support, call for and promote the defunding of the Police Department is never a spokesperson of the black race which encompasses all dark-skinned people across the globe. The call for the defunding of the police, I believe, is an agenda of heartless politicians in disguise, who wish to force the innocent black people as freed-slaves and objects for electoral benefit. It is clear that most of the ongoing violent protesters and destroyers are not entirely black; social media videos clearly show the proof. The ongoing violent protests are political stunts sponsored by politicians. Period.
The defunding and abolition of the police is neither going to do any good to neither the black people nor any other ethnic group, but it will rather do more harm. Presently, it is apparent that we need more funding for the police force to enable us to have more police officers and police presence in our streets to prevent violent crime. It is not wise for us to wait for the crime to happen before we call on the police to solve it. They are humans too and need to protect their lives from the violence in the society.
The pains of black people are being trampled-upon by the political elites of the society who politicize and ride on the back of this pain for their own advantage, and to the detriment of the black people. It seems like the politicians only remember black people when it is the season for elections. This deception is so brilliantly enacted the black people overly trust these politicians but only to be dumped after the elections.
How can we then believe the politicians when they put words into the mouth of the Black-Lives-Matter movement and call for the defunding and abolition of the police? Imagine what will happen to black people when there are no more policemen in our neighborhoods. The politicians who are the major problems of the society have conspired with themselves to shift the blame to the police, and they constantly call for the dissolution of law enforcement bodies merely to get more votes from the lawless people of the society.
I believe the law enforcement units should get more funding to increase their presence in the society which will deter criminals and prevent crime. The police officers are not as
bad as painted, there are better police officers than the villainous ones who give the department a discouraging name. We should think about all the good things the police officers have done for us before we condemn them.
We can count the brutality instances from police officers, but the help provided by friendly police officers are uncountable. There is a saying that we should not throw away the child with the bathwater; meaning that we should not condemn the excellent police officers altogether with the bad ones. We should apply either corrective and (or) destructive actions of discipline towards the nefarious officers and reward the upright ones.
Defunding the police means we are empowering the evil and wicked people of the society to go all out and victimize, kill, or destroy other people’s properties without fear of a reprimand. It also means we are indirectly destroying the life of people who might need urgent assistance where there is no help. Think of a situation where a parent is becoming violent at home and the kids need help to calm the situation.
Think of another scenario where a lady is assaulted in her home or outdoors and there is no one to help. When all these
people need help, they call 911. If the 911 service becomes extinct, these people will become victims of crimes which could have been avoided. Instead of calling for the defunding of the Police, I have decided to find measures to disband, rebuild and reform the Police Department both locally and globally.
Rachel E. Morgan, Ph.D., and Jennifer L. Truman, Ph.D., Bureau of Justice Statistics Statisticians of the U.S.
Department of Justice in September 2020 published the results of the 2019 national crime victimization survey and said; "The rate of violent crime excluding simple assault declined 15% from 2018 to 2019, from 8.6 to 7.3
victimizations per 1,000 persons age 12 or older. Among females, the rate of violent victimization excluding simple assault fell 27% from 2018 to 2019, from 9.6 to 7.0
victimizations per 1,000 females age 12 or older. Violent crimes other than simple assault are those that are generally prosecuted as a felony. From 2018 to 2019, the portion of U.S. residents age 12 or older who were victims of one or more violent crimes excluding simple assault fell from 0.50% to 0.44%, a 12% decrease. There were 880,000 fewer victims of serious violent or property crimes (generally felonies) in 2019 than in 2018, a 19% drop. From 2018 to
2019, 29% fewer black persons and 22% fewer white persons were victims of serious crimes. Victims of serious crimes are those who experienced a serious violent crime or whose household experienced a completed burglary or completed motor-vehicle theft."

Based on the 2019 survey, less than half (41%) of violent victimizations were reported to police. The percentage of violent victimizations reported to police was lower for white victims (37%) than for black (49%) or Hispanic victims (49%).

The above charts show more of a downward trend in the number of rape and other violent crimes cases from 1990s. I believe this has been made possible by the good police officers who follow ethical principles in fighting crime.
These crimes would only escalate in the absence of regular, well trained, and well-equipped members of the individual States Police Departments of the United States of America.
Defunding the police departments would only serve as a catalyst for anarchy and more brutality leading to the extinction of the black race in America. The Police is just an
arm of the law enforcement department of any State and it is the primary visual unit which enforce laws. Closing down the Police department would cause an imbalance in the law enforcement unit and indirectly exert unparalleled damage to the efficacy of the law enforcement unit and indirectly affect their response to emergency calls for help from the members of the
