Urban floods, cause damage to life and property and hinder economic and social development in a disaster-prone area. A flood is defined as an overflow of a large body of water over areas not usually inundated.
Urban flooding is the inundation of property in a built environment, particularly in more densely populated areas, caused by rain falling on increased amounts of impervious surfaces and overwhelming the capacity of drainage.
If cities are located in the coastal areas - the causes for floods are: tsunamis, tidal surges, sea-level rise, subsidence of land, frequency and intensity of cyclones, human-induced floods, etc., Intensity of rainfall is the most common factor for the majority of the floods.

Program approach: Long term plan integrated into city development planning, mostly with a major role of the respective governments.
Project approach: Government, Public, Private, International organisations, finance institutions, Communities.. etc.
Watershed Basin as a unit
Basin is the unit for a city for the assessment of the impacts, integrated planning, coordination and alignment.
Based on the location of the priority city, if any cities located upstream in a basin influence the hydrology of the basin and impact the priority city, all the influencing cities should also be considered.
Upstream riparian areas and the existing projects (dams, reservoirs, irrigated areas) should also be considered.
Reasons for selection
Physical aspects- Hazards prone, vulnerability, risk area and disaster-prone area, climate change, frequency of disasters occurring.
Policy - Regional planning priority by the government under the plans.
Social - Readiness and willingness of the communities, population density, awareness.
