Phil Ranieri is a 1977 graduate of California University, Pennsylvania, with a degree in environmental science. After which, he served the citizens of Pennsylvania as an inspector for the Department of Environmental Protection before retiring in 2007 to work for the city of Houston, Texas, in their drinking water operations. In 1994, Mr. Ranieri started the first early warning network in the United States for water suppliers, along the Monongahela River between Pennsylvania and West Virginia.

I wish to add a dedication to all the men and women who work for the states and EPA in the regulatory field. These people go about the task of inspecting our water supplies with due diligence for the health and well being of everyone.
That includes the office staff who maintain the records, the engineers who make sure all changes to a water system meet specifications and the field inspectors who are the front line troops
Prologue
In the course of my twenty plus years, working for the public good in the drinking water program. And having developed the nation’s first early warning network for public water suppliers along the Monongahela River, between Pennsylvania and West Virginia, in 1994, I have seen my share of issues concerning our drinking water supplies. Back in 1994, no one knew of Al-Qaida, or who they were. Our thoughts at the time, concerned some local person dumping a contaminate into our rivers. Not knowing that what was being dumped could adversely affect our drinking water. Not until 9/11, has brought to our attention, just how vulnerable to attack we really were. In the years since then great strides have been made to secure our water supplies from attack. Yet even now we still have some weak links that need to be shored up.
With this book I intend to shed light and offer guidance to the water suppliers both here and abroad. And to offer my services as a water security consultant, to assess each system and develop a comprehensive plan to protect each system from any possible means of attack. Examining every possible link in a system and show just how they can be shored up, wither that system be a community system, with full treatment facilities and miles of distribution lines, storage tanks and booster stations. Or a small non community system such as a school, nursing home or a coal mine.
In each chapter I will examine the various parts of a system where the weak points are and how to secure and lock down the system from possible attack. Surprisingly, many of the options listed are of a slight to moderate expense, and can be installed fairly quickly.
In times of trouble, when we are in a battle the military uses a term referred to as situational awareness, basically what it means is that one becomes aware of everything around them. It could mean something out of place. Or it could be, an odd behavioral pattern exhibited by a fellow employee.
Once an attack has begun on a system, law enforcement as well as plant personnel, fire fighters and/or ambulance personnel on the scene must become totally aware of each and everything surrounding
