The history of weather manipulation can be traced back decades, with various countries such as the United States, Russia, Germany, and the Netherlands conducting numerous weather manipulation programs as early as the 1940s. On November 13, 1946, Vincent Schaefer, a scientist employed by the General Electric Company, achieved a significant milestone by successfully seeding clouds in the atmosphere. He accomplished this task by taking three pounds of dry ice and scattering it within a cloud along a three-mile stretch at 14,000 feet from an airplane, which caused it to produce precipitation.

Bernard Vonnegut, a scientist also employed by the General Electric Company was inspired by his colleague after learning that Schaefer had successfully seeded a cloud with dry ice, resulting in precipitation. Thus, started conducting his own research on ice nucleation. Vonnegut’s work focused on understanding the process by which ice crystals form in clouds, and he made significant contributions to the understanding of this phenomenon. His research had been instrumental in the development of cloud seeding techniques, which have been used to increase rainfall in areas experiencing drought. He found that finely ground powders derived from silver and lead metals could serve as a viable alternative to dry ice, resulting in significantly improved efficiency.   

Furthermore, the General Electric Company, a renowned multinational conglomerate, had actively backed the initial stages of experimental research on weather manipulation. This support led to the inception of Project Cirrus, a groundbreaking endeavor aimed at altering weather patterns. As a result, Langmuir and Schaefer actively participated in various conferences to address the concerns of Federal, State, and local government officials, as well as the citizens who owned land by Project Cirrus. Their efforts were aimed at providing a platform for open communication and discussion, where all parties could voice their opinions and work towards a mutually beneficial solution.

Thus, through their engagement, Langmuir and Schaefer had demonstrated their commitment to fostering numerous positive relationships while promoting transparency within the decision making process. Their dedication to this cause was evident in their willingness to attend numerous conferences and engage with stakeholders at all levels of government and society. As a result of the meeting between government officials at the federal, state, and local levels, a number of new weather manipulation initiatives were launched by various entities, including commercial operators, industrial organizations, the Department of Water and Power, and groups of farmers. One that involved the use of ground based generators that could disperse the fine silver and lead aerosols into the atmosphere, thereby eliminating the need for airplanes to perform the task. This method had significantly reduced the costs associated with weather manipulation. Thus, by injecting these metals into the clouds through ground based generators, opened up an entirely new source of cloud seeding. During the 1950’s, New York City became aware of the prosperous experimental weather manipulation projects and sought the assistance of a former associate of Langmuir to strategically introduce the fine metals into the storm fronts approaching from the Atlantic Ocean. To address the issue of the drought-stricken city and their depleted reservoirs, they decided that it was necessary to take action. The measures taken were aimed at putting an end to the drought and restoring the city’s depleted water supply. The reservoirs, which had been severely depleted during the long running drought, were the major concern. Thus, actions were taken to replenish the reservoirs to ensure that the city had a reliable water supply. Sure enough, their efforts were successful in restoring the city’s water supply and bringing an end to the long running drought that they had been experiencing. It seemed as if the measures taken were a testament to the city’s resilience and determination to overcome adversity. Unfortunately, this celebration was short lived as the constant seeding of the storm fronts had resulted in an overwhelming amount of precipitation within New York City. The excessive rainfall caused extensive damage throughout the city, ranging from infrastructure to personal property damage. The impact of the storms was so severe that it disrupted the daily life for most of the residents and business owners. It also had stretched the city’s emergency response teams thin as they worked tirelessly to mitigate the damage caused by the storms. It turned out to be a disaster, and the aftermath of the storms had left a lasting impact on the city. Highlighting the need for better preparation and response strategies for future endeavors.

Concerned citizens had caught wind of the intentional seeding of the storm fronts approaching from the Atlantic Ocean, leading to a chaotic and tumultuous situation. The citizens demanded that the city bore the responsibility for the losses in which they had incurred due to the storm, as they were aware that city officials had manipulated the storm systems approaching from the Atlantic Ocean, augmenting the amount of precipitation. The aforementioned statement above highlights a significant event in history where a city had faced legal action for the detrimental consequences of weather manipulation activities. This marked the first instance where a city had been legally held responsible for the negative impact of their actions on the environment. The legal action taken against the city serves as a precedent for future cases where individuals may seek justice for the harm in which weather manipulation projects have caused. This is one of the main reasons why weather manipulation projects are kept secret. Wallace E. Howell, the associate hired by New York City officials was also the same individual responsible for seeding the clouds in Quebec, Canada in 1953. This endeavor aimed to suppress a colossal forest fire that had ravaged the region. Let it be known that even back then weather manipulation was an immensely lucrative industry for those individuals who had honed in their expertise within their field of research. Moreover, entities such as the United States Government have transformed it into a formidable weapon capable of causing widespread devastation.

At this same time, numerous weather manipulation projects were being conducted in California. Notably, one such project was led by Irving P. Krick, a researcher who once headed The Department of Meteorology at the prestigious California Institute of Technology until he resigned to establish his own company that specialized in weather manipulation. His new venture was associated with cloud seeding projects, which were carried out during the late 1950’s for ranchers in California, Arizona, and Mexico. The success of these projects led to the growth of his company, which continued to provide innovative solutions for weather-related issues. Irving’s expertise in the field of meteorology and his entrepreneurial spirit enabled him to make a significant impact in the industry. Unfortunately, after facing regulatory challenges, he was forced to shut down his weather manipulation company in California. However, he quickly rebounded by establishing a new company in Denver,

Colorado. Notably, this relocation proved advantageous as a significant number of his former students eagerly joined his new venture. This strategic move allowed him to tap into a pool of talented, like-minded individuals who were already familiar with his techniques and methodologies. Bt leveraging the expertise and experience of his former students, he was able to rebuild his business and continue his pioneering work in weather modification. His newly found company was operational in no time and had swiftly secured lucrative cloud seeding contracts to facilitate the process of seeding the clouds within the atmosphere over a total of eighteen states within the United States, in addition to six foreign countries.

During this period, Vincent Schaefer extensively visited various United States Forest Service installations within the Northern Rockies between 1947, up until the shutdown of Project Cirrus. His purpose was to provide assistance in the efforts to suppress lightning by seeding the clouds with fine metallic fibers. Schaefer's visits to these installations were aimed at gaining a comprehensive understanding of the region's weather patterns and cloud formations, enabling him to effectively contribute to the ongoing research and development. By closely collaborating with the Forest Service, Schaefer aimed to develop innovative techniques that could potentially mitigate the destructive effects of lightning strikes in the area.
