Inside Out California Roll

3 cups water1½ cups sushi rice2 tablespoons plus 1 teaspoon rice vinegar, divided1 tablespoon sugar1 teaspoon salt, divided1 (14-ounce) can whole hearts of palm, drained¼ cup vegan mayonnaise¼ teaspoon kelp powder1½ tablespoons finely grated red carrot4 toasted nori sheets2 teaspoons black sesame seeds2 teaspoons toasted white sesame seeds1 ripe avocado, peeled, pitted, and thinly sliced½ cucumber, peeled and cut into thin strips½ cup pickled ginger, for serving2 tablespoons wasabi powder mixed with 1 tablespoon water, for serving
