In 2018, the American Nurses Association (ANA) convened a volunteer work group of correctional nurses to review and revise the 2013 Correctional Nursing: Scope and Standards of Practice, Second Edition. This new edition’s scope of practice addresses what is expected of all correctional nurses, specifying the who, what, where, when, why, and how of their practice. The detailed discussion of that scope of practice provides the context needed to understand and use the standards, presenting the underlying assumptions, characteristics, environments and settings, education and training requirements, key issues and trends, and ethical and conceptual bases of the specialty. The 16 standards themselves are those by which all correctional nurses are held accountable for their practice. Each standard is measurable by a set of specific competencies that serve as evidence of minimal compliance with that standard.
In addition to correctional nursing practitioners, educators, and students, the Correctional Nursing: Scope and Standards of Practice, 3rd Edition, will also be useful for other nursing professionals and allied healthcare providers, researchers, and scholars.     Provision 1. The nurse practices with compassion and respect for the inherent dignity, worth, and unique attributes of every person.

    Preface

    In 2018, the American Nurses Association (ANA) convened a volunteer work group of correctional nurses to review and revise the 2013 Correctional Nursing: Scope and Standards of Practice, Second Edition. These registered nurses (RNs) and advanced practice registered nurses (APRNs) held various positions in federal, state, and local adult and juvenile correctional and detention facilities, as well as academic institutions, professional organizations, and healthcare facilities. They contributed diverse perspectives in all discussions.

    The work group used telephone conference calls and electronic mail communications to complete its work. ANA’s 2015 Code of Ethics for Nurses with Interpretive Statements and 2015 Nursing: Scope and Standards of Practice, Third Edition, served as additional foundational resources. The draft scope and standards document was posted on the Nursing World website at http://NursingWorld.org for a thirty-day public comment period in September 2019. The work group reviewed each submitted comment and further revised the document as necessary.

    The ANA Committee on Nursing Practice Standards completed its review of the draft Correctional Nursing: Scope and Standards of Practice, Third Edition, using established review criteria. Recommended revisions were completed before ANA’s Board of Directors conducted a final review and approved this nursing specialty scope of practice statement and acknowledged the revised scope and standard of correctional nursing practice in December 2019.

    Scope of Correctional Nursing Practice

    Nursing is the protection, promotion, and optimization of health and abilities, prevention of illness and injury, facilitation of healing, alleviation of suffering through the diagnosis and treatment of human response, and advocacy in the care of individuals, families, groups, communities, and populations (ANA 2015b, 1). Nursing is both a science and an art, the essence of which is caring for and respecting human beings, including those who are detained or incarcerated and those who are under legal supervision in the community.

    Definitions

    Correctional nursing is the delivery of evidence-based nursing to protect, promote, and optimize health and abilities; prevent illness and injury; facilitate healing; alleviate suffering through the diagnosis and treatment of human response with care and respect; and advocate for individuals, families, groups, communities, and populations under the jurisdiction of the justice system.
