    Chapter 1

    Havana, Cuba—February, 1957

    The Rebel Army has scored their first success.

    Arlen nodded in agreement.  It should have been apparent that he was familiar with all of the details. 

    I've done as I was told.  They attacked the barracks of the Rural Guard.  Arlen walked to the wall map and pointed to the La Plata River near the southeast coast of Cuba.  Right here.  The La Plata River in the Sierra Maestra.

    Then you also know that the Rebels were in possession of only twenty two guns when they began their siege of the barracks.

    Arlen nodded.  You can be certain they have a great deal more than that now.  Their victory was decisive.

    In their own words, the first victory of the Revolution.

    So the Agency has sources?

    Peasants.  But they are easily bought off.  These are desperate people.  Their long term loyalty is unpredictable.

    Surely you have better sources than the peasants.

    Of course.  The agent grimaced.  A day doesn't pass that citizens don't reach out to our Embassy.  They are terrified of the government.

    Are they terrified of the rebels?

    You mean as they should be?

    They risk their lives crying for help.  Our government officially supports the President and his government.

    As it must.  For now.  The United States cannot support the overthrow of a legitimate government.

    Arlen smiled.  Legitimate?

    Point well taken.  Washington fears the alternative is worse.

    The rebels?

    Yes.  There is growing concern in Washington that the movement is Communist.  Potentially this presents a threat to our national security.  The agent paused.  Such is the reason for your assignment.

    You have this cleared?

    We do.  Your father will announce that you are relocating to the Havana Bureau.

    Arlen smiled.  Alton Farris had never doubted his son's ambitions.  To the contrary, his father strongly supported his allegiance to the country. 

    Farris Publishing was by far the largest publishing firm in the Southeast.  Every Farris attended journalism school.  Arlen was no exception.  He had graduated from the University of Miami with Honors.  However, Arlen had continued his education in Washington.  He was the first in his family to do so.  The official explanation was that he was seeking his Master's Degree at Georgetown University.  And, indeed, the records did reflect that. 

    After two years in Washington, Arlen returned as planned to Miami and distinguished himself as a news reporter.  Like his father and his grandfather, some day he would serve as Farris' Publisher.  Until then, his ambitions would focus elsewhere.  His transfer to a bureau as newsworthy as Havana would never be questioned. 

    The cover is precisely what we need, Arlen.

    The President is highly paranoid of all Americans.  Surely he will question my assignment.

    He will.  I would prepare to be threatened.

    Arlen smiled.  I wouldn't expect anything less.

    You will be working alone.  You understand that your cover requires it.

    Yes, of course.

    You will be contacted shortly after your arrival. The operative is Nicolás De Valle.

    Nicolás De Valle?  The Sugar King of Cuba?

    The agent smiled.  He is known as the Sugar King, yes.

    He is an elite.  You're telling me that someone with the status and fortune of De Valle is an operative for the Agency.  Surely he supports the government.

    Officially he does.  He must, of course.

    How can we trust him?

    We can’t entirely.  However, the Agency has been communicating with him for some time.  The consensus is that his mission is genuine.

    His mission?

    De Valle has organized an underground network whose sole purpose is to seek the assistance of the United States for the establishment of an alternative government.  He trusts neither the President nor the rebels.

    Arlen smiled.  Smart man. 

    Yes, he is.  He detests the President.  His regime has tortured and murdered tens of thousands.

    And the rebels?

    De Valle believes that their intentions are no different.  Worse perhaps.  He believes that ultimately they will destroy Cuba.  He sees the end of civil liberties and personal freedom.  He envisions that a rebel government will seize land, wealth, industry.

    Such as his own.

    Yes, Arlen, including his fortune.  De Valle is a man ahead of his time.  While others deny the obvious, De Valle has a clear vision.  Sooner rather than later, the wealthy will flee.  De Valle could do that now with his fortune intact.  He has chosen to attempt to save his country.

    And the Agency has verified this?

    Yes.  And the Agency has verified that De Valle has a network of operatives working both sides.

    Both sides?

    He has operatives embedded in both camps.  They share a common goal - to establish a democratic government that eliminates both the current regime and the rebels.  Of significant importance, his operation has infiltrated the rebels in the Sierra Maestra Mountains.  But there is a great risk involved.  The rebel command is extremely suspicious of anyone beyond their ranks.  Anyone caught meeting with an enemy - an agent of the government either directly or indirectly - will face certain death.

    Not to mention, the rebels are embedded throughout the country?

    Yes, Arlen.  The Rebels have found a great deal of support to date.  Clearly this is a backlash to the brutal regime.  They have a wide support network - both covert and public.  This is the reason why De Valle's organization has been quite effective in infiltrating their ranks.  Nonetheless, the Agency cannot rely on De Valle's network alone.  We cannot place our trust in an operation whose members are largely untested.  Not to mention, Washington remains officially allied with the present regime.

    I understand.

    Your assignment, Arlen, is to infiltrate the rebels in the Sierra Maestra Mountains.  Gain their trust.  Be their go-to man.  Of course, this does not mean that you can publically acknowledge support for them.

    Arlen smiled, As some American newspapers have done?

    Unfortunately.  No, Arlen you have a reputation as professional journalist.  One who does not wear his biases on his sleeve.  You must maintain your professional stance.

    The President will not take kindly to this.

    No, he won’t.  But you must hold firm.  We expect him to come around once it is confirmed that you have a pipeline to Washington.

    And how will that be confirmed?

    We'll appeal to his desperation.  Our Ambassador will endorse you.  And, of course, your position as the son of one of American's most prominent newspaper publishers will not be lost on him.

    Arlen nodded.  I understand.  But what about the rebels?  How do I appeal to them?

    As you well know, the rebels desire to appeal to an international audience.  They need money to finance their operation.  And they are desperate for support.  We expect someone to leak that you have sources in Washington.  But it's your Miami connection that will particularly fascinate them.  They can use you to appeal to thousands of current and potential followers in Miami.  From their perspective, of course, followers translate into money. 

    Arlen thought for a few moments.  Many of the original revolutionaries have been forced into exile.  In Miami.

    Not to mention even more who were forced out by the current regime.  You must appeal directly to the rebels.  You must gain their trust.  You need clear access to their leaders.  In the interest of national security, we need to know precisely who they are and what they stand for.

    I understand.  And I will gain access to them through De Valle's operatives?

    You will initially.  But you must be careful not to associate too closely with any of those operatives.  Make it clear that you sought them out only for access.  If the operative goes down, you do not want to go down with them.

    De Valle publically supports the President.

    As does most of the upper class, Arlen.  In an attempt to turn the tide, revolutionaries have infiltrated the upper ranks of society in Havana.  They need the money.  Most have shunned them.  De Valle has used this to his advantage.  While he openly supports the President, he has convinced the rebels that he secretly supports their revolution.

    He supports them financially?

    He supports them with information.

    Information?

    From the regime.  It's a brilliant cover.  He convinces the rebels that his close proximity to the President provides him with inside information.  He convinces the President that the Sugar King has his undying allegiance.  It's the perfect cover - unless he gets caught.

    And what information is he feeding the rebels?

    The agent smiled.  Information that is carefully vetted though the Agency.

    For obvious reasons.

    Exactly Arlen.  We need Mr. De Valle around for as long as possible.

    What do his operatives know about me?  I mean why should they allow me to gain access to their ranks? 

    De Valle was permitted to share with his top level operatives that you have limited ties to the U.S. Government.

    Limited ties?
