1 THE PARADOX
LET US JUMP RIGHT INTO the middle of this thing. New technology will be developed and used. Some new technology has extreme dangers inherent in the use of that technology. If there is a more dangerous use of that technology, some groups, governments, or individuals will use it that way, and we may not have any reasonable chance to prevent that harmful use of it.
I will go over several different upcoming technologies, which carry an inherent danger to our species in this book. I think that you are already aware that some governments (China), some groups (ISIS), and some individuals (nut jobs) will undoubtedly use these new tools as weapons in their private wars with the world. What can we do?
We can state that it is against the law (at any appropriate level), but we cannot be sure that everyone will abide by that law. Do we really think that China will worry about our rules regarding nanotechnology, or that ISIS will honorably refuse to weaponize a new virus to carry on their Jihad against all non-Moslems? For that matter, will the US army refuse to create autonomous weapons with AI that will kill humans with no human operators?
Some new technologies can make the human species extinct. For instance, creating a general AI that can operate independently, developing high-kill bio-weapons, or sloppily programmed nanobots.
Unfortunately, a large percentage of any aggressive space-faring species will jump at the chance to use any means to power. New technologies usually will provide those means to any unscrupulous actors, and there is not an absolute way that a species can stop some individuals from using that tech in such a way. Even suppressing new technology will not stop someone from independently producing and using it on their initiative.
The careless misuse of new technologies by any member of a species is apt to be a cause of self-destruction. With the potential power that comes with new inventions, it is not an overstatement to say that these new ideas could cause the extinction of the human race.
It has been noted that, in a universe that should be teeming with life, there should have arisen many species of intelligent alien life, and we should be able to find evidence of their existence.
