In the last election, voters in seven states voted on thirty-six cannabis-related ballot measures ranging from taxing medical cannabis to legalization of recreational marijuana. Michigan legalized medical marijuana in 2008 and recreational marijuana in 2018. Rebecca Fleury, city manager of Battle Creek, Michigan, and her colleague Eric Feldt explain how they adapted Battle Creek’s successful medical marijuana regulatory framework to recreational cannabis.
