Q&A: Can Democrats prevent Trump from using his executive power to build a wall?

WASHINGTON - If President Donald Trump decides to shuffle money in the federal budget to build a wall at the southern border without Congress' consent, there are a few ways for Democrats to try to stop him.

Each comes with difficulties and long odds.

Trump and his administration have signaled for weeks that the president plans to move forward with a plan to fund his border wall by shifting money from other projects or declaring a national emergency if he doesn't get taxpayer funds from Congress.
