    PREFACE 

    VIP Management is an area I had taken for granted before I engaged in academia. To this end, I would like to thank Dr. Henry Egesa who ultimately encouraged me to embark on this publication.

    Academic inquiries are always limiting and limited in terms of scope. This leads to many scholars leaving out general information. There may probably be no opportunity to share such knowledge. In addition  to my academic Thesis I was encouraged to share residual knowledge in my area of study leading to this book.

    For purposes of this work, I would like to thank Mr. John Mitala (Head of Public Service and Secretary to Cabinet) (HPSC), Mrs. Florence Mugasha (Former HPSC). Ambassador Charles Sentongo (Chief of Protocol Government of Uganda), Lt. Col. Stuart Agaba, (Former Aide-de Camp (ADC) to President Y.K.Museveni), and many of my colleagues in civil service.

    This work also seeks to standardize terminology and doctrine in the field of VIP management

    1.0 BACKGROUND TO VIP MANAGEMENT

    The term VIP has been associated with a rich, diverse etymology and different historical foundations. It is very hard to say exactly where and when the term was coined. The common and widely used initials VIP stand for very important person/personage/people. The VIP definitions of very important personage

    have been cited in print in British publications since at least 1933 (Barry Popik, 2012), cited in Entry from April 28, 2012, VIP (Very Important Person).
