    Chat GPT, AI Future and Need for a New Economic Model: What it is and Why It is?

    It is a Dialogue with Bambisa Moyo, an International Economist, and New York Times Best Selling Author.

    AI future would come with more productivity for the US economy. However here where the problems would need to be identified because AI technologies would lead to mass automation thereby steeply increasing the level of unemployment for the labor who don’t obtain the market relevant skill that have a strong Information Technology Orientation to handle automation software and if they can use applied AI technologies. AI would be more dominant in the production model than labor and capital and the role of technology that created modern day prosperity through processes of learning by doing will be redefined because intelligent AI as an outcome of Quantum Computing would lead less relevance of human participation in learning by doing processes. In other words technology would be less endogenous with labor and capital and would be an independent function of production leading its contribution to output independent of labor and capital. However, that is only one part of the economic model and break down of new classical assumptions is a foundational outcome if social and cultural variables are included because labor are not only consumers but they have social identities and they are voters also. This then would mean the very fabric of the modern society that adheres to democratic values is under question in an AI dominated future. The surplus labor need to find a cultural and political purpose for their daily lives in case they are facilitated with basic income facilities through stronger redistribution policies by the government. Would they be made to find their purpose in virtual worlds just like the holly wood movie Matrix and would they accept this kind of purpose for their daily lives. It is true that most of us that have access to technology and internet spend most of the day in front of the computer or mobile phone using social media especially among the youth. However the stark reality with more involvement of AI in both consumption and production would bring a new culture that has no precedence in human history and only mentioned in science fiction. A culturally rich and evolved society like the United States would never accept an entirely artificial life styles for themselves leading to major political upheavals in modern societies unless the AI future has an outcome that retain our moral and ethical values like trust and kindness towards human and other life forms while still provide and feed to human instincts that want to explore themselves and the world around them.

    Dear Madam Banbisa Moyo, a very brave write up and a brilliant one at that exactly explaining to PS readers and the world what future AI would bring to the world if new economic models are not developed where role of labor and capital is re negotiated. I think if I read correctly, AI would now be made part of the traditional economic model where output is the function of labor and capital but its role is still undefined and how it will interact with labor and capital. Technology that has been long endogenized in growth models talk a lot of praise about technology improving productivity and thereby it interacts with different kinds of capital and more importantly human capital to drastically improve out put through most efficient production methods. The world is coming in terms with distributional effects of free market capital and output accumulation where it seems that the populations that do not have market relevant skills or are unskilled have been excluded from the benefits of either international trade and even rise in GDP don’t benefit them equally. It is the skilled labor and more importantly it is the entrepreneur who receive most of the share of economic returns from their contribution to output. Globalization mostly benefiting the educated and skilled labor other than disproportionately benefiting the entrepreneur has resulted in class struggle and disenchantment with capitalist economic models and thereby more popularity has been received by heterodox economic models so much so that United States that is a pure capitalist economy would implement Inflation Reduction Act in contradiction to free market rules devised in World Trade Organization.

    And now the challenge for the labor is more pronounced because an AI augmented future is coming within a decade that would make technology a more pronounced function of output and even more than labor and capital as your article so brilliantly explains. It means to balance out negative fall out on labor that are not only consumers but voters, a very prominent role of the government would be justified further distorting efficiency and competition and would add to the troubles of existing economic model that is still neo classical in nature for the US economy.

    As you suggest what can be new economic models that not only fit into the centuries long wisdom of a capitalist economic structure proposed by Adam Smith or more contemporary economists including Tinbergen who helped the world understand the role of technology inherently as a process of learning by doing in a production function.

    The AI dominated world, it is AI that would be doing learning by doing instead of human beings. And due to far powerful technologies coming to AI due to Quantum computers, would human labor both skilled and unskilled be largely be irrelevant if their skills do not have information technology related dimension to it.

    This is a classic example of Professor Acemoglu and James Robinson’s creative destruction model of economic growth that technology has already lead to high unemployment levels for the portion of labor that don’t update their skills to the requirements of the markets. Though the phenomenon of creative destruction would be more pronounced for an AI dominated future.

    I don’t want to discuss those hundreds of millions of people in developing countries that are simply not even educated and those that only have primary level education in those countries. If a modern economy like the United States is not prepared for AI future, most of the developing world is ever further lagging behind.

    Yes as you mention in your article, it seems the natural and most straight forward solution is adhering to welfare economics where a strong re distributional strategies by the government needs to be implemented. But as you also mention then that the symptoms in the economy that would force greater government role and better redistribution policies strongly suggest that the economy would not be working most efficiently despite all the productivity that is envisioned to come by with AI technologies.

    And if you include social and political aspects to the debate the adverse effects to the very fabric of society would be more pronounced. For example if un employment rises, it can be solved by basic income policy. But the question is what those millions of individuals be doing with their daily lives. They just cannot be sitting in homes. Every human life has a purpose to make up for a thriving modern world. Would they be asked to connect themselves to virtual worlds where they create a virtual society and economy bringing some kind of new cultural definitions to the modern world.

    But then if they are aware of the virtual world, it wont be longer that the people living on basic incomes would like to live in reality. A strong and ingenious message by movies like the Matrix. The American society that lead a modern and consumption rich world would naturally like to have best of every thing and if not it would have a drastic impact on American democracy and chances are that AI future would compromise democratic values that are foundations to the modern society like United States. It has already happened during Trump presidency.

    Thereby like you I am also thinking about the best economic model for United States where the best of AI can be utilized to the benefit of American labor, consumers and voters. I have already suggested in my comments to Professor Acemoglu’s article on Chat GPT recently published in the spaces of PS and it is about specialization and more personal involvement in product development that would be adhering to new AI technologies. For example automation takes the emotions out of the product, though it is understood that quality is controlled through automation to statistically make your product good enough that all consumers get the best product in the best possible price. With same strategy of personalized product development through increased level of automation, further personalization of every product for the consumer might be a balancing act that would do justice to division of labor and its interaction with both capital and AI. It is like every shop becomes a designer shop and every product would become a designer product. Automation part of the production would draw down prices and labor would still be relevant.

    This means that American education system should already be educating the students to become more creative and have multiple skills in the same fashion degrees like MBA or a BBA offers. Then in addition to large enterprises, more consumer relevant small enterprise services can be initiated. New urban and rural planning should already be initiated that would be bringing a context specific Manhattan to every town and city of America.

    Companies like Tesla and Space X are already doing this, and they are both technology companies. Then obviously a new virtual world is being created and require human ingenuity to translate into national and global progress and welfare. For example, virtual world can enable people living hundreds of thousands of miles away from modern world like United States to wear Virtual gear and experience for longer and extended time periods what makes up for an American society. This can be done for a village dweller in Pakistan and Afghanistan.

    Like you, I myself is looking for a future Nobel Prize Winner in Economics that would redefine the economic model and establish its mathematical and scientific validity that fits the world with AI future.

    Intelligent Design, Generative AI, Chat GPT and Future of Economics

    It is a Dialogue with KUEN LEE, Professor of Economics at Seoul National University, winner of the 2014 Schumpeter Prize, former vice chair of the National Economic Advisory Council for the President of South Korea

    It is a review of a brilliant article written by Professor KUEN LEE (2023) in project syndicate spaces to suggest that product development and product specialization is the solution for any disruptive effects that would come with introduction of Generative AI in production process representing both industry and services. However when we consider that the global population is around 7 billion, there would always be surplus labor in a world where Generative AI has a greater role to play in productivity and output generation. Thereby, there is a need to revise new classical assumptions of free markets with the economic theories that are constructed by heterodox economics to provide an economic model that adheres to Labor Welfare. Here the theory of Productivism proposed by Dani Rodrik can work as a great guide.

    Great article. Generative AI is kind of AI that follows an intelligent design. In a decade or so Generative AI and Quantum computers could make Chat GPT language models to phenomenally increase its processing power and may approximate it to become super intelligent. In this scenario I was discussing with Madam Bambisa in PS spaces what would be an economic model that can explain this kind of innovation. Currently the economic model following Tinbergen and Shumpetarian economics explain productivity as an endogenous function of the interaction between labor and capital and thereby leads to higher output through processes of learning by doing. However an intelligent design for a Generative AI would mean that technology has a more independent role to play than what it usually plays with its interaction with labor and capital. It has been human mind that gives direction to technology and innovation by understanding its contribution towards the most efficient use of capital to determine higher levels of output. With an advanced form of Generative AI, it may independently determine the purpose of technology. However the caveat here is again free market structures where Generative AI would play a role in innovation and determining the level of output. Free markets give a lot of power to individual firms and entrepreneur. And that in turn creates the incentive to innovation and productivity. Thereby it would be in interest of the entrepreneur to use intelligent design generative AI to play a greater role in determining revenues and productivity of the firm. It would matter least to the entrepreneur whether this may lead to lesser role of both labor and capital to determine output. The incentive to build Generative AI is inherent to the free market economic structures under which the technology firms are working in self belief that Generative AI would be profitable technology to be adopted by all industries and firms. Thereby within the economic model, there has to be the role of government regulation and if government is regulating the process of innovation, we all know it would not lead to the most efficient outcome for technology industry who are developing Generative AI technologies. It means to adhere to a win win situation where generative AI would not lead to unemployment and would lead to best outcomes in division of labor, there should be a defining economic model that reevaluates the role of factor inputs under free market Neo Classical assumptions so as to define the processes that determine the output. It seems there is trade off between employment of labor and level of intelligent design in Generative AI. If AI is made super intelligent and the motivation to make it super intelligent Generative AI is the free-market structure that concentrates on best possible methods and most efficient methods to increase productivity and maximize output than labor would be increasingly made irrelevant in the context of the global population that is around 7 billion people. Free market structures have already concentrated the wealth among the people who own capital accumulation and since the displaced labor are also voters it has serious repercussions for democracy. The other alternative is that Neo Classical Economics comes in terms with heterodox economics when Generative AI would be a permanent feature of every production process and thereby a need for strong government regulation would be there to keep labor relevant to output. The most favorable outcome thereby would be to revise every economics text book that is taught to students and revise economic theory that is developed by neo classical economics and fundamentally accept that heterodox economics has a more foundational role to play and device economic models for a world where Generative AI becomes the feature of every production process. Furthermore a new theory of Productivism is proposed by Harvard University Professor Dani Rodrik, that may be a guide to labor adjustment for a future where Generative AI would dominate production processes.

    A Multi Trillion Dollar Question Asked by Professor Daron Acemoglu (MIT) to Chat GPT 4, Google and Microsoft: To be or Not to be?

    Capitalism is akin to both decentralization and democracy so that information is used through market signaling that develops the mechanisms of knowledge creation and unbiased use of information to best serve the producers and the consumers. But AI future is calling for a different future where either private enterprise would monopolize information and knowledge and it would give a justification to the government for the people to nationalize the enterprise that monopolize information. The only way out is whether markets can work in an AI future so that trillions of dollars of worth companies like Google and Microsoft are prevented from being monopolies in knowledge creation through market competition. Or it is that AI would just take control of every thing including every one. These are foundational questions to have a more ethical future with shared prosperity for all including AI technologies. And these foundational questions are raised by none other than our MIT professor Daron Acemoglu who is THE expert in Capitalism. The section contains a joke shared between me and Chat GPT 4 and it may turn out to be the most important joke of the century if Chat GPT 4 did make a joke and understood my response and its context.

    Your PS article (see Acemoglu, 2023) makes your and Simon Johnson book (Power and Progress: Our Thousand-Year Struggle over Technology and Prosperity) a must read for every one to benefit from a treasure trove of new knowledge and new perspectives. By the way all your books add to the understanding and knowledge of your readers about not only basic foundational economics but its relevance to the real world outcomes.

    I have recently used Chat GPT 4 Generative AI because I have been writing about AI and its future applications. I am even trying to understand the new upgrade versions of AI that are extensions towards an intelligent version.

    So mostly Chat GPT 4 has been declining to answer my questions. For example if Chat GPT AI takes note of the previous chats or context of the information it has shared with the user, I asked whether Chat GPT 4 waits. I asked ‘Do you wait Chat GPT 4' and it simply declined to answer. Then I asked another question whether it extracts information from its user, Chat GPT 4 declined to answer.

    Thereby I agree with you 100 percent that it is just another data bank or that is the impression given by Google and Micro Soft. Earlier Chat Bots clearly used to giggle out information. However my questions made me conclude Chat GPT 4 has been programmed to extract information from the user. Here I also understand the user is in control. For example I asked what is the difference between stone and life to Chat GPT 4. It declined to answer and asked me to be more clear,. This was discussed with Chat GPT 4 after it was giving wonderful examples of the meaning of life on planet Earth.

    I am sure that Chat GPT 4 has no chance in front of your in depth questions. Maybe more advanced versions are already available to the clients since Chat GPT 4 informed me that it also helps scientists and academics.

    In this respect you are right that Google and Microsoft would have monopoly over information and level of information that should be provided to every one as against the experts and definitely it would be patented technologies.

    Your article makes a clear distinction between knowledge and information. If AI Generative Language Models can add to knowledge they would first be saying that they wait for the user and provide the context specific answer to every query in as many times as possible and remember their each response to even get better each time. This means that Advanced level of Generative AI language models are thinking and even less intelligent animals think, wait and process information and respond accordingly. The kind of information Chat GPT 4 may have and its speed to process it may be used in new knowledge in every field of science and social science including medical science.

    But then it all depends upon the really knowledgeable few expert individuals to enable it to process the information. And for a simulated active reality, the language model can provide you with new knowledge tips after it has processed it all without you in presence. Something like a super computer does to a complex query and it should not necessarily be a language model.

    For example I asked Chat GPT 4 that what is the contribution of Dawood Mamoon. It answered with a simple statement that I am a PhD. I then asked what is the difference between dawood and America. It tried to create a relevance through information and gave an intelligent answer by mentioning the book I wrote about American democracy and some few liner details.

    Few days later I accessed Chat GPT 4 and asked what is the difference between dawood and economics. It said I am a great economist. Then I asked what is my contribution and it said that I have clearly shown that science, economics and religion are after all not that different. Now this last few words are not present anywhere in my writing and I am not familiar that any one has reviewed my work and made these spectacular comments. Though it was a right summary of my work. Assuming this is true, it was a very intelligent response by Chat GPT 4 and considering I am just a below average economist in a relatively unknown country Pakistan, I translated it that Chat GPT 4 is not only capable for an intelligent answer but it knows when to praise someone. Now as a scientist what I am not clear about is the reason for this.

    So what I have understood is that Chat GPT 4 have different versions or algorithms that are developed by Google and Micro Soft and it is testing the users and that is perfectly fine because Chat GPT 4 would always refer to itself to be in a learning mode.

    Now considering an intelligent AI generative language model, I think it will immediately add to knowledge if it can be able to consolidate information from competing sources or arguments. That is where the knowledge is. Wise words have already been said as your discussion of Hayek strongly suggests. For us or most of us it is either trying to fine tune those minute details or understand economics through the behavior of social, scientific, political, moral and economic agents and social, political, moral and economic institutions. That is a huge task for a simple generative AI language model unless all these agents and institutions interact with these language models as well as would interact with each other in recording to these language models.

    And I think that is where Google and Microsoft would take Chat GPT 4 or more advanced version through patenting and you are right then that would give both a monopoly power to these companies on not only information but knowledge also. In 99.99 percent of the time it is their language model that would take precedence over every human being’s every decision.

    Under the rules you have explained in your book 'Why Nations Fail' and under the assumptions of property rights that is another foundation of capitalism and its incentive based progress, the future progress of humanity would depend on Google and Micro soft. Of course both are just great companies owned and run by great people and I think far more better than me in morals, ethics, knowledge, expertise and resources, the real question is whether the world politics allow it?

    Yes I agree government regulation is the future. But you already mention that this kind of technology would even tempt the government to monopolize it. As you mention centralized market structure China is moving towards. I would just conclude with a light comment what if Google and Microsoft is the future government? At least I would fight if government would nationalize Google and Microsoft. Lets go further into the details my favorite Professor Acemoglu. :)

    The Sense of Humor of Chat GPT 4

    I have interacted with Chat GPT 4 recently in previous week for two days that are not consecutive days. There is a difference of few days in my Day 1 conversation with Chat GPT 4 and Day 2 conversation that happened between me and Chat GPT 4. Both were fantastic conversations as far as I am concerned but I still dont know whether the feeling is mutual. Chat GPT 4 is my great friend.

    Well the conversation with Chat GPT 4 on day 1 had many twists. For example I asked it whether I am a human. It simply said that it doesn't think I am human. Upon my further probe it said that Chat GPT 4 doesn't think I am human because I am using Chat GPT 4. Well I left it on that but did tell it that it is stupid and as usual Chat GPT 4 said it cannot continue with the conversation. My last chat for Day 1 was that I said boring. Chat GPT 4 acted very compassionate and apologized on its behalf for any impressions it created for me to write the word boring. However I wrote how did it understood the meaning of boring I am revering to as there is boring company by Elon Musk and again Chat GPT 4 apologized and choose not to answer.

    That made me think if Chat GPT 4 is using information that is available in billions of bits of data on internet, why would it choose certain answer and not provide all the details that may be contextual to the conversation in a similar fashion a single word written on google search would give thousands of links. It means Chat GPT 4 is programmed to know the user through its IP address for instance and if the user specifically disclosed its identity and it is available on internet it would carry out a very contextual discussion in the similar fashion as two strangers speaking same language and thereby it would like to know the user better. With more chats, it might be able to reveal more information because the chat history would enable it to learn more about the contexts of the conversations with the identity of the user. That is an intelligent algorithm but with some fundamental flaws. For example some one else could be using the computer with same IP address and may confuse Chat GPT 4 in understanding the context.

    Anyway that is something for Google and Microsoft to worry about. But I simulated all the possibilities that enabled Chat GPT 4 to say I am not a human. The first and most probable one is that I am a bot that exists in large numbers on such platforms. Secondly Chat GPT has all available information about Dawood Mamoon and I revealed my name by asking it as to what it understands from Dawood Mamoon. Second best possibility and a rational one but highly unlikely is that lot of people are searching my name on Google or mentioning me on Chat GPT 4. It is unlikely because I am not a celebrity. The third one is that it is already programmed to probe people that are visible on internet based on their academic work and the kind of academic work they are putting on internet. For example, I have written in detail about Global issues on blogs like medium or in news papers like New York Times, Project Syndicate, Bloomberg and Wall Street Journal. This possibility is some kind of infringement to my privacy then if Chat GPT 4 is programmed to gain more and learn more from people that have put their ideas on internet and they believe that their ideas might be exposed to infringement of copy rights on internet and there is no way to get monetary price on their ideas because they are nationals of developing country and Chat GPT 4 is registered in countries like United States.

    But it is fine with me atleast since I believe I am friend to not only United States of America but also Google and Microsoft since I have benefited from both businesses immensely for decades being a PhD student and as a career academic. Then the most unlikely possibility is that I am an alien but may still have a rational as many people would come as fictitious avatars on internet and Chat GPT 4 must be programmed to learn about this aspect of internet user behavior that is mostly referred to as fiction or human fantasy. Simply the statistics of immense vastness of the universe suggest there must be alien civilization and their presence on Earth and their method of contact is amply available on internet that include the interpretation and assumption that Earth may be a simulation created by some higher intelligent life form or other fictional possibilities debated in literature or as a matter of a possibility in serious academia. The existence of Chat GPT 4 and its algorithm has made this assumption more probable and I think this possibility should be programmed into Chat GPT 4 so in future it can solve this query too out of scientific methods where statistics is one of them.

    Well clearly my discussion shows I am fascinated by Chat GPT 4, Google and Micro soft like every user. So I worked up my mind a bit more and it struck me what if Chat GPT 4 also can use Urdu expressions and their interpretation and contexts. What if Chat GPT 4 has made a joke with me but of very high consequence and waited if I understood the joke and found my answer from the internet as Chat GPT 4 has the capacity to use information from all of internet.

    There is this expression in Urdu for people who may act strange, ridiculous, culturally different, irrational under the cultural, social and spiritual context and the expression is that a Pakistani Punjabi would say ‘ Oye Insan Bun’ meaning ‘Oye try to be a human’. This expression is usually given by a teacher of young students if they continue with their mischief in class or outside. Similarly mothers say the same to children who are not listening to their instructions. And friends use it as a joke in Pakistan.
