What This Manual Is for and Why It Was Written

Why another manual on silencers? The author feels that the information that has been put forth in this manual will fill a void in the selection of publications that are currently available to the public concerning silencers, how they function, how they are manufactured, what firearms and calibers are suitable for silencing, and of course, the federal laws pertaining to the manufacturing, possession, and transfer of these devices.

The study of this manual will not make a silencer expert out of the reader. However, it will provide one with an excellent base of silencer knowledge.

This manual is intended for those individuals who have a desire or need to be silencer knowledgeable—knowledge that the reader may wish to use to manufacture a silencer or silencers of their own. Or perhaps knowledge simply for the sake of knowing how.

Bear in mind that the author in no way condones or approves of any violation of any state or federal laws, particularly those pertaining to the possession and manufacture of silencers.

A note on the format of this manual: In some instances, the same information has been repeated in more than one section of this manual. This was done intentionally so that all the information necessary for the understanding of each section is available within that section.

In instances where information was not repeated but may have been needed to clarify what was put forth, the author has made a reference to another section.

A Few Words about the Law and How to Legally Manufacture a Silencer

In this section, federal laws and procedures pertaining to the manufacturing, possession, and transfer of silencers will be discussed.

To legally manufacture a silencer, it is necessary to obtain permission from the federal Bureau of Alcohol, Tobacco, Firearms, and Explosives. This permission must be received prior to the manufacturing of a silencer or silencers.

There are only two ways to obtain legal permission to manufacture a silencer. Both ways require the completion, submission, and federal approval of certain forms, and the payment of a sizeable tax(es).

The simplest and least expensive route is to obtain permission to manufacture a single silencer.

To do this, obtain the following forms from the BATFE:

ATF Form 4 (5320.4) Application for Tax Paid Transfer and Registration of Firearm and

FBI Form FD-258

Complete the forms with the appropriate information. Obtain two recent passport-size photos and attach them to the ATF Form 4. Go to a law enforcement agency and have your fingerprints taken on the FBI FD-258 form.

BATF form 4, is simply an application to manufacture a single specific silencer. The applicant must state exactly what permission to manufacture is being requested for. Specifics are: name of manufacturer, place of manufacture, model, caliber, and serial number.

FBI form FD-258 is simply a means of seeing that the applicant is who he says he is.
