Yes, it is true, this place is so fucked up that, George Raymond Richard Martin (GRRM) was so impacted by the hell hole, that is Bayonne, so bored with nothing to do but drugs and fighting, that nerd wrote about several kingdoms, a ridiculous amount of killing and a Dragon Queen. Perhaps you have heard ?

There is like Nothing to do in Bayonne, so naturally drugs, alcohol, fucking and fighting were really your only options. GRRM went to Marist High School near the Bayonne/Dirty Shitty Line.
