CHAPTER ONE
Whether born of abuse and torture or raised in a loving and stable environment, killers come in all shapes and sizes. They represent that portion of society that is neither commonplace nor normal. Homosexual serial killers are hunters, always seeking a target for their sickness to find a home. We review a few cases in an effort to explore and to understand. The tragedies are horrific but even more widespread than one may be aware.
The faces of some killers are known to us all; they attained notoriety due to the horrendous crimes they committed. John Wayne Gacy, Jeffrey Dahmer and Wayne Williams come to mind. We hear the names; we recognize the faces from the postings of pictures and sound bites that have become a part of the culture as the worst of the worst
. But there are more, and they are prevalent in the shadows. They are the ill health of the society that shuns them.
I became aware of my first homosexual serial killer as a child. I watched Westley Allan Dodd on a Sally Jesse Raphael show. At first I thought it was sensational sweeps week television but later learned that we must expose these people, (even if it does boost television ratings); if only to understand better the men behind the crimes. As a gay male I had to admit that I was attracted to the face of the killer on the screen and stirred by the tragedy. I became transfixed by the connection my mind was making of the congenial man discussing his crimes, and the ghastly details of the crimes themselves. It was a story that needed to be told, for parents, for children and for the system that enabled them to continue.
Westley Allan Dodd did something that another serial killer would do before him; he would build a torture rack
for his victims, loosely constructed boards and rope that would feed his sexual fantasy and possibly be the death-bed for his young victims. He was methodic but not always careful. It is believed he abused as many as 175 children and tortured and killed three. Westley began his criminal career as a teenager, abusing cousins but escalated to murder. Born in Toppenish Washington on July 3rd, of 1961 to reasonably happy parents, his descent was rapid and hellish. He would escalate from sexual play to abuse and then to the fine line targeting of his victims. He would find himself at the New Liberty Theatre in Camas Washington, scanning for children and in one instance following a six year old boy into a bathroom to abuse. The crime was not without incident, when the boy began to holler hysterically for help, and Dodd in calm composure, attempted to steal the child from the curious view of theatre workers by carrying the boy to his car. This attempt failed.
The incident at the theatre was the precipice of an arrest that would halt the molestations and murder, but was not the first run-in with the law Dodd had overcome.
There were signals and signs, that if understood, would have stopped the terror early enough to save lives. Exhibitionism for Dodd began at age 14, where he would flash his genitals to children from his bedroom window. Although homosexual since aged nine, he learned quickly, that boys did not tell, as often as girls, and the exhibitionism continued until he was caught when someone "did tell".
This began his career in working the judicial system, because in the mid-seventies a boy flashing his cock and balls to passersby’s might not indicate a killer in the making. Since the informer could not recognize the face, Dodd escaped notice only to aggressively force himself onto children for fellatio and abuse. After graduating high school in 1979 he joined the Navy, but only to escape charges of molestation. This did not slow his criminal behavior as he faced arrest for asking a nine year old boy to disrobe in Richland Washington and left the navy AWOL. The Navy, for reasons unknown, gave a general discharge and the criminal charges were never pursued, giving Dodd a belief that the system may not hinder his behavior.
Another chance to stop Dodd happened in December of 1982, when he was arrested in Benton City Washington for removing the clothing from a child he had successfully lured from a playground, but for this crime he was given only thirty days.
Catching a budding killer only to release him into the wild was regrettable, but one must remember that the system may have failed the children but did not kill them. Only Dodd is guilty of that offense. Sexual predators are victims in as much as they create them, a failing judicial system that allows someone like Dodd to walk the streets targeting youths because their condition is often unrecognizable or untreatable, that is the real tragedy. In June of 1984 Dodd was arrested for molesting a nine year old boy. All of his known victims were under the age of 12. Sentenced to ten years in prison he only served four months before his time was commuted and eventually suspended, conditional on his obtaining further treatment. If Westley Allan Dodd had been required to serve his time the rape, torture and murder of three boys could not have occurred in 1989 and fewer victims would exist today.
Tragedies abound and in June of 1987 Dodd was arrested yet again for attempting to lure a boy into a vacant building. Held only to a misdemeanor charge of unlawful imprisonment he was released in three short months to begin his hunt of innocence again. There is distorted thinking in the minds of sexual predators, but only Dodd knew what maelstroms drove him to escalate his crimes from exhibitionism to murder. After his 1987 arrest he began to keep a log of his desires that included rape, cannibalism and torture. It was at this time he began to work out the torture rack in his mind. He dabbled in Satanism and claimed to have found the Lord
at the time of his final conviction, but it is uncertain what part religion played in his evolution.
He may have merely used a dark and light to represent the good and evil of both sides of the coin he flipped. One entry in his diary read: I’ve now asked Satan to provide me a 6-10 year old boy to make love to, suck and fuck, play with, photograph, kill and do my exploratory surgery on.
One shudders to think if this man had not been stopped, what degrees of murder he would have undertaken. The confidence and influence that Dodd seemed to possess with children was long skilled. As with most predators, he was able to manipulate children into removing their clothing or following him into secluded areas without much fuss. Preying on their innocence he learned this skill from when he baby-sat, and on the playgrounds of his own youth. It was this proficiency that enabled him to enact his first kill. It was in David Douglas Park in Vancouver that it occurred. In his diary he had written that is was a good place for rape and murder, or kidnap, rape and murder…a good hunting ground
. While trolling the underbrush and trails he stumbled onto brothers William and Cole Neer, riding their bikes on the paths, on their way home. He acquired his prize by simply stopping them and demanding that they get off their bikes and follow him into the brush. And they complied, like a reflex arc thing, they believed that they were in danger, but somehow did not possess the tools for escape. Forcing the boys off the trail and instructing them to lay their bikes down in the brush he ordered them back to back and tied their hands with a shoelace.One of you is going to have to pull down your pants
he told them.
Is it going to hurt?
Cole, the older boy asked?
Dodd replied No

Cole was first to comply, no-doubt in an effort to protect his younger brother. Maybe believing that it would hasten the act and the stranger would allow them to go home.
After fondling the boys for some time, he cut the string and made Billy watch while he molested Cole, he later told officials he really wanted to molest the younger brother, but he was crying too hard. After molesting the child Dodd said there would be just one more thing to do – he then stabbed Billy in the stomach. Cole frightened, jumped up to get away but caught a blade in his side. The injured Billy, also seeing an opportunity, tried to run. Dodd turned his attentions now on Cole and even Dodd felt that he was losing control of the situation.
Dodd stabbed Cole two more times before racing after Billy, catching him before he could reach the road and possibly alert anyone. Grabbing the boy by the arm, Billy sobbed

It would haunt Dodd later that the boy he was killing, was apologizing for merely trying to survive. After stabbing the boy again, he returned to Cole but both boys regrettably bled to death there in the underbrush of David Douglas Park. Dodd made sure they were dead before leaving and coldly pocketed the shoelace on his way out.
Dodd was not an initial suspect in the September 89 park killings, and watched the manhunt from a distance with sexual gratification while recording thoughts, clipping articles of the manhunt, and masturbating to stories of his horrific crime. However the barrage of news that surrounded the story did little to calm his sadistic thoughts and by late October he was hunting again. Driving into nearby Portland he abducted four year old Lee Isely from a Richmond Elementary playground. Feeling confident enough to take him back to his apartment he molested the boy numerous times and photographed him in the nude. He only stopped raping long enough to feed his victim from McDonalds and buy him a toy from a local K-Mart. He continued abusing Lee until the early morning hours, finally resulting in his strangulation. He hung the boy’s naked body from the rod in his closet to further his sexual pleasure, watching, masturbating and then and photographing him to document his kill. Lee’s body remained suspended throughout the day and after work Dodd finally disposed of the boy, like discarded trash, in the Washington Game Preserve, where a hunter found Lee in the early morning hours of November 1. And the killing became threefold.
There was no control in the depravity of Dodd’s mind; the killings were pushing him to commit more and more crimes. He was neither afraid of the authorities nor penitent for his wrongdoing and on November 11 he attempted to abduct another boy at a local theatre but was unsuccessful when the child fought back. Two days later he would find himself in a Camas Washington theatre, trying to steal another boy. Following a 6 year old into the bathroom he forced himself on the child, the boy became hysterical and Dodd quickly carried him out of the theatre to his car. Becoming unnerved at the amount of witnesses in the lobby, he released the child and ran for his car.
Fortuitously, his auto broke down less than two blocks from the theatre, and he was captured when the boyfriend of the mother of his most recent victim followed him, grabbed him out of his car and restrained him until police could arrive.
Dodd’s predilections originated from exposing himself from the safety of his bedroom to thoughts of cannibalism, rape, torture and then to murder. In a letter after his arrest he discussed cutting off a boy’s genital’s to cook and eat, and also have his victim’s watch, while he ate their testicles. It was a rapid downward spiral Dodd undertook, where in his madness, murder meant little and sexual control everything
. But he finally confessed to his crimes, directing police to his diaries, pictures, and keepsakes. In January of 1990 being charged with the murders he rebuffed all appeals, and accepted his death sentence, only to be hanged in the gallows of Walla Walla State Prison shortly after midnight on January 5th, 1993, being the first prisoner hanged in three decades. In an interview with reporters, something Dodd enjoyed greatly, he stated that he believed he would go to heaven, having confessed his sins. He wanted to find the boys there and tell them how sorry he was for hurting them and that he would be free to love them, with true love
, and find no need to hurt them again. This killer’s revelation was undoubted pain for the grieving parents of his victims.
Homosexual serial killers are no different than their heterosexual counterparts but the public face seems not to recognize the extent of their killing. John Douglas, a former Chief of the FBI’s Elite Serial Crime Unit and author of Mind Hunter
say’s that a conservative estimate is that there are between 35-50 active serial killers in the United States at any given time. Since most serial killers only kill three to four people and then have a cooling off period, the continual and predatory killings that a few offenders illustrate seems even more shocking. Take the case of Albert Fish. Born Hamilton Howard Albert

Albert Fish had a seemingly unremarkable origin story to have gained such infamy, but it was the catalyst for all his deviations and behaviors. We are all made up, from what first made us
. The youngest of three siblings born of a man 43 years senior to his mother Albert was affected from an early age. Mental illness plagued Albert’s family from the beginning and the effects seemed widespread. Albert’s father Randall was 75 years old at the time of his birth and died in 1875. His mother Ellen relinquished him to the Saint John’s Orphanage in Washington, being unable, financially or emotionally, to care for him.

It was at Saint John’s that Albert learned of sadism and masochism and became the subject of torment and torture. The frequent beatings he would receive began to give Albert erections and watching others get whippings
pleased him as well. He remarked I was there till I was nearly nine, and that’s where I got started wrong. We were unmercifully whipped. I saw boys doing many things, they should not have done.
Albert was able to leave the orphanage in 1880, when his mother obtained a government job and found the tools to care for him. Two years later he later began his first homosexual relationship at age 12 with a young telegraph worker. The lessons he learned at the orphanage seemed to pale in comparison, as his new sexual partner introduced him to drinking urine and eating feces, all for some form of sexual pleasure . He began visiting public baths to leer at other boys in the nude and find encounters and incidents, that he later called sexual adventures
.
By 1890 Albert left Washington to arrive in New York City and became a male prostitute, which one must assume would be difficult at that time in our society. It was at this point in his life when he first started raping young boys. His mother arranged a marriage for him at this time to a woman nine years his junior; this did not stop his molestation of boys but did produce 6 children from the marriage. In 1903 Fish was arrested for grand larceny and sent to Sing Sing Prison and engaged in sex throughout his incarceration.
In 1898 Fish worked predominately as a house painter while molesting boys and later recounted an instance that would affect him greatly. A male lover had taken him to a waxwork museum and upon seeing a bisected penis he became obsessed with thoughts of castration. His failed attempt to castrate of a young retarded boy only fueled his obsessions even further and his visits to brothels to engage in masochistic beatings became even more frequent. He found satisfaction having his ass spanked and back beaten.
His attacks were mostly on boys but it would be the assault of a young girl that became his undoing and brought him to the attention of the police.
Fish’s brutalities continued unabated and unnoticed until January 1917, when his wife Anna left him for John Straube, a recent border in the Fish family, it was at this time that Albert complained of hearing voices
, the beginning of his auditory psychosis. The mental illness that had plagued his family began to manifest, but without treatment he was destined to continue his decline into notoriety. It was five years earlier he had attacked Thomas Bedden in Wilmington but it was after his separation from his wife the attacks became even deadlier, and he used self abuse
to calm the voices in his head. He would delight in sticking needles into his groin and abdomen or spank himself with a nail studded paddle. All the pain seemed to ease the demons he suffered, but did not eliminate them wholly.
He would also insert cloth into his anus that had been doused with lighter fluid and set it alight. The needles remained in his body for some time, even at the time of his first arrest the doctor’s X-Rays revealed 29 needles still lodged throughout his privates. Albert’s inability to deal with psychological pain may have caused the self-harm
and offered some control to a diseased mind. Fish turned the feelings of confusion, anger, loneliness and self-hate into tools to mutilate and murder young children, but only his long-term incarceration could have saved them. The other tools Fish used, were darker, they were the hand saw, the butcher knife and the meat cleaver.
After his failed attack on Thomas Bedden, Fish struck again, and stabbed a mentally retarded boy but could not remember the exact date, or the circumstance, or even if the boy lived. Fish believed that the mentally retarded or the prostitutes that he targeted; would not be missed, so they became his favorite prey. Interestingly enough; he was insane enough to perform the task, but sane enough, not to want to get caught. On July 11, 1924 Fish came across Beatrice Kiel, playing in the yard of her family’s Staten Island farm, he attempted to cajole her into coming with him but was chased away by her mother. Fish returned later that night and slept in the barn, undoubtedly drawn to the prospect of what he might do to Beatrice, but was caught and forced away by Hans Kiel, Beatrice’s father.
On May 25th, 1928 an eager and unemployed young man named Edward Budd placed the following in the classified section of the New York World. "Young man, 18, wishes position in country. Edward Budd 406 W. 15th Street. Using his address in the classified would prove to be fateful and terrible for Edward. Fish went to the Manhattan address and introduced himself as Frank Howard, a farmer from Farmingdale in need of a young assistant. His true intention being to rape and kill the young man.
Before he could fabricate his crime he was introduced to Edward’s 10 year old sister Grace Budd, and his plans changed. Fish agreed to hire Edward instructing him that he would send for him in a few days. But before Edward could get too excited about his newfound position Fish returned to visit the Budd family once again. Remember Fish was 58 at the time and appeared to be a nondescript grandfatherly type, one that you might entrust your children with to babysit, so the Budd family was unprepared for the evil that charmed them. Fish convinced the Budd parents, Albert and Delia Budd, to allow Grace to accompany him as he was on his way to his sister’s house for a birthday party. He left with the young girl who was in fine spirits dreaming of cake, ice cream and party favors. She was never returned.
It was a difficult time for the Budd family, losing Grace. There was little solace after an arrest came two years later. As it turned out the man arrested, was innocent, being accused of the crime by an embittered and estranged wife. After 108 days in jail he was tried and without good evidence was found innocent, but the horrors were not over for the Budd family.

Albert sickness was insatiable and seven years after the abduction he sent a letter to the Budd family. It is quoted here complete with Fish’s misspellings and grammatical errors. It is meant only to show the cruelty that the killer shown to the family of his victim:
"Dear Mrs. Budd. In 1894 a friend of mine shipped as a deck hand on the Steamer Tacoma, Capt. John Davis. They sailed from San Francisco for Hong Kong, China. On arriving there he and two others went ashore and got drunk. When they returned the boat was gone. At that time there was famine in China. Meat of any kind was from $1-3 per pound. So great was the suffering among the very poor that all children under 12 were sold for food in order to keep others from starving. A boy or girl under 14 was not safe in the street. You could go in any shop and ask for steak—chops—or stew meat. Part of the naked body of a boy or girl would be brought out and just what you wanted cut from it. A boy or girl's behind which is the sweetest part of the body and sold as veal cutlet brought the highest price. John staid [sic] there so long he acquired a taste for human flesh. On his return to N.Y. he stole two boys, one 7 and one 11. Took them to his home stripped them naked tied them in a closet. Then burned everything they had on. Several times every day and night he spanked them — tortured them — to make their meat good and tender.
