SUBELEMENT T1 – FCC Rules, descriptions and definitions for the Amateur Radio Service, operator and station license responsibilities - [6 Exam Questions - 6 Groups]
T1A - Amateur Radio Service: purpose and permissible use of the Amateur Radio Service; operator/primary station license grant; where FCC rules are codified; basis and purpose of FCC rules; meanings of basic terms used in FCC rules; interference; spectrum management
The primary purpose for the Amateur Radio service is concerned with advancing skills in the technical and communication phases of the radio art. The Amateur service is not a commercial radio service. The FCC has established services to handle commercial traffic.
The FCC regulates and enforces all rules and regulations for the Amateur service. A listing of the rules governing the Amateur Radio service will be found in Part 97 of the code of federal regulations. A primary purpose for part 97 rules and regulations is to enhance international good will. The amateur regulations allow an Amateur operator to conduct radio experiments and communicate with other licensed hams around the world. Amateur Operators were communicating all over the planet approximately 70 years before the public internet was established.
Part 97 defines an Amateur station as a station in the Amateur Radio Service consisting of the apparatus necessary for carrying on radio communication. The correct definition for the apparatus used to conduct communication is your transmitting equipment.
The FCC’s definition for harmful interference is that which seriously degrades, obstructs, or repeatedly interrupts a radio communication service operating in accordance with Radio Regulations. This regulation covers the practice of jamming another person’s radio signal, which is never allowed at any time in the Amateur Radio service.
The radio navigation service is protected from Amateur signals under all circumstances. If you are told your station is interfering with radio navigation, stop transmitting immediately.
The FCC part 97 definition of telemetry is A-one-way transmission of measurements at a distance from the measuring instrument.
The entity, which recommends transmit/receive channels and other parameters for auxiliary and repeater stations located in the amateur bands is a Frequency Coordinator. The American Radio Relay League has an excellent service, which it provides to Amateur Operators to help them establish specialized frequencies inside the Amateur bands. The people who select a frequency coordinator are Amateur operators in a local or regional area whose stations are eligible to be auxiliary or repeater stations. If you own or operate a repeater or auxiliary station, you can vote for a frequency coordinator for your local area.
Many Amateur operators enjoy experimenting with radio control devices. The FCC Part 97 definition of telecommand is A-one-way transmission to initiate, modify or terminate functions of a device at a distance. If you fly a radio controlled aircraft, the Amateur bands have frequencies available to control your device.
The FCC is very strict about United States Amateur operators interfering with stations located in foreign countries. For example, if your station is interfering with a radio location station in a country outside the US, you should Stop operating or take steps to eliminate the harmful interference.
