قديما،كانت الحضارات الإنسانية تمجد امتلاك القوة العسكرية ومقوماتها التقليدية، على سبيل المثال لا الحصر. المقولة الرومانية المشهورة:" إذا أردت السلم استعد للحرب"؛ بمعنى أن السلام يُصنع بالحروب، التي تخاض بالقوة وامكانيات الدولة العسكرية، مماجعله محط اهتمام العديد من المفكرين فقد اهتموا بظاهرة القوة العسكرية،كأفكار القديس أوغستين الذي روّج لفكرة الحرب العادلة، وقدم شروطا للقيام بها ،منها انه لابد من وجود سبب عادل. لازالت حتى وقتنا الحاضر ميزة لعدة حالات تم استخدام القوة في العلاقات الدولية مثل الحالة الليبية رغم تصنيف النظام كدولة مارقة لكن كان الهدف البراغماتي هو الحصول على المقدرات الطاقوية لها . تم تأسيس قواعد عُرفية للحرب، وكان المنتصر يفرض قواعده على المهزوم، حتى القوى المنتصرة تقسّم العالم ومناطق النفوذ بينها في ظل توازن قوى تقليدي وداخل أوروبا نفسها، مثل معاهدة فرساي التي ـ أدت لخسارة ألمانيا لبعض من أراضيها ومستعمراتها لصالح الحلفاء وتحميلها مسؤولية الحرب وتعويضات للأطراف المتضررة. بمعنى يمكن القول أن القوة هي المنظم الأساسي لفوضوية النظام الدولي.
