    Significance of Enlightenment through University Endowment

    The first act of diaspora philanthropy in Japan

    This book, by Mr. Masayuki Kishimoto, explores his thoughts on the world and peace, as well as his beliefs on the way of being human. However, reading the book as a researcher gives another significance. The person who donates to the society is called philanthropist. This word comes from the term philanthropy, which originates from the Greek words Phil (= to love) and Anthropos (= human being), and is often understood to mean the establishment of a charitable foundation.

    Although these terms related to philanthropy is not at all mentioned, the book leads to explain why Mr. Kishimoto has taken part in philanthropy at the University of Ryukyus located in Okinawa, Japan.

    His experience of evacuating from the Tinian Island to Okinawa, living through the Battle of Okinawa, studying at the University of Ryukyus despite the financial challenge, studying abroad in the United States on The Fulbright Scholarship from the US government, marriage, frugal living on budget and the success story that follows … all of which led him to start the University Endowment project is explained in detail.

    These experiences of Mr. Kishimoto are the reasons to why he brought the University Endowment culture to Japan. From my understanding, the book was written to explain that the establishment of the foundation was neither extraordinary nor based on benevolence, but rather an inevitable and reasonable act in conclusion to what he has experienced throughout his life.

    From the point of my researches on philanthropy, his action of establishing a charitable foundation and writing a book about it holds a great historical value. People are not born to be philanthropists, but it is what they encounter in life that makes them so. Therefore, it is essential for philanthropists to tell their life story leading up to their philanthropy to make sense to others around them. By writing this book, Mr. Kishimoto not only demonstrated what has brought him to be a philanthropist, but moreover, gave us philanthropy researchers a gift of proof to our thesis.

    The term diaspora, which was originally used to represent the Jews who exiled from Israel by the Babylonians in the Bible, is now widely accepted to refer to the state of people who left their hometown. Now, diaspora philanthropy is used to exhibit the donations made to their home country by the people who once left for financial success.

    Today, diaspora philanthropy is popular in various countries including China and India. However, in Japan, although joint donations take place in case of national disasters, not even one diaspora philanthropy has been set up in the last 30 years. As a researcher, I have long been convinced that diaspora philanthropy will also be popular in Japan by now. Yet, I was proven wrong.

    Then finally, I came upon this book. I am convinced that this book will forever be remembered as the first book about diaspora philanthropy in Japan.

    A World without War

    A small blue planet afloat in infinite space. The only planet harboring life.

    All inhabitants love the planet known as Earth. Let’s wish her establishing a global government.

    Theme and Proposal

    Global issues must be resolved by global governance. That a global government is essential for global governance is self-evident.

    Modern global society is in disarray due to rivalries among power barons. The struggle for supremacy, waged for national prestige and interest among over 196 sovereign nations, is without end. In this way, the modern world differs little from the periods of war and unrest through our long history.

    Humankind has not yet learned how to stem the proliferation of nuclear weapons, and citizens of Earth live in fear day and night. How much of the world population has seen the tragic video footage of the flash of the nuclear explosion above Hiroshima and Nagasaki? What have we learned from these human tragedies?

    The twentieth century was a nightmarish era in which more than 29 million precious human lives were lost. Could these frequent wars symbolize the limits of our species’ ability to survive?

    Military histories are replete with commentary on the causes and effects of war. However, global citizens have stopped concerning themselves with the possibility of the next great war. Why is it that we find ourselves unable to make a serious effort to prevent war?

    The United Nations (UN), which reigns at the highest echelon of global administration, has entered old age. The history of the UN over the past 72 years clearly demonstrates that the UN system is not capable of preventing great wars. Seeing this to be the case, what exactly would the next best countermeasure against a great war be? This is something each and every global citizen should seriously consider.

    What I propose is the establishment of a new global government. Constructing a system for preventing nuclear war is an urgent task of the utmost importance, and global governance is the very means by which we can most pragmatically and effectively accomplish this task.

    Why is it that even after many centuries we have not been able to construct a global administration system that will prevent war? The struggles, hatred, and killing between sovereign nations are incessant. Would lasting world peace be attained if the countries that fragment our planet were able to participate in a global government? Surely. To realize this possibility, however, we must hasten the establishment of a global government.

    The long history of the rise and fall of humankind reflects a global zeitgeist flowing from the rightwing nationalism of domestic supremacy to a globalism of symbiotic co-prosperity for all. The tide of globalization is immeasurably powerful, and halting its course is next to impossible. This never-ending course is heading toward a future society bright with hope, propelled by a force as inevitable as the gravitational pull of a black hole.

    When nations are bound by a myopic accounting of losses and gains, war and unfathomable loss are inevitable. Human life is invaluable. Just how wise is our species?

    The tolerance of diversity will undoubtedly give rise to an ideal society where all people are equal, but to realize this potential, mandatory global citizen education on a worldwide scale—as in the case of human rights, which have been globally standardized—is essential. The rejection of prejudice and discrimination is the core lesson to be learned from history. Are the people of Earth paying attention to these lessons from the vicissitudes of human history?

    The absence of a global government has made the installation of mandatory global citizen education a difficult task. By the same token, mandatory global citizen education would surely facilitate the establishment of a global government. To realize this potential, building a system that synchronizes education and administration is essential.

    The new system will require time until it is on the right track, just as crops require time from sowing to harvest. Will the people of Earth be able to solidify a new global administration system that can prevent unforeseen nuclear devastations?

    When will the people of Earth be able to attain a global philosophy of one Earth, one species, Earth as one democratic nation? When will we start a movement to establish a global government?

    The theme of this book is a study of such questions, culminating in a proposal for mandatory peace education and human-rights education for all people to guide the inhabitants of Earth to happiness and prosperity.

    The universality, imagination, and creativity inherent in education grant it limitless influence. However, universal education is a double-edged sword. We must not allow the misuse of educational power. Through the pursuit of educational philosophy and social philosophy, people come to understand the value of fraternity and improve their ability to discern good and evil.

    All people want sound social order. However, realizing this desire in the prevailing global cultural context—a situation not unlike that described in the story of The Blind Men and the Elephant—is difficult. Rather, creating a mandatory system of global citizen education to teach human philosophy is the pressing issue.

    Earth is forever bound in its orbit. Humankind desires to protect this planet and its environment. Universal education is the means whereby this can be accomplished. Education and administration are two sides of the same coin.

    If our leaders could somehow ascend to an altitude of 100,000 miles to survey our planet, their views of themselves and the world would completely change—national borders would disappear; the tumult of competition over natural resources and hegemonic conflicts would fade into silence.

    A Pitiful Blue Planet

    All human beings have an innate love for their place of birth. Love needs no explanation or instruction—it simply comes from the heart. Our home planet is brimming with the natural splendor of mountains and rivers, grasses and trees, and flowers in bloom. Birds sing, beasts roar; the moon rises, the sun sets. Our home is a delicate planet of water.

    The planet Earth, home to 7.1 billion people and countless other living things, is a bright spot of color against the vastness of the cosmos, where billions of stars glitter like a work of art. Our place in the universe is truly without parallel.

    Our small planet Earth is the only safe harbor for life. We must never forget this. We came to love our pretty Earth all the more once we gazed at the setting of Earth and the rise of Earth on the horizon of the moon with new 21st century video technology. The equatorial circumference of Earth is merely 40,077 km, and the surface area is 510.1 million km². This is the entire range of our human existence on this small water planet.

    Alas, Earth, our compassionate Mother, is now ailing. Her entire body is covered in wounds inflicted by the inconsiderate delinquency of her children, humankind. We have caused global warming and climate change, thereby increasing the frequency and impact of natural disasters. Will we be able to hone our senses as to whether we can live fighting against natural resources on this small planet?

    Global Issues

    Climate change is leading to an era of life-or-death crises for life on Earth. Natural disasters, intensifying in number and impact worldwide, cannot be stopped, and humankind cannot free itself from its lifestyle that has disturbed the equilibrium between natural supply and human demand. Can humankind ever evade its own collapse by suppressing our expanding desires? Furthermore, is it possible to withstand difficult situations while accumulating specialized innovation?

    Ever since the Industrial Revolution, the destruction of nature has accelerated. Competition for natural resources has escalated into great wars, and countless human lives have been lost. Since 1900, large-scale destruction and mass murder have continued with World Wars I and II, the Korean War, the Vietnam War, the Middle East conflict, the Gulf War, the Afghanistan War, the Palestinian conflict, the Ukraine conflict, and so forth, as well as civil wars such as those in Syria and Uganda. Humankind obliterated the precious lives of 160 million people in the 20th century. In this world, there is nothing more important than life. At all times in this world, protecting human life is absolute righteousness, while snatching away human life is absolute evil.

    In recent years, serious global issues known as mega-risks have continued to surface one after the other. The permafrost at the southern edges of the Arctic Circle is melting, releasing a large amount of methane gas into the atmosphere and thereby causing a greenhouse effect some 28 times more potent than that of carbon dioxide. Plastic microbeads have infiltrated the food chain on both land and sea, threatening to accumulate in the bodies of humans. The concentration of hazardous PM2.5 particles in the air is increasing, causing direct damage to human respiratory organs. Fear over infectious disease pandemics is on the rise.

    Will human intellect ever be able to master the art of withstanding such serious situations? Each and every global citizen must think carefully and place their efforts into a resolution for every single problem. Grappling with these global issues is a struggle against time. The main issues include:

    Could humanity create a world without nuclear weapons?

    Could humanity resolve territorial disputes?

    Could humanity reduce atmospheric carbon dioxide and methane gas?

    Has humanity established an adequate system for stopping the spread of infectious diseases?

    Could we protect our democratic social system?

    Could we correct imbalances in food distribution?

    Could we hold domestic and international human rights to the same standard?

    Could we implement a philosophy that separates church and state?

    Could we improve global citizens’ collective ability to discern good and evil?

    Could we adequately protect the global environment and the various lifeforms that inhabit it?

    Could we overcome the ethical dangers existing in the financial world?

    Could we teach humanity history meticulous in accurate text description?

    Could we improve our education system for teaching better understanding and tolerance of diverse value systems?

    Are there adequate measures in place to prevent the rise of dictators?

    Could we strengthen world-wide human security assurance system?

    Could we strengthen international judicial institutions?

    A global government which un-mistakenly prevents war

    Through the entire course of human history, spanning over 8,000 years, we have yet to solve humankind’s greatest mystery: how is it possible that until this day, humankind has not been able to stop collective acts of robbery and murder committed by nation states, and why have such crimes gone unpunished? Individual thieves and murderers are immediately arrested and punished, but when national governments commit the same offenses their crimes are ignored and the perpetrators are left to their own devices. Even more, not only do the serious crimes committed by powerful militaristic nations go unpunished, but there has remained an unthinkable public perception in which powerful nations are envied. How exactly is humankind clever?

    Through the ups and downs of human history, many aristocracies and powerful groups have flourished and have then been destroyed. Around the globe, countless dynasties and empires have suddenly risen to power, been toppled, and then vanished. In antiquity, groups seen as being unfit were eliminated.

    Failed dynasties and aristocrats throughout history share a number of common features: they attack other countries by force, bringing plundered wealth back to their own country to thereby attain glory. In other words, these dynasties and empires thrive on the exploitation and robbery of other nations to build their own wealth and power. In terms of modernity, powerful people have risen by carrying out brutal acts which have not changed since piracy. The crimes that have been committed cannot be justified based on differences in historical context. There is no statute of limitations for murder. All people must bear this in mind, both now and in the future.

    Nations that have stolen the lives and wealth of the vulnerable have justified their wrongful deeds with a selfish logic in which they cast themselves as victors. Far from feeling a sense of guilt for their transgressions, they march triumphantly home as champions and heroes, embraced by their enthusiastic countrymen.

    The defeated side has also adopted a narrative of self-defense in which they become righteous heroes who fight bravely under impossible circumstances to defend their fellow citizens. The general population who become bystanders to the attacks praise the victors, and pity the defeated.

    How familiar are we, as modern people, with our own history, in which such irrationalities have been the norm? For how long will humankind look idly on as inhumane invasion, oppression, plunder, and slaughter continue? Today’s bystanders are likely to become tomorrow’s victims of invasion.

    Let us restate our conviction: eliminating war from the world is not possible without a global government. Will it ever be possible for us as modern people to establish a global government? This is the critical question upon which hangs the fate of all inhabitants of Earth.

    A war avoidance system that has come too late

    Since World Wars I and II, the world order has gone through great upheaval in a short amount of time, during which various global issues have surfaced. Chief among these is the avoidance of a third World War.

    Any efforts made in an attempt to end a war that has already broken out are fatally too late. Tens of millions of lives are lost. The root cause of the humankind’s ultimate tragedy is simply our sluggishness in developing a system for preventing war.

    Many lives are also lost following the end of a war. The political purges carried out without prosecution by the Lenin, Hitler, Mao Zedong, and Pol Pot regimes shocked the world. Politics of fear carried out by dictators have conjured up a dark society full of horrors such as the Holocaust and the Gulag Archipelago. The primary factor that has allowed these crimes against humanity to occur was the lack of a global administration system to prevent such tragedies. What has humankind truly learned from the lessons of history?

    A zeitgeist of globalization

    The history of the vicissitudes of humankind over the past 8,000 years reveals a trend towards the unification of humanity, and this force picks up momentum with each new generation. Following this trajectory, humankind will soon arrive at nothing less than a global democratic nation with a global government of all people, for all people, by all people. The United Earth (UE) of this new era, whose authority will surpass that of the United Nations (UN), will pursue the great task of establishing cooperative mutual prosperity for all people and will in doing so bring perpetual peace to our world.

    The possibility of establishing a global government will increase by promoting mandatory global citizen education. On the other side of the coin, mandatory global citizen education will increase the possibility of establishing a global government. Universal education develops humankind, and will save humankind from ignorance while aiding the reformation of the human social order.

    Strengthening the system of global citizen education will solidify perpetual peace. Education and government are like the two wheels of a bicycle—when they spin in unison, they can deliver the hopes and dreams of humankind. We are not far from the advent of a new spring in which our global civilization, guided by a global democratic ideology, will bloom—but can our generation build a peaceful society in which our descendants will be able to live in happiness? This is the duty of each and every parent living now.

    Strengthening the application of educational power

    Education is all-powerful. The philosophy behind global citizen education deepens the philosophy behind a global administration, and together they will increase the odds of eliminating war from our planet. But how many global citizens are aware of this? For people of all ages and in every nation, the power of education has become indispensable for social development.

    To say that war has given rise to an ignorant and apathetic global population is no exaggeration. There is a demand to strengthen an educational system that can deter war with the power of education.

    However, educational administrations have thus far not adequately functioned to extinguish the causes of war. We must not forget this. The educational system holds immeasurable potential for social reform.

    Who will correct the various inadequacies in our social system, and when? This is a question that the entire global population must seriously consider. Universal education will grant unlimited potential for reform. If the proper reforms can be identified, an appropriate curriculum can be formulated. Educational resources will never run dry; the question is to what extent we will be able to improve the collective conscience of the global population through improvements to educational administration.

    International disputes without an adjudicator

    Our current approach to international disputes is like an international competition being carried out without a referee: the rules of the competition are extremely ambiguous, and it is impossible to determine how to award additional points for fine play or subtract penalties for foul play. In this game without rules, powerful military nations have an overwhelming advantage. It is a game that cannot be judged impartially.

    Many long years of inadequate international law and the lack of a global constitution have brought us here. Who will be able to correct these defects, and how? Who will be able to foster an international referee, and how? Naturally, this is a necessity for global administration.

    Stratification of global administrative mechanisms

    The traditional separation of powers into the legislative, judicial, and executive branches is based on an administrative philosophy of times long past. Until now, the importance of education has been overlooked. Human society will be restructured by the philosophy of education. Accordingly, there is now a need to expand to a quadripartite separation of powers. Since humankind is endowed with the drive to keep moving forward, the imagination and creativity of humanity will also continue. It is education to which we owe our ingenuity.

    Going hand in hand with human progress, the jurisdiction of government administrations has expanded from villages, counties, fiefdoms, and prefectures to entire countries, the League of Nations, and the United Nations, and in this process, a stratification of authority will accumulate. As the notions of freedom and equality continue to expand and deepen and the jurisdiction of government administration spreads to a global scale, the next demand will be for none other than a global government. The necessity of establishing a global government is not apparent within the limits of the unipolar and multipolar paradigms of conventional international politics.

    When the global administration system is functioning smoothly, it will become difficult for powerful military nations to carry out threatening acts and for nations to commit collective robbery and the like. The global government will not allow it.

    The actions of the United Nations over the past 72 years demonstrate that it cannot adequately fulfill its mission of maintaining peace. For that reason, the necessity of establishing a global government is, now more than ever, being recognized by the global populace. Improvements to the populace’s level of awareness are proportionate to improvements in the degree to which the populace engages in reform efforts. Will we be able to embrace the potential for reform inherent in global society and solidify a global administration system that precludes war? Each and every global citizen must now band together and take up this cause.

    History’s forgotten lessons

    We are able to read hints into resolving problems from lessons in history. Serious reflection regarding cruel wars which must not be repeated twice. A route towards a bright future society. Caution against the desire to imitate civilizations which had prospered in the past, and then had fallen, and the like. Since humans have the trait of being driven by the impulse for progression, we instinctively dislike retrogressing to bygone eras.

    We must keep in mind that history books are written by people who are easily trapped within their own views: the historical viewpoint of the victor wins out over the viewpoint of the defeated. The victors become the authors of history books, and they are unable to suppress their desire to demonize the defeated. We must not forget that, in antiquity, the academics whose duty it was to compile history books were beholden to those in power. In this way the victors oversee the very creation of history, and the general population’s way of thinking follows suit, thereby bringing the victors’ vision of the world into being. This is the fundamental theme of history.

    The history of humankind should not be framed from the vantage point of a select group of sovereign nations but should rather be compiled impartially based on a multidimensional outlook comprising various ethnic groups, nations, cultures, and value systems. Many of the historical facts that we have come to hold as absolute truths in fact have room for correction.

    We have the power to see the complete picture of our complicated vicissitude of humankind by verifying all things that occurred, in line with the axis of time from a three-dimensional viewpoint. We, living in the here and now, facing challenges such as what we should be doing now, want to contribute to the creation of a bright future society.

    The ups and downs of human history lay bare the foolishness of our species in our endless wars and our failure to summon the will to prevent such wars. This stands as our central historical lesson. Humankind’s most important task is the creation of a social system that can prevent wars that snatch away human lives.

    Making global citizen education mandatory on a global scale

    The degree of culture and the collective conscience for each and every global citizen will influence the creation of the future social order. A cultural context like that described in the story of The Blind Men and the Elephant is problematic. A sound society of global citizens makes possible a sound global citizen educational system. Anyone would want to learn about the global standards of human rights and humanity, global religion, and the heart of global democracy.

    Among the various curricula included within global citizen education, subjects concerning perpetual global peace and global civil rights are key in creating a shared compulsory curriculum on a global scale. Without the implementation of compulsory education, the hegemonic conflicts and wars between sovereign nations that have repeated throughout history will never be eradicated. Mandatory licenses for international driving have already been successful and have a proven track record of making domestic and foreign travel safe and comfortable.

    Education and overseas travel have expanded our outlook. Global citizens who can consider global society from a global perspective will change global society for the better. Will we, living in the 21st century, be able to formulate a mandatory global citizen educational system on a global scale? If not, a turbulent global society, no different from the war-torn nightmare of the 20th century, will continue.

    World democracy in peril

    Where is the leading country of the world, the United States, heading? The Trump whirlwind has taken the US and the world by storm. The cover of Time Magazine declared the United States of America to be the Divided States of America. The term United denotes peace and prosperity, while Divided invites conflict and degeneration.

    During the election, Trump branded the US—by far the world’s wealthiest country, brimming with vitality—as a country in decline, embracing an ideology of economic nationalism and inciting the notion of the primacy of US national interests among the electorate. Furthermore, the White House made a number of pledges to make the US, the most powerful nation in the world, even stronger by transcending the traditional separation of powers. Heated debates continue with regard to the temperament of the President. This was a campaign pledge at a time when international society was anxious about American unipolarity.

    After taking office, President Trump’s national approval rating dropped from 40%, the lowest in history, to a further 38% on the 10th day after his inauguration. Unprecedented mass protests were carried out in the US and in major cities throughout the world. Senior Counselor Bannon and President Trump have continued to criticize the media as the opposition party, while the domestic and international population have denounced the White House for violating the constitution’s guarantees of freedom of speech, freedom of thought, and freedom of religion. The global population is anxious about the future that the US is heading towards.

    Furthermore, the American people and the global population fear that, judging from Mr. Trump’s personal ideas, speech, and attitudes, the course of both domestic and international human rights and international peace will regress. It has been reported that the number of American citizens who have an aversion to Trump is increasing due to numerous instances of racially motivated verbal abuse, self-admitted clever tax evasion, mounting litigation problems and complaint accusations, sexual harassment cases, and the list goes on. There was a difference of at least 3 million votes to Clinton’s candidacy. Demonstrators held placards saying, Not my President for many days in large cities across the globe.

    According to a public opinion poll conducted prior to the presidential inauguration, the new cabinet has the lowest approval ratings of the previous five presidential administrations. Many of the campaign pledges Trump made during the election will inevitably be scrapped or modified. The fulfillment of campaign pledges made during elections is the political life of a politician.

    Will the leader of the world, the United States, ever be able to find a reasonable balance between nationalism and the other side of the pendulum, globalism?

    The dynamism of world politics will not allow the head of state of a single country to become almighty. It is the people of the world who are almighty. Everyone endeavors to read about tomorrow’s social trends for information gathering. The reason is that they long for a bright future world.

    On the other hand, there are also aspects in which Trump’s leadership will be called upon as well as tried. Breaking free from past systems is a trait of humankind. Historical facts that have gained peace and prosperity are recorded in great numbers in the vicissitude of humankind, by open and natural conceptions and passion that cannot be swayed by the established common sense of charismatic leaders. Humans are not fond of stagnation, always wanting to advance. Such advances in human society have come through the repeated shedding of the status quo. There is hope in the next shedding of the global leader, the United States of America, according to its world vision and its ideals of humanism. Shedding means growing.

    The American people take pride in their country being a word leader. It is not likely that the people will abandon such pride. However, Trump’s ideas and character are likely to cause the United States, once a world leader, to be spoken of cynically as a major power amassing wealth. Will the collective conscience of the American people be able to find a righteous way forward? At any time in this world, the good sense and dignity of humans is universal in the human world, and moreover, has immutable, precious value.
