There's another child in Chicago who shouldn't be here, another child who should be with his mother.

For more than a week I've been writing about a 7-year-old Congolese girl who was separated from her mother four months ago after the pair arrive in California seeking asylum. The question at the heart of that case, the question that has made my gut clench since this all started, was:
