Description: as the character he is Joe billyard is a commanding lieutenant for and with the FBI in Townsville New York City, as him growing up in a town full of crime he decides to go from graduating out of high school to taking part with the federal bureau investigation for the city (joining with the FBI). at the age of eight-teen he came cross his first arrest with a drug lord leader Adam Sanderson and kept him in jail for 6 years before the chase with an wanted ex us marshal retired military veteran fugitive by the FBI (albert becks) also not known by Joe the brother of Alice kensly the mother of veronica startlet) that had escaped federal prison for counter fitting government money and messing with governmental property. Joe does this to keep the crime and violence off the streets of his hometown, But it wasn't enough for the people in Townsville N.Y., later on during the year 2006 right after the jailing of the drug lord leader (Adam Sanderson) Joe also again makes another arrest with the man that counter fitted money from the government and continued around with personal city property belonging to the government. Then the man (Albert becks) he arrested escapes from federal prison with the help of Reese Topmen without Joe knowing, it leaves him to think of it unto himself and just to that Joe does not hear to find him for six years. Six years after (2006) 2012 Joe then came up with an idea, to contain the criminal for answers that will help lead him toward Reese Topmen. After thinking a long and concentrated hard journey from six years ago to 2012 about Albert Becks escaping from federal prison with the help of Reese Topmen, that Joe had thrown him in jail right before the year (2010) him jack and Dr. John met a young girl named veronica through they’re years in college that they’ve known she was a grieving young girl that barley spoke to anyone over the death and murdering of her mother ( whom adopted her), as he then remembers through this and the chase with albert becks, it also had Joe remembering him painfully getting struck by that mysterious bolt of lightning that could've but nearly killed him leaving a z scar like symbol on his stomach and near the chest area. while it lead him to remember that jack had caught up with him and them both knowing that Albert had already gotten away, this leads him to also remember that jack checked him to see if he was still alive hoping there will be a sign of life, then it was when begin breathing roughly and coughing up blood then jack called for the ambulance and paramedics Joe remembers the care jack had for him was more to him than jack letting Albert get away. Joe was among the ground bleeding and seriously injured by the lightening that struck him and from that day on ever since Joe was struck by that mysterious bolt of lightning he hadn’t seen jack in six years after him recovering from that deadly wound by the lightning that struck him. As much as he remembers during recovery in the surgery room at the hospital he was rushed in, one of the doctors voice became familiar to him when the lightening wound on his stomach became strange and somehow dangerous to all the doctors in the surgery room except the one whose voice was familiar to him that he was amazed of it. so as much as he can remember it leads him to go downtown to the FBI building to do some research on the Albert becks (whom is the wanted fugitive) and Reese Topmen because that he (Joe billyard) believed that Reese Topmen had a lot of something to do with the escaping of albert becks and what they had in connection with
