I understand that shopping car parks need ‘turnover’ so there’s room for everyone, and restrictions are also needed in places like pub and shopping centre car parks close to busy commuter railway stations which might otherwise become clogged with all-day parkers. Paid parking also has to be protected from freeloaders. And anyone who abuses disabled parking deserves a ‘fine.’
But a lot of private ‘enforcement’ it seems, is more about extracting money
