Virginia is on the precipice of no-kill statewide but one of the cities that has not yet crossed the 90% threshold is the city of Norfolk, a coastal community in the Hampton Roads metro area. 
A recent change in leadership converged with the need for community collaboration as the pandemic set in, and the results were nothing short of magnificent. If it was ever Norfolk's time, it's right now.
