The standards were applied across the board, meaning that everything from championship car race tracks to paddock-based scrambles were assessed the same in regards to their provisions for spectator safety. Held on the last weekend in March, the annual Bathurst races just squeaked in, but thenceforth, things became very quiet, forcing competitors to travel interstate (or to ACT) to race.

The advent of new circuits like Oran Park eased the situation somewhat, but for scrambles there was only Moorebank, while Salty Creek Short Circuit in the Hunter region gained the second of the new licences to be issued. A new Short Circuit at Castlereagh, now known as Nepean Raceway, began to take shape in 1959 to cater for literally hundreds of the Short Circuit/Dirt Track brigade who were now virtually trackless in Sydney.
