    In October 1953, a federal grand jury handed down a sealed indictment against Onassis. He was now suspected of transporting oil for the Saudi government under the Saudi flag. His friends dismissed his paranoia, but a ten-year-old ONI report surfaced in New York concerning a tobacco insurance scam he had pulled off a decade earlier.

    In December 1953, Onassis flew to Dusseldorf to consult with Dr. Hjalmar Schacht about the Saudi deal. Schacht had drawn up a draft contract called the Jiddah Agreement, which called for Onassis to supply five hundred thousand tons of tanker shipping toward the establishment of the Saudi Arabian Maritime Company.
