    In December 2012, Tom Cotton perused potential congressional offices. Having been elected to represent Arkansas the previous month, he now needed to decide where to set up his operations. He probably had no idea how short his time in the U.S. House of Representatives would be. Within months he would decide to run for the Senate.

    Now, though, he was a freshly elected congressman, and he wanted to find the perfect office space. Eager to find the ideal location and committed to objective analysis, Cotton invented a rating system to compare offices. He used a spreadsheet to evaluate each potential space, accounting for factors including size, conference room access, and view. Ultimately, he settled on the office that scored highest.

    This objective, dispassionate approach to decision-making would serve Cotton well in the U.S. House. He was sworn in as a congressman in January 2013.

    The Obama Administration

    Cotton joined a Republican-controlled House of Representatives. Barack Obama was president at the time, having won his reelection campaign against Republican Mitt Romney. If Romney had won the election, Cotton would have enjoyed a very different experience in Congress. He and Romney agreed on many issues, both substantive and stylistic.

    In a memorable Presidential Debate appearance, Romney discussed the threat posed by Russia. Cotton also believed that Russia presented serious concerns for the United States. In the debate, though, Obama openly mocked Romney for characterizing Russia as a threat, joking that Romney’s foreign policy was stuck in the 1980s.

    Obama had already proven that his view of foreign policy differed sharply from that of Cotton and Romney. The Democratic president had celebrated the Arab Spring – a series of mass protests that led to the overthrow
