급격한 인구 감소로 중소도시의 체계가 뿌리부터 흔들리고 있다. 이에 대해 도시·건축계는 충분히 알고 있나? 중소도시의 재건을 위해서는 이제껏 답습해온 재생과 활성화의 관성에서 벗어나 변화를 직시하고 받아들이는 시각이 필요하다. 중소도시포럼은 바로 이 지점에서 출발한다. 공적 연구 대상에서 쉬이 배제되어온 수도권 밖의 현상을 주시하고, 위기를 대신할 도시·건축적 대안을 찾는다.

The Possibilities Inherent in Extinction, Mid-Size City Forum 02
Rapid population decline is shaking the fabric of small and medium-sized cities to the core. To rebuild these cities, we need to move away from the inertia of regeneration and take a perspective that acknowledging change. This is where the Mid-Size City Forum comes in. They look at phenomena outside the metropolitan area and seek urban and architectural alternatives to the crisis.

이장환과 이상현이 결성한 중소도시포럼은 대도시권역 밖의 변화를 관찰하고 잠재된 가능성을 탐색하는 연구 그룹이다. 이장환은 어반오퍼레이션즈 대표로 도시, 문화, 건축 전반에 관심을 두고 작업하고 있으며 홍익대학교 겸임교수로 재직 중이다. 홍익대학교 건축학과와 서울건축학교(SA)를 졸업했고 델프트 공과대학교 건축대학원을 우수 졸업했다. OMA에서 건축가로 활동하며 카타르 국립중앙도서관 설계와 더불어 다수의 아시아, 유럽, 중동 프로젝트를 수행했다. 이상현은 대구광역시 도시디자인과 주무관이자 독립 도시연구가이다. 한양대학교 도시공학과와 델프트 공과대학교 도시대학원을 졸업했고, 이후 팜보트 어반 랜드스케이프에서 도시 디자이너로 근무했다.
뚜벅이 여행자로 경상남도의 작은 도시를 방문한 적이 있다. 영영 오지 않는 버스를 기다리다가 열린 상점도 행인도 하나 없는 한낮의 거리를 거닐었던 기억은 얼핏 낭만적이었던 것도 같지만 달리 생각해 보니 제법 처연한 신세다. 이러한 풍경은 여느 중소도시에서 일상이 된 지 오래다. 중소도시포럼이 그 원인과 현상을 '옅어진 도시 농도'의 개념으로 설명하며 '이중적 공간 구조'의 한국 중소도시에 유효한 해법을 상상한다.
I once visited a small city in Gyeongsangnam-do as a hiker. The memory of walking down the streets in the middle of the day, waiting for a bus that never came, with no shops open and no pedestrians around, is romantic at first, but in hindsight, it's a bit sorrowful. It has long since become the norm in many small and medium-sized (hereinafter mid-size) cities. The Mid-Size City Forum explains the causes and phenomenon with the concept of 'thinning urban concentration' and imagines a solution that works for Korean mid-size cities with a 'dual spatial structure'.

Lee Janghwan is a principal at Urban Operations, working on urban, cultural, and architectural issues, and an adjunct professor at Hongik University. He graduated from Hongik University and Seoul School of Architecture (SA), and graduated with honours from the Delft University of Technology in the Netherlands.
