    There are three dominant institutions in the Italian-American neighborhoods of South Philadelphia: the Catholic Church, the Democratic Party, and the mob. Not everyone believes in them, but by and large, almost everyone accepts or tolerates their presence.

    The courtship between Caramandi and the mob began when he was a teenager on the corner of Seventh and Morris streets in South Philadelphia. He listened to the older teenagers talk about drugs and money, and their heroes were the guys from the neighborhood with connections and juice.

    Caramandi was a con man and hustler, and he would marry and divorce multiple times over the years. He was completely amoral, and his days were spent conning and flimflamming. His nights and weekends were spent chasing broads, booze, and Lady Luck.

    Ioan was a cash-and-carry operator, meaning he would take whatever he could get his hands on. He was always on the lookout for suckers, and would con them into giving him money.

    A good con is better than a gun. You must have information to pull off a scam. If the booty is big enough, you go for it. The early results were mixed, but Caramandi learned to deal in information and developed the second major asset of any thief, burglar, or con man: information.
