Mortgage interest rates are easing after rates passed five percent in 2018 for the first time in eight years, making consumers uncertain about either buying a new home or refinancing an existing loan. But at the same time, changes in the tax law hit mortgage interest deductions, home equity loans, and property tax deductions with a new state and local tax limit of $10,000.
