You’re early.
Yes, ma’am. He called for me and I would never want to keep him waiting.
Come with me.
He followed the secretary while hoping to go home to his family that evening. He had seen firsthand what happened to anyone who was not 100% loyal to the Great Leader.
Sir, the Commander is here.
Come in, come in. How was your trip?
It went very well, thank you, sir. It is my great pleasure to see you again and to be at your service.
The Leader discussed the Great Victory and praised the Commander’s commitment and leadership. They toasted their military prowess and lit up fine cigars. They discussed the long journey they had endured to come to this position of power; the early days, battles fought, friends lost. Finally, the Leader motioned for the Commander to pull his chair closer. Then he spoke softly.
"As always, my friend, we must plan for the future. We have done well by looking ahead months or years, and my government will continue to do so. But we must think out further, much further, and that is why I’ve called you here.
"Our tremendous success, our very way of life, is in the best interest of humanity. In the very long term, those countries, those governments, that come to see and accept this will become our allies and eventually be brought into our fold. But those who do not, those who refuse to accept our demonstrated superiority, they will be the problem.
"We have suffered great loss in the bloody wars. While our fighters die for our cause with dignity and pride, the deep sadness of their families and brothers in arms troubles me, and more importantly to lose highly trained men is a poor strategy.
"We know too well the devastation of war. Wherever battles are waged, buildings are leveled, industry destroyed, roads, railways and airports rendered unusable. All of this infrastructure needs to be rebuilt, which can take many decades to accomplish, if it is accomplished at all. Our financial advisors believe that the health of our economy will eventually rely on the economies of other countries, and theirs on ours. And so I deduce that taking control of these countries without physical destruction is a necessity.
"It will be tempting to consider retraining these foreign populations; it is not a question of skills but a matter of heart, of embracing our beliefs and philosophies. This unfortunately would take generations and still may not succeed, with uprising and revolt almost certain. Our people, on the other hand, love and respect our beliefs and philosophies.
"And so I have come to the rational conclusion that it is in humanity’s best interest for our Great Country to have, in the long term, the ability to quickly take over other countries by eliminating their population without damage to physical assets. Our reliance on those assets will be met by advance training of our people in the required roles. Therefore, one facet of our plan must be to greatly increase our population, and to develop and maintain the social structure to train our citizens in these functions.
"But... there is a missing link in this strategy. We possess no weapon to eliminate a population without destruction. That is why you are here today. There has been talk of nuclear detonations that spread radioactivity without enough explosive yield to destroy buildings; or of pseudo-natural weapons such as forced flooding. So because of your vast experience in tactics of warfare, and because your loyalty is without question, I ask you now to share your thoughts and
