Can HP refuse refund for PC it can’t repair?

Q I bought a new TE02-1000na desktop PC (pictured) from HP and paid for a three-year care package. It arrived on 24 May, but quickly developed a fault. HP couldn’t repair it initially because it didn’t have the right replacement part, though its customer support told me the PC might still be repaired. HP refuses to refund me, so what are my options?
