國民黨組織在海外開拓黨務工作，此項工作本身是侵犯當地政府治權及主權作為，必須隱密行之，故少見公開資料，為觀其全貌必從內部檔卷之中求之。日本侵華當局為掌握國民黨海外工作實況，其情報單位做了十分詳細的報告及戰情分析，這也是近代了解國民黨海外工作最佳旁證。
