This glossary contains about 1500 defined terms and concepts related to the field of energy together with an index of several thousand undefined keywords used in the definitions of these terms and concepts. The entire contents appear in four languages: English, French, German and Spanish. Separate translations into Arabic, Japanese and Portuguese are in progress and it is intended to issue translations into Chinese, Hebrew, Indonesian and Russian. Some of the defined terms previously appeared in the 1978 and 1983 editions of this glossary; however, this edition has been greatly enlarged, improved and updated.

Sections added to this glossary involve subject areas which the Energy Terminology Committee considered as insufficiently covered by existing glossaries or dictionaries. Consequently, Section 1, General Terms
, considers energy not only strictly from its physical point of view but also includes economic terminology including tarification and pricing. Moreover, a separate Section 3, Energy Balances and Accounting
, is dedicated to this specialised field. With the active support of UNESCO (Paris), a separate but enlarged issue of this section was widely distributed free-of-charge in 1985 to numerous interested institutions and individuals in developing countries worldwide to promote a better understanding and greater harmonisation of energy balances at national, regional and international levels.
Forms of energy that are usually included in generic concepts such as non-conventional
energies, new
energies, renewable
energies, or even soft
energies, have been divided into separate sections such as solar energy
, wind energy
, geothermal energy
, etc.
The Committee has also devoted special attention to terms related to energy utilisation (uses, environment, conservation, etc.). In Section 18, Energy Conservation
, the terms are arranged according to a structure corresponding to various conditions of application from the consumer’s point of view, and especially of security of supply.
The Committee is fully conscious of the fact that the generic approach to term selection is subject to criticism. There is also expected to be a divergence of opinion concerning the definitions selected to describe processes and equipment in these generic subject areas especially where they do not as yet enjoy an established technical tradition and terminology. For these reasons, detailed notes have been supplied with the definitions in order to elucidate specialised applications.
The continuing rapid evolution of technology and its terminology will require early updating of these terms in a future edition. All comments and criticism engendered by the present edition will be welcomed by the Committee and will enable continuing improvement of energy terminology.
The Committee in its work respected the following principal directives given it by the WEC International Executive Council:

The Committee also made a concerted effort to consult with other Member and Study Committees of WEC as well as with numerous national/international, governmental/non-governmental organisations. The Committee expresses its gratitude to all of them.

Cet ouvrage contient environ 1500 concepts définis relatifs à l’énergie, plus un index de plusieurs milliers de mots-clés non définis mais utilisés dans la présentation des concepts. Cette terminologie est élaborée en quatre langues: anglais, français, allemand et espagnol.
Des traductions en arabe, japonais, portugais sont en cours et d’autres en chinois, hébreu, indonésien et russe sont en préparation. Certains concepts définis figuraient déjà dans les deux premières éditions (première édition 1978 et édition augmentée 1983); toutefois la présente édition a été considérablement élargie, améliorée et mise à jour.

Les sections nouvelles concernent surtout des domaines que le Comité d’étude Terminologie de l’énergie
a considérés comme insuffisamment couverts par des ouvrages existants.
Ainsi la section 1 Termes généraux
déborde du cadre strictement physique de l’énergie pour englober des termes économiques, tarifaires, des termes relatifs à la formation des prix, etc. La section 3 consacrée aux bilans et à la comptabilite énergétiques, élargie d’un certain nombre de termes, a déjà fait l’objet d’une publication séparée en 1985. Grâce au soutien effectif de l’UNESCO (Paris), la mise à disposition gratuite, principalement à de nombreux organismes ou personnes dans les pays en voie de développement, d’un ensemble de définitions relatives aux bilans doit permettre une meilleure compréhension et une harmonisation plus large des présentations au niveau national et international.
Les formes d’énergie souvent rassemblées sous des qualifications génériques, telles que énergies non conventionnelles
, énergies nouvelles
, énergies renouvelables
ou même énergies douces
, n’ont pas été regroupées dans une seule section. Elles front chacune l’objet d’une section particulière, telle l’énergie solaire, l’énergie éolienne, l’énergie géothermique, etc.
Le Comité s’est aussi attaché à donner une large place aux concepts liés à l’utilisation de l’énergie (usages, environnement, conservation, etc.). Dans la section 8 Conservation de l’énergie
, les termes sont ordonnés suivant une structure liée aux diverses conditions de mise en oeuvre, en considérant le point de vue de l’utilisateur et de sa sécurité d’approvisionnement en énergie.
En ce qui concerne la présentation des termes, le Comité a tenu compte du fait que, si les dénominations génériques sont parfois sujettes à caution, les définitions relatives aux processus ou aux équipements mémes ne le sont pas moins dans des domaines où le vocabulaire n’a pas encore acquis la stabilité conférée par un long usage. C’est pourquoi, lorsque cela a semblé utile, des notes précisent les conditions d’application des concepts proposés.
L’évolution rapide de la terminologie rendra nécessaire une mise à jour qui pourrait étre effectuée dans une future publication, après que le Comité ait recueilli les observations et les critiques. Ces remarques et le suivi des domaines doivent permettre d’améliorer de façon permanente la terminologie.
Le Comité a respecté dans ses travaux les principes directeurs énoncés par le Conseil Exécutif International de la Conférence Mondiale de l’Energie:
1) Les définitions mentionnées dans les dictionnaires multilingues relatifs aux différentes formes d’énergie doivent être utilisées aussi largement que possible.
2) Des synonymes appropriés peuvent être utilisés.
3) Des définitions doivent être données, si leur absence peut entraîner des confusions.
4) Les unités doivent être exprimées dans le systèmes S.I.
Le Comité a aussi procédé à une large concertation avec les autres comités d’études et des comités membres de la Conférence Mondiale de l’Energie, ainsi qu’avec de nombreux organismes nationaux et internationaux. Le Comité d’étude Terminologie de l’énergie

Die vorliegende Begriffssammlung enthält nahezu 1500 bestimmte Begriffe der Energiewirtschaft sowie eine Liste von mehreren tausend, zwar nicht definierten, aber in den Erläuterungen zu den Begriffsbestimmungen verwendeten Ausdrücken (Schlüsselwörter). Das Werk ist in vier Sprachen abgefaßt: Deutsch, Englisch, Französisch und Spanisch. Übertragungen in Arabisch, Japanisch und Portugiesisch sind in Arbeit; ferner ist beabsichtigt, Übersetzungen in Chinesisch, Hebräisch, Indonesisch und Russisch herauszubringen. Viele der Bestimmungen sind bereits in den 1978 und 1983 erschienenen Begriffssammlungen enthalten; die vorliegende Ausgabe wurde jedoch wesentlich erweitert, überarbeitet und auf den neuesten Stand gebracht.

Die neu hinzugefügten Begriffsfelder enthalten Ausdrücke, die nach Ansicht des Komitees nur unzureichend in vorhandenen Begriffssammlungen oder Wörterbüchern erfaßt sind. Demgemäß beruht das Begriffsfeld 1 Allgemeine Begriffe
nicht nur auf einer rein physikalischen Betrachtung, sondern umfaßt auch wirtschaftliche Begriffe, einschließlich solcher der Tarif- und Preisbildung. Ein besonderes Begriffsfeld ist den Energiebilanzen und der Energiebuchhaltung gewidmet. Aufgrund wirksamer Unterstützung der UNESCO konnte dieses Begriffsfeld bereits als Sonderdruck von der WEK im Jahre 1985 veröffentlicht und kostenlos an zahlreiche daran interessierte Institutionen und Persönlichkeiten in Entwicklungsländern verteilt werden, um eine bessere Verständigung und eine breitere Harmonisierung auf nationaler, regionaler und internationaler Ebene zu erreichen.
Verschiedene Energieformen, die immer nur als Sammelbegriffe erscheinen, wie z. B. nicht konventionelle
Energien, neue
Energien, erneuerbare
und auch sanfte
Energien, wurden nicht in einem einzigen Begriffsfeld, sondern in getrennten Begriffsfeldern, wie z. B. Sonnenenergie, Windenergie, Erdwärmeenergie usw. behandelt.
Das Komitee hat auch den Begriffen der Energieanwendung (Verbrauch, Umwelt, Haushalten usw.) besondere Beachtung geschenkt. Im Begriffsfeld 18 (Energiehaushalten) wurde eine Gliederung gewählt, die es ermöglicht, die Begriffe aus der Sicht des Verbrauchers im Hinblick auf die Anwendung und die zur Betriebssicherheit zu treffenden Maßnahmen zu ordnen.
Das Komitee ist sich der Tatsache bewußt, daß die Art der Auswahl der Begriffe Gegenstand von Kritik sein kann. Es kann weiter erwartet werden, daß Meinungsunterschiede hinsichtlich jener ausgewählten Definitionen für die Beschreibung von Prozessen und Ausrüstungen in relevanten Gebieten, insbesondere dann, wenn diese noch nicht eine bewährte technische Tradition und Terminologie darstellen, entstehen. Deshalb wurden vorsorglich zusätzliche Erläuterungen zu solchen Definitionen gebracht, um spezielle Anwendungen zu erläutern.
Die ständig fortschreitende Entwicklung von Technologie, Technik und deren Terminologie wird in gewissen Zeitabständen eine Anpassung der Begriffe an den neuesten Stand verlangen. Kritische Anregungen und Bemerkungen zum vorliegenden Band werden vom Komitee gerne entgegengenommen, da diese eine ständige Verbesserung der Terminologie ermöglichen. Entsprechend den vom Internationalen Exekutivrat der Weltenergiekonferenz festgelegten Grundsätzen, die dem Komitee als Richtlinie dienten, waren folgende Vorgaben zu berücksichtigen:
1) Auf Begriffe, für die bereits in mehrsprachigen Wörterbüchern des Energiebereiches Bestimmungen vorlagen, sollte soweit wie möglich zurückgegriffen werden,
2) passende Synonyme sollten erlaubt sein,
3) falls das Fehlen einer Begriffsbestimmung zu Verständnisschwierigkeiten führen könnte, sollten klärende Ergänzungen aufgenommen werden, und
4) Einheiten sollten im SI-System angegeben werden.
Das Komitee hat sich bei seinen Arbeiten nicht nur mit WEK-Mitgliedern und -Komitees, sondern auch mit nationalen, internationalen, behördlichen und nichtbehördlichen einschlägigen Gremien abgestimmt und dankt diesen herzlichst für deren Unterstützung.
Prologo
La terminología que se presenta contiene unas 1.500 definiciones de conceptos relativos a la energía así como una lista de varios millares de términos que, aunque no son objeto de definición, se utilizan en la presentación de los términos y conceptos definidos. Se publica en cuatro idiomas: inglés, francés, alemán y español; se están realizando traducciones al árabe, japonés y portugués y existe el propósito de traducirla al chino, hebreo, indonesio y ruso.

Las secciones que se agregan ahora a este glosario incluyen temas, que el Comité sobre Terminología de la Energía estima no han sido suficientemente tratados por los diccionarios y glosarios existentes. Consecuentemente la Sección 1. Conceptos generales
rebasa el cuadro estrictamente físico de la energía para incluir conceptos relativos a la economía como son los correspondientes a la tarificación y a la formación de los precios. Además se ha dedicado una sección especial, la Sección 3, a los balances y contabilidad de la energía que ha sido objeto, ya, de una publicación separada. Gracias al apoyo efectivo de la UNESCO se ha podido distribuir ampliamente en 1985, en forma gratuita, a numerosos organismos, instituciones e individuos interesados en el tema en los países en desarrollo de todo el mundo, un conjunto de definiciones relativos a los balances y contabilidad de la energía que permitirán una mejor comprensión y una más amplia armonización de los mismos a niveles nacionales e internacionales.
Las formas de energía reunidas, con frecuencia, bajo denominaciones de carácter colectivo, como energía no convencional
, nueva
energía, energía renovable
o incluso energía dulce
, no han sido agrupadas en una sola sección. Cada una de ellas es objeto de una sección particular como son energía solar, energía térmica, energía eólica, energía geotérmica, etc.
El Comité ha dedicado también una atención especial a la utilización de la energía (usos, medio ambiente, conservación etc.). En la Sección 18 Conservación de la Energía
los términos se disponen de acuerdo con una estructura que corresponde a las distintas condiciones de aplicación desde el punto de vista de la seguridad del usuario.
El Comité tiene conciencia de que la forma en que han sido seleccionados los conceptos puede ser objeto de crítica. Puede asimismo existir disparidad de criterios en lo que se refiere a las definiciones concernientes a los procesos y equipos, sobre todo en aquello dominios en los que el vocabulario no ha adquirido todavía la estabilidad que le confiere una tradición técnica y un uso prolongado de la terminología. Por ello se incluyen notas que precisan las condiciones en que deben aplicarse los términos y conceptos que se proponen.
La constante y rápida evolución de la tecnologia y de su terminología requerirán continuamente la puesta al dia de estos conceptos en ediciones futuras, por lo que el Comité recogerá con gusto las observaciones y críticas que puedan contribuir a una mejora permanente de la terminología de la energía.
Las directrices establecidas por el Consejo Ejecutivo Internacional han constituido la guía del Comité encargado de redactar la terminología:
1) Las definiciones que ya existen en los diccionarios multilingües internacionales relativos a las distintas formas de la energía deben ser utilizadas con la mayor amplitud posible.
2) Pueden utilizarse los sinónimos apropiados.
3) Deben figurar aquellas definiciones de conceptos, cuya ausencia pudiera dar lugar a confusión.
4) Las unidades deben expresarse en el sistema S.I.
Este documento ha sido establecido gracias a una extensa armonización y a una concertación con los otros Comités de Estudio de la Conferencia Mundial de la Energía, así como con numerosos organismos nacionales e internacionales. El Comité de Estudio Terminología de la energía

produced by the World Energy Conference Working Group led by Dr M Kleinpeter of France.
The volume was received with such universal commendation from so many countries around the world that Dr Kleinpeter’s Committee in response to numerous requests, decided to expand the existing volume by the addition of four new sections:
– Energy Balances and Accounting
– Forecasting Methodology
– Uses of Energy
– Measurement and control techniques
Energy Balances and Accounting as the result of the special report of UNESCO has already been published as a separate volume in 1985 because of the demand from developing countries. It is now my pleasure to present this new volume with the additional sections and a number of additional terms.
Readers will from the names of those listed as members of Dr. Kleinpeter’s Committee the support we have received in this work from International Organisations and especially UNESCO, the International Energy Agency, UNIPEDE, the International Standards Organisations, the International Electro-Technical Commission and the Organisation of Arab Petroleum Exporting Countries. , élaboré par un groupe de la Conférence Mondiale de l’Energie, sous la présidence de M. KLEINPETER (France).
Cette publication reçut un tel accueil dans le monde entier que le comité de M. KLEINPETER, en réponse à de nombreuses demandes, a décidé d’élargir le volume existant par l’adjonction de 4 nouvelles sections:

Im Jahre 1983 hatte ich die Ehre, mit einigen Worten das mehrsprachige Wörterbuch der Energiewirtschaft, das von der WEK-Arbeitsgruppe Energie-Terminologie
unter Leitung von Dr. M. Kleinpeter (Frankreich) erarbeitet wurde, einzuführen.
Diese Ausgabe wurde von vielen Ländern in der ganzen Welt so gelobt, daß sich—zahlreichen Ersuchen folgend—die Arbeitsgruppe Dr. Kleinpeters entschloß, das Wörterbuch um vier Begriffsfelder zu erweitern:
– Energiebilanzen und Energiebuchhaltung,
– Prognosemethoden
– Energienutzung und
– Meß- und Regeltechnik
Das Begriffsfeld Energiebilanzen und Energiebuchhaltung
wurde mit Unterstützung der UNESCO erstellt und—auf Verlangen der Entwicklungsländer—schon im Jahre 1985 veröffentlicht. Ich freue mich nun aber, die neue, komplette Ausgabe des Wörterbuches mit allen zusätzlichen Begriffsfeldern und zudem mit einer großen Zahl von Schlüsselwörtern hiermit vorstellen zu dürfen.
Die Benützer der vorliegenden Ausgabe werden aus der Liste der Mitarbeiter an diesem Werk erkennen, welch großer Beitrag auch von internationalen Gremien bei der Ausarbeitung geleistet wurde: Es sind dies insbesondere UNESCO, weiters IEC, Internationale Energie-Agentur, ISO, OPEC und UNIPEDE. Ich möchte diesen Organisationen für die Unterstützung der Arbeitsgruppe Energie-Terminologie
herzlich danken.
Mit der gegenständlichen Ausgabe des Wörterbuches hat die Arbeitsgruppe von Dr. Kleinpeter das gewünschte Ziel erreicht; sie wird mit der Veröffentlichung des Werkes anläßlich des 13. Kongresses der WEK im Jahre 1986 ihre Arbeiten vorläufig beenden.

Dicha publicación recibió tan gran acogida en todo el mundo que el comité de M. Kleinpeter, en atención a numerosas peticiones, decidió ampliar el volumen existente con cuatro secciones más:
