    A PROCLAMATION TO THE WORLD

    THE FIRST PRESIDENCY AND COUNCIL OF THE TWELVE APOSTLES OF THE CHURCH OF JESUS CHRIST OF LATTER-DAY SAINTS

    We, the First Presidency and the council of the Twelve Apostles of The Church of Jesus Christ of Latter-day Saints, solemnly proclaim that marriage between a man and a woman is ordained of God and that the family is central to the Creator's plan for the eternal destiny of His children.

    All human beings-male and female-are created in the image of God. Each is a beloved spirit son or daughter of heavenly parents, and, as such, each has a divine nature and destiny. Gender is an essential characteristic of individual premortal, mortal, and eternal identity and purpose.

    In the premortal realm, spirit sons and daughters knew and worshiped God as their eternal Father and accepted His plan by which His children could obtain a physical body and gain earthly experience to progress toward perfection and ultimately realize his or her divine destiny as an heir of eternal life. The divine plan of happiness enables family relationships to be perpetuated beyond the grave. Sacred ordinances and covenants available in holy temples make it possible for individuals to return to the presence of God and for families to be united eternally.

    The first commandment that God gave to Adam and Eve pertained to their potential for parenthood as husband and wife. We declare that God's commandment for His children to multiply and replenish the earth remains in force. We further declare that God has commanded that the sacred powers of procreation are to be employed only between man and woman, lawfully wedded as husband and wife.

    We declare the means by which mortal life is created to be divinely appointed. We affirm the sanctity of life and of its importance in God's eternal plan.

    Husband and wife have a solemn responsibility to love and care for each other and for their children. Children are an heritage of the Lord. (Psalms 127:3.)

    Parents have a sacred duty to rear their children in love and righteousness, to provide for their physical and spiritual needs, to teach them to love and serve one another, to observe the commandments of God and to be law-abiding citizens wherever they live. Husbands and wives-mothers and fathers-will be held accountable before God for the discharge of these obligations.

    The family is ordained of God. Marriage between man and woman is essential to His eternal plan. Children are entitled to birth within the bonds of matrimony, and to be reared by a father and a mother who honor marital vows with complete fidelity. Happiness in family life is most likely to be achieved when founded upon the teachings of the Lord Jesus Christ. Successful marriages and families are established and maintained on principles of faith, prayer, repentance, forgiveness, respect, love, compassion, work, and wholesome recreational activities. By divine design, fathers are to preside over their families in love and righteousness and are responsible to provide the necessities of life and protection of their families. Mothers are primarily responsible for the nurture of their children. In these sacred responsibilities, fathers and mothers are obligated to help one another as equal partners. Disability, death, or other circumstances may necessitate individual adaptation. Extended families should lend support when needed.

    We warn that individuals who violate covenants of chastity, who abuse spouse or offspring, or who fail to fulfill family responsibilities will one day stand accountable before God. Further, we warn that the disintegration of the family will bring upon individuals, communities, and nations the calamities foretold by ancient and modem prophets.

    We call upon responsible citizens and officers of government everywhere to promote those measures designed to maintain and strengthen the family as the fundamental unit of society.

    CHAPTER 1

    THE FAMILY: A PROCLAMATION TO THE WORLD IS THE WORD OF THE LORD

    In the April 1945 General Conference of the Church, Apostle Marion G. Romney, who would later serve for many years as a counselor in the First Presidency, said the following:

    Today the Lord is revealing his will to all the inhabitants of the earth, and to members of the Church in particular, on the issues of this our day through the living prophets, with the First Presidency at the head. What they say as a presidency is what the Lord would say if He were here in person. This is the rock foundation of Mormonism. If it ever ceases to be the fact, this will be an apostate Church ... So I repeat again, what the presidency say as a presidency is what the Lord would say if he were here, and it is scripture. It should be studied, understood, and followed, even as the revelations in the Doctrine and Covenants and other scriptures.

    There is absolute safety for us in following the Brethren. It is a great source of security to have the word of the Lord on current issues. It brings stability, understanding and peace to the faithful. As we read and study this proclamation, we should treat it as scripture and apply it in our own lives. Also, we may be called upon to stand up for and gently explain these doctrines and truths as some around us find themselves confused as to what is right and what is wrong when they are caught up in the tides of public sentiment and debate.

    CHAPTER 2

    THE ROLE OF PROPHETS, SEERS, AND REVELATORS

    Before we consider specific issues addressed in the Proclamation, we will briefly review the significance of having living prophets. This will help remind us how important it is to listen and follow when the Brethren speak. We sustain the First Presidency and the Quorum of Twelve Apostles as Prophets, Seers, and Revelators. Here, for a moment, we will look at the role of a seer. The Prophet Joseph Smith emphasized this aspect of being a prophet when he taught the following about what ancient prophets saw, including things in our day and things yet future for us (bold added for emphasis):

    Wherefore, we again say, search the revelations of God; study the prophecies, and rejoice that God grants unto the world Seers and Prophets. They are they who saw the mysteries of godliness; they saw the flood before it came; they saw angels ascending and descending upon a ladder that reached from earth to heaven; they saw the stone cut out of the mountain, which filled the whole earth; they saw the Son of God come from the regions of bliss and dwell with men on earth; they saw the deliverer come out of Zion, and tum away ungodliness from Jacob; they saw the glory of the Lord when he showed the transfiguration of the earth on the mount; they saw every mountain laid low and every valley exalted when the Lord was taking vengeance upon the wicked; they saw truth spring out of the earth, and righteousness look down from heaven in the last days, before the Lord came the second time to gather his elect; they saw the end of wickedness on earth, and the Sabbath of creation crowned with peace; they saw the end of the glorious thousand years, when Satan was loosed for a little season; they saw the day of judgment when all men received according to their works, and they saw the heaven and the earth flee away to make room for the city of God, when the righteous receive an inheritance in eternity (Joseph Smith, Teachings of the Prophet Joseph Smith, selected and arranged by Joseph Fielding Smith [Salt Lake City: Deseret Book Co., 1977], pages 12-l3).

    In this quote from Joseph Smith, we are taught that prophets see the future. They see by the power of God and then tell us what they see. They are watchmen on the tower, which is a scriptural phrase referring to guards who stand high upon towers where they can see a long way off and warn the citizens of the city when danger is coming. Thus, our modem prophets, seers, and revelators have been, in effect, called of God to stand upon high towers and are given spiritual sight to see when danger is coming and to warn us of it. In The Family: A Proclamation to the World, they have strengthened us and warned us of coming dangers and of dangers which have already come among us.

    It is interesting to go back in time to the days of the Prophet Joseph Smith and see the usage of words and vocabulary in his day, which could reflect his usage and meaning. One of the best sources for this is the 1828 edition of The American Dictionary of the English Language by Noah Webster, which has been reprinted and is also available in computer software programs such as Gospel Link 2001, published by Deseret Book Company. In Webster's l828 dictionary, the word seer is defined as follows: A prophet; a person who foresees future events. I Sam. ix. In 1 Samuel 9:9, we read (Beforetime in Israel, when a man went to enquire of God, thus he spake, Come, and let us go to the seer: for he that is now called a Prophet was beforetime called a Seer.) This again emphasizes the importance of the role our modem prophets also have as seers as they guide and direct us and warn of dangers which they see as
