The author, Mark E. Glogowski, Ph.D. earned a Bachelor of Science from the University of Rochester, a Master of Science from Rochester Institute of Technology, and a Ph.D. from the University of Arizona. Living in upstate New York with his wife, Kathleen, he enjoys the company of two daughters, a son-in law, and an energetic grandchild. After 47 years of research experience, and having held leadership positions in several organizations, clubs, and committees, including serving as Town Leader for a political party, he considers himself to be a typical retired professional American. Shortly after retiring, he ran in a primary for a town office against another candidate and came face to face with a problem that every candidate has to confront: The voting public’s apathy and lack of knowledge and understanding of politics. He lost. This motivated the author to use a research approach to study the problem of voter apathy. His goal was to find a way to get an individual to quickly determine for themself what they politically believe, then to compare their beliefs to the political party philosophies, and then to evaluate the candidates running for office. Dr Glogowski believes that with the proper tools it is possible for the voter to confidently choose a candidate that will represent the voter’s views on every issue. He found a set of tools and tested them. Having presented the tools to numerous adult education classes, the positive responses motivated him to write this Political Primer. The author believes that, by the time you finish reading The Political Primer, you will have an unambiguous understanding of politics, and its purpose will be clear. You will never view politics the same again.

The Political Scene
Jake lived in a land where the transfer of control of government was always preceded by unrest and violence. The raging battles would often destroy both lives and the country side. Those who wanted to control government always had to use force to take control and physically remove those who were in control.
In recent years, his society developed a political process that eliminated the violence. The political system had changed so much by the time Jake was ready to participate that, to the casual observer, the system actually appeared to be a boat race. But this was no ordinary boat race. Indeed, it was unique. The winners won the right to control government, and it was the passengers on the winning boat who appointed the government officials. The appointed government officials were given the authority, and ability, to instantly change the structure of society in whatever way they desired.
Every year, each individual would voluntarily chose the political team they were going to support. They would do so by simply climbing aboard one of the specially engineered political boats - designed such that the boats would expand as each person got on. As a result, each boat could hold an unlimited number of people. The boats were also engineered in such a way that the more people in the boat, the faster the boat would go.
Each boat had a device called a CDA. Most of the inhabitants in Jake’s world did not know why it was called that. All they knew was that the CDA was some sort of a guidance system. The CDA was available for every passenger to view before they climbed on board. There were two pointers on the CDA, one was labeled Direction and the other labeled Approach. The prominence given the CDA made it easy for everyone to see the Direction and Approach settings of the CDA on each boat
While very few passengers understood what the heading on the CDA meant, every captain, luminary, and crew member that came on board understood that if they used the CDA as their guide throughout the race, they would arrive at their designated shoreline in the shortest amount of time. The setting on the CDA not only helped guide the Captain and crew, but if the boat began to veer off course, the CDA itself was engineered to automatically bring the boat back onto its set course. Once the Direction was set, it was next to impossible to change the CDA setting. And, as the boat became larger and faster it became more difficult to make the boat veer off course.
If the Captain, crew, and passengers used the CDA properly, the boat would move smoothly and quickly to its destination. The CDA setting for the boat could be altered by the people on the boat, but to do so required the consent of everyone on the boat - Captain, luminaries, crew, and passengers. They all had to agree to change the Direction and/or the
