    FOREWORDS

Rochelle Collins is a vessel that submitted and surrendered her life to the Lord as she overcame great adversity as well as surpassing overwhelming arduous odds against her. I have had the privilege of witnessing Rochelle’s courageous endeavor to restore her life and renew her mind with spiritual principals. She is a hard worker, and her transparency enables her to reach the disenfranchised while providing housing and services to persons being rehabilitated with a picturesque ray of hope. She gives God the Glory for what He has done in her life.

    PREFACE

After being on the battlefield working with the disenfranchise for over 20 years, while maintaining a structured, highly functioning transitional facility I am assured that this effective resource will guide you threw the basic set up for developing your own transitional facility, along with achieving a structured environment for the desired population you serve. You are about to be a part of a winning formula that will equip you with basic core documents and strategies.

National Bureau of Justice Statistics studies found high rates of recidivism among released prisoners tracked 404,638 prisoners in 30 states after their release from prison within three years of release, about two-thirds (67.8 percent) of released prisoners were rearrested. Stable housing is critical to successful reentry.

Statistics are showing a high rate of individuals re-offending,

LET’S HELP STOP THIS REVOLVING DOOR, the reality is that acquiring housing is a challenge that most individuals face after leaving prison. However, the most rigorous methodology studies suggested that halfway houses and transitional homes can help with reducing recidivism. 2nd Chance teaches you how to develop, operate and welcome the formerly incarcerated person in a structured environment. Participants that are at a higher level of risk to recidivate are more likely to benefit, especially by the quality of a structured program. Let’s start with securing stable housing for successful reentry. I think about Peter in Acts Chapter 12 when he was tapped on the shoulder by an angel to leave the prison. I don’t care what you have done to get to prison they all feel the same way when it’s time to leave, can you imagine the mixed feelings… fear and anxiety. Wouldn’t you like to know that when you left prison you had a SAFE, CLEAN, and STRUCTURED ENVIRONMENT to live in. 2nd Chance will help you understand the requirements and strategies needed to effectively and successfully open and operate a transitional home for ex-offenders and demonstrate how to develop that environment.

Let’s us encourage guidance by creating, promoting and establishing public safety. Imagine for a moment the following headlines in your local or national news: Hundreds of ex-cons get jobs, lead normal, uneventful lives Community welcomes back former inmates "Prisons sit empty as community treatment programs thrive Majority of violent offenders don’t reoffend, not a threat to society" This is vastly different from the reality, Let’s make your program a reality for change.
