Chapter 1  Everything was not happenstance

1. Dark Muzzle

Later FineElegance Li found that everything happened in the day was not happenstance.

The first thing happened in the morning of the day was a dark muzzle pointing at his forehead. That's right, at the moment, the muzzle was pointing at him as if dark eyes had been staring at him. Looking further from the muzzle, a man was holding a handgun in his hand with his forefinger on the trigger, the man looked familiar, stared at him with contempt and joy.

At the moment, FineElegance Li realized his life was at the man's hand, and dared not to move. In fact, he couldn't move in any way as his arms and legs and body were grabbed by a tremendous force.

A bit later, the man was about to pull the trigger, as FineElegance Li saw the movement of the forefinger. At the moment, he shouted unconsciously:＂Why....＂ The man did not answered, sneered and pulled the trigger, FineElegance shouted again unwillingly:＂Why....＂

FineElegance Li was awoken by his dream, opened his eyes wide, at the moment, felt his whole body was drenched by his perspiration. That was a nightmare. After quite a while, the muzzle and the face of the man were still moving in front of his eyes. Who was the man? He looked familiar. He never saw the man before, why he dreamed the man? Why he had such kind of dream....

FineElegance Li thought for a while, he came to realize the dream was not happenstance.

He started to put on his clothes. Today was an important day for him, and dream should be related to that.

When he put on his clothes, he went to the door of his daughter's bedroom, and knocked lightly at the door for several times, opened the door, went forward in light steps, he saw her quilted body in the bed by the dawn light coming through the slit of the curtains. She was his treasured daughter. She was fast in sleep. He moved closely and observed her, the scene made him recall from small baby, child, and young girl in such short time...although she was a young girl, she was already over eighteen. Oh, her elegant face, long legs, how could he connect with the lovely girl before? What a pity, he couldn't accompany her from now on, just wondered whether she couldn't adapt the life without him.

When he looked at his sleeping daughter, he felt a bit emotional. He really wanted her to sleep a bit longer, but had to wake her up.

＂Sprout, you have to get up. Daddy has to leave!＂

Sprout didn't hang on in her bed as usual, but yawned, stretched, asked him to leave the room, and started to put on her clothes. It seemed she understood her father was leaving, and didn't want him to urge her to get up.

Then she started to wash and dress up. When everything was ready, the door bell was ringing. He came forward to open the door. An honest and sweet face with warm, calm, and kind eyes looked at him. Her name was Calm Shen... his fiancee... no, not engaged... to be precise... his girlfriend. He smiled to her subconsciously, and she smiled heartily to him too. Warmth was welling out from heart of FineElegance Li.

FineElegance Li, Calm Shen and Sprout came to Thousand Delicacy Island Breakfast Restaurant. They would have breakfast together, then part. He would go to Green Hill 350 km away from the Provincial Capital. He really liked to have breakfast together with them.

When they were about to order, a man's voice called from behind:＂FineElegance, you come here too. Let's have breakfast together!＂ FineElegance Li turned and found the one speaking was Executive Deputy Director NurturePeace Gu, Provincial Bureau of Public Security. He came to have breakfast too.

NurturePeace Gu wore plainclothes, and looked nowhere like a policeman, even less an officer as Provincial Deputy Director. He was around 56 to 57, dark brown face emanating warmth, kindness and resoluteness. Therefore, FineEegance Li couldn't realize his wish to have breakfast together with Calm Shen and his daughter.

NurturePeace Gu took them three to a private room, ordered a lot of dishes which FineElegance Li and Calm Shen couldn't prevent him to do so. Then he ordered a bottle of liquor, and poured a cup each to himself and FineElegance Li. NurturePeace Gu said:＂FineElegance, let's bottom up!＂ FineElegance Li said hurriedly he never drank, but NurturePeace Gu persisted:＂FineElegance, you really despise me. Let me tell you, when the Bureau decided to transfer you to Green Hill, I voted yes to you. At least, you should drink for my vote. Bottom up!＂ FineElegance Li looked at the dark brown, kind and honest face, and didn't know what to do.

＂FineElegance, I have worked in Green Hill, and know that the director is not easy there. From now on, you can count on me to support. I am in charge of daily business of the Provincial Bureau, and it is my duty to solve your problem at home. If you have any problem at home, just tell me, and I will do my best to help.＂

＂Thank you, Director Gu, I have nothing for your help at the moment, thanks!＂

＂Look at you. Why you treat me as an outsider? I just was transferred to Provincial Bureau from Green Hill several years ago. No matter whether they go to or come from Green Hill, they all take me as their brother. If you have any problem, I will definitely offer my help.＂

FineElegance Li still said nothing for help, but Calm Shen couldn't help but tell the thing about Sprout implicitly. NurturePeace Gu immediately paid attention to words of Calm Shen, and slapped the table after she finished:＂Okay, I knew. Just leave the thing to me! FineElegance, this time you have to bottom up.＂

When he heard NurturePeace Gu could help to solve the problem related to Sprout, that would be a great favor, he had to drink to express his gratitude! FineElegance Li took up the cup and said:＂Director Gu, just let me drink at will. To be frank, I will leave after breakfast.＂

NurturePeace Gu was stupefied for a moment:＂To Green Hill? Hasn't it ordered to report within three days?＂

FineElegance Li said:＂It is not necessary to wait for three days. I plan to report today. Therefore I really couldn't drink.＂

＂Thus....Okay, I drive you there....＂

＂Director Gu, that is definitely not necessary. I have already decided to go myself to report...Oh, Green Chen with me!＂

＂Really? FineElegance Li, you have already worked in the Provincial Bureau as Deputy Commissar for several years, and how you could go to new place without someone accompanying you, other people may have different opinions...Nevertheless, it is your decision, and I will not interfere. Anyway, I can see, FineElegance, you have your own temperament, and I will not force on you my own will. Let's just forget the liquor, and have breakfast.＂ FineElegance Li relaxed quite a bit, and put down the cup. During the breakfast, NurturePeace Gu asked the relationship between FineElegance Li and Calm Shen, praised Calm Shen, wanted to know when they would get married, and said if they needed anything during the process, he could also offer help. He talked in a way as close friends, Calm Shen had to thank him continually and FineElegance Li also felt warm in his heart.

When they got out of the Thousand Delicacy Island after the breakfast, Green Chen had already waited at the outside with an ordinary car. FineElegance Li decided deliberately to ask Green Chen to borrow a private car to drive to Green Hill, thus he could arrive in a low-key fashion. Therefore, he asked NurturePeace Gu to keep it as a secret for him. NurturePeace Gu sighed:＂FineElegance, you, really....okay, you feel assured. When you come across any difficult thing, please let me know. Calm Shen, Sprout, will you go with him?＂ Calm Shen shook her head:＂No, he doesn't want us to go with him.＂It was time to say goodbye. Just a weak feeling of separation was springing out from his heart. FineElegance Li looked at two women he loved, and said in a low voice:＂Calm Shen, I will leave now, Sprout, listen to your Aunt Shen!＂ Calm Shen nodded:＂Get in the car. Don't worry about Sprout, just leave her to me!＂ Sprout said thoughtfully:＂Dad, see you, don't worry about me.＂ FineElegance Li felt a bit sad. It seemed his daughter was considerate, and how lovely she was right now.

FineElegance Li controlled his emotion, shook hands with NurturePeace Gu, and got into the car. When the car was moving, FineElegance Li turned and looked at Calm Shen and Sprout were waving their hands to him till they disappeared from his view...

2. What was in air?

＂DIRECTOR LI, DIRECTOR Gu treats you very well!＂

FineElegance Li took his look back from outside and pulled his mind into reality by the question of Green Chen, and answered casually:＂It is just so so. We happened to meet, and took a breakfast together.＂ While FineElegance Li was talking, the dark brown face was appearing in his mind, and was followed by a kind of suspicion. Though FineElegance Li had been worked in the Provincial Bureau for several years, he as Deputy Commissar rarely had business with NurturePeace Gu. Even if they bumped into at the corridor, NurturePeace Gu rarely said hello to him, even turned a blind eye to him, therefore he tactfully kept a distance between them. Unexpectedly, this morning, NurturePeace Gu adopted a totally warm and sincere manner which was never seen before.

A coincidence, was it really coincidental? If not a coincidence, he followed me, then assumed to bump into us? It was impossible, he was Executive Deputy Director of Provincial Bureau, why he acted in such way, maybe I just thought too much. If they really bumped into the restaurant, for all those words he told them, particularly he promised to offer a help to his daughter, was it real or just for a nice talk? If he really could solve the problem, it might eliminate his big concern. But...There was a contradiction in FineElegance Li's heart, he really wanted Director Gu to solve the problem of his daughter, but also did not want him to solve the problem from bottom of his heart. Because if Director Gu helped to solve the problem, he had to owe a big favor which he might not be able to pay back, and didn't know how to pay back....

Green Chen suddenly asked:＂Director Li, that...I should call Aunt, she seems very nice.＂

This guy with just several casual words had brought up my many feelings. Yes, Calm Shen was good, that was his feeling. But, how good was she? She was 38, almost ten years younger than him. He liked her very much as she was always honest with calm look. When they talked to each other, she smiled warmly and kindly from time to time, yes, her sincere, calm and warm smile. Because she looked like the departed one, really the departed one, Calm Ning(Referred to another book Black and White Ways by same author). That was buried deep and sadly in his heart. Was it a fate or lottery? Was it possible for people to return from past? Was it really possible for people to get back to their loved ones? Really possible...Just stop the flight of fancy, they merely resembled each other.

Green Chen sighed with emotions:＂From now on, you both will see each other less frequently, and I hope this will not affect your relationship!＂

FineElegance Li wouldn't want to talk more about his private things:＂What about you, Green Chen, do you have girlfriend?＂

＂Who wants to marry with me?＂

＂What's wrong with you? Twenty eight, graduate from Police Academy, good at literature and martial arts, handsome, merit of citations class II just 5 years in police, deputy chief. With such condition, any girl will fall in love with you?＂

Green Chen sighed again:＂These mean nothing right now. All girls are practical, either you have power, or money. For people like me, I will never be able to afford to buy an apartment in the Provincial Capital—Chaste Capital, and should we live in the open field if we get married?＂

＂If you put in this way, probably Calm Shen and I couldn't have a better outcome as right now I am still living in a rented apartment!＂

＂Director Li, if you put in this way—that should be right. Do you know why I want to be transferred with you to Green Hill? Because the cost of living there is low, not only everything is cheaper than Chaste Capital, but also the price of the house is lower. Maybe I can afford to buy an apartment there. That is right, I will work in Green Hill for several years, if everything is okay, I will settle down there.＂

Green Chen had already told him about his thoughts, but when he mentioned the thought again, FineElegance Li was still touched. It was totally by chance or by fate they both met. Green Chen was an ordinary special policeman in Provincial Special Police Regiment. One day when he was on the way to work, he met three robbers with knives who were running away after robbery. He fought one to three with his bare hands, caught two robbers, one was running away, and was injured in several places by knives. The fugitive was caught later by police.

FineElegance Li was moved by the story, wrote an emotional paper with full feelings about the process on behalf of Green Chen, therefore, Green Chen got a merit of citations class II, and became Deputy Captain with accelerated promotion. Green Chen felt grateful for FineElegance Li. After they met several times, FineElegance liked him very much as he was upright, honest and courageous, and loved to be a policeman. Thus they became very good friends. When he heard FineElegance Li was transferred to Green Hill, he wanted to move with FineElegance Li together, as he told FineElegance Li that his parents were ordinary vegetable growers in the suburb of Chaste Capital, they were worrying about the money for his marriage. If he could be transferred to Green Hill, it would be a wonderful thing to lessen his parents' burden. Also FineElegance Li was willingly to have a subordinate as he was transferred to a city at prefecture level from Provincial Capital.

Green Chen seemed to know that FineElegance Li was thinking about himself, while driving, said: ＂I heard that there are a lot of coal mines in Green Hill, and people are richer there. The salary is higher than Chaste Capital. If I am lucky, I might find a rich father-in-law, then I will not worry about money any more. Director Li, everyone wants to be Director of Green Hill Bureau of Public Security, how could the post come to you? Yes, the Director of Green Hill is a director at Deputy Provincial Bureau Level in rank, some are members of Standing Committee of Municipal Party Committee, or Secretary of Political and Legislative Affairs Committee, or Deputy Mayor, how could you become the director as your rank is just a head at the department level?＂

FineElegance Li didn't answer the question as he couldn't explain, even if he could explain, Green Chen might not believe him. Thus he said casually:＂I don't know, it might be a pie falling from the sky.＂

＂It is impossible for such thing right now. I guess, it might be due to the post is not that easy to keep, and you might be used as a gun. Yes, the case must be your responsibility, and if you couldn't crack the case, it might cause problem for you.＂

This time FineElegance Li didn't make any effort to answer the question, closed his eyes: Just relax a bit, it might be difficult to get a chance to relax in Green Hill...FineElegance Li relaxed quite a bit, and was soon napping, at the moment the muzzle of the gun was appearing in front of his eyes again, the gun was staring at his forehead, so did the man holding the gun with mocking expression. FineElegance Li tried very hard to look at the face of the man to recognize whom he was , but he just couldn't....

＂Director Li, you just look we are coming to the boundary of Green Hill, what do you think?＂

FineElegance Li opened his eyes suddenly. He looked at his watch, found he had slept more than two hours. With exclamatory reminding sound of Green Chen, he looked the outside in front of him. What? It was misty? or by burning? The sky looked gray and dirty...Look, a lot of fine particles in the air, what were they? FineElegance Li opened the window to look. Green Chen shouted again in his exclamatory voice:＂Director Li, hurry up to close the window.＂ FineElegance Li closed the window upon the request, but based on what he saw and smelled, he realized that it was not misty, not caused by burning, but just black dusty particles...no, not dusty particles...was...

In front of the car, a truck fully loaded with coal was moving forward. The coal should be dozens of tons.

Green Chen cursed:＂Fuck, it is all coal particles. It would be awful nuisance if Green Hill looks like this.＂

Impossible, maybe it would be better at far away places. But as far as he could see, FineElegance Li saw a gray and dusty sky, and it seemed worse at the far away places. The sky was clear, sun was hanging in the sky, but only part of the sunshine could come to the ground through struggling with dusty particles.

＂How could this be called Green Hill? I thought it is green everywhere.＂

FineElegance Li had same thought as Green Chen, had never been to Green Hill before, based on its name, he imagined the city with green hills everywhere, but how one could face such reality. Maybe when they moved further into mountainous areas, it might become better. But he was disappointed as the car was moving into the area, coal mines were in every place, just like scars, one could describe the mountains were full of scars. Green meant verdant, but no a bit green could be found in anywhere. Yes, one might see a bit green occasionally, but one just could not call that was green but dark green. Because the green was covered with thick black dust, that must be coal dust.

FineElegance Li frowned.

Green Chen asked bewilderingly:＂It might be better in city.＂

The outline of Green Hill City could be seen in far away, the city was shrouded into thick smogs. It seemed worse. At the moment FineElegance Li realized what it did mean to be a city within coal mining areas. The Green Hill City was an important city within the mining areas, it was important not only in the province but also in the country. But when coal was burning, how could anyone imagine the price paid by people of Green Hill? FineElegance Li felt a bit terror, if one lived here for a long time, one might get lung cancer....

3. Domineering ‘Maserati Quattroporte'

WHEN THE CAR WAS ENTERING the city, probably due to the change of distance and eyesight, it seemed the air was better within the city with less dusty coal particles, but it was much worse than that of normal city. In fact the air of Chaste Capital was not good either. FineElegance Li complained a lot of the air quality in the capital when he first arrived. But Chaste Capital was much better in comparison with Green Hill, they just couldn't be placed on a same scale.

The appearance was okay when they drove along the main streets. From time to time, new high-rises stood along the street with affectations. No matter what they assumed, they just couldn't dust off the cover of coal particles. Therefore the new building didn't appear as new one, even less for old buildings, just like a man who stood in the dust for a long time covered with dusts on his head and shoulders. The street was bustling with various cars, from time to time, a luxury car was moving among them. They must be the cars belonged to coal mine owners.

Then horn was heard from behind. Just before FineElegance Li could turn his back to have a look, a car sped beside their car, and a faint sound of scratch was coming into the car.

Green Chen shouted:＂Damn!＂

The car passing them turned and parked in front of their car to prevent their movement. Green Chen stopped the car too, opened the door and got off the car. FineElegance Li followed suit. FineElegance Li first checked their car. There was a clear scratch line on the car. Certainly they should be mainly responsible for the accident as they were speeding and passing them from their right side and his car was driving in normal fashion. Before FineElegance Li and Green Chen could turn back, they heard cursing words:＂Fuck, do you know how to drive? Are you blind?＂ Sudden anger was welling from heart of Green Chen, FineElegance Li held him with a hand to let him control his anger.

Two men came to their direction, they looked alike with almost same height, the older one was about 32 to 33, the younger one was about 27 to 28.  They both were sturdy with fine clothes, and overbearing in their appearance. The younger one who was first to arrive grasped the chest of Green Chen with one hand, and was striking with one fist. One just couldn't blame Green Chen who was trained as special police, he evaded the fist subconsciously, the man faltered and rushed forward, and knelt down to the ground with one leg.

＂Fuck, you....＂ The older one became even angrier, with no more words, kicked Green Chen. Green Chen just evaded and pulled a bit in the direction of his kick, the older one staggered forward and almost fell to ground. FineElegance Li realized he was right to take Green Chen to Green Hill, otherwise he might be beaten by these guys.

The two men got even more annoyed:＂Fuck, what are you up for? You dare to fight your Master Ma...＂ They both simultaneously rushed toward to Green Chen. FineElegance Li had to show their identities:＂Stop! We are police.＂

FineElegance Li took out his ID and flashed to them.

The two men stopped. It seemed the police in Green Hill could deter the gangsters. Nevertheless, without waiting for his taking another breath, the two men went toward FineElegance Li with fierce look.

＂Police, police what? Is it okay for police to scratch other's car?＂

＂Yes, no excuse, just pay for the damage.＂

＂Yes, one hundred thousands, no two hundred thousands, money now!＂

＂Fuck, what do you want? Blackmail or robbery?＂

Green Chen questioned:＂What? Are you blackmailing? How much does it cost for a car, just a scratch for two hundred thousands?＂ The younger one said angrily:＂It is not much for two hundred thousands. You just have a look, look at the car!＂ When they both came to the car, they both were stupefied. FineElegance Li did not know the car, but he found the fine and elegant feature of the car. He realized the car must be imported luxury style car. Green Chen said in low voice:＂ Director Li, we bumped into rich redneck. The car is Maserati Quattroporte, at least more than several millions.＂

The car was good, and price was frightening, but FineElegance Li was not a bit flustered, he turned and said:＂No matter what kind of the car, you were passing illegally, and you have scratched our car.＂The younger one cursed:＂What? I believe you guys need to be beaten! You are outsiders, do you who are we? Masters Ma, have you heard us? He is Iron Ma, and I am Steel Ma, do you hear me?＂ FineElegance Li felt anger is welling from his heart, cursed, fuck, you are whose masters in his heart? but he controlled his emotion and said:＂Okay, We needn't quarrel, and let's just report to traffic police.＂ Steel Ma said angrily:＂What is for Traffic Police? You are police, they definitely give favor to you. No rubbish, just give us the money, as you are police, not two hundred thousands, just one hundred thousands, okay?＂ Steel Ma echoed:＂Okay, just for a favor, one hundred thousands!＂ Green Chen nodded to them:＂Okay, just follow us to Municipal Bureau of Public Security to get your money!＂ Steel Ma said:＂ Are you bluffing us with the Bureau? Let's go!＂

They both got into their cars, and drove forward.

While driving, Green Chen cursed:＂They must be local tyrants, we have to settle scores with them.＂ FineElegance Li didn't say anything. When the bureau was mentioned, the two guys didn't wink, they must be someones, it seemed they didn't care much about the police....

＂What? Why they stopped their car?＂

FineElegance Li looked ahead, they really stopped their Maserati Quattroporte, the two guys got off their cars. Green Chen also stopped their car, and got off with FineElegance Li.

It was weird. The two guys had a complete change. They wore broad smiles. Iron Ma grinned:＂What could we say, we have conflict with our own people.＂ Steel Ma said:＂Really, we don't know we are in the same family.＂ Iron Steel apologized continuously:＂We're sorry, we're sorry. It is our fault to scratch your car. You just do your job, we won't go with you to the Bureau.＂ Steel Ma was even more polite:＂We younger brothers scratched your car, you just get it repaired, and we refund the money. How about we give you five hundred? Should be enough?＂Green Chen asked surprisingly:＂What? Have you changed your minds? Not asking for one hundred thousands?＂Steel Ma hurriedly waved his hand:＂No, no. It's our fault, we are sorry. Brother, is five hundred enough to repair your car? How about add another five hundred?＂

Green Chen looked at FineElegance Li, FineElegance Li said:＂It's just a scratch, and it wouldn't cost much, so we won't take your money. Nevertheless, you couldn't act in such way in future, you might be charged with blackmail, do you understand?＂ Steel Ma nodded:＂ Sure, sure, we were just joking with you. Then it should be settled. We will see you sometimes later to apologize. Thanks! Bye-bye!＂Iron Ma said politely:＂Bye-bye! This brother, you are good at with your skills!＂ Green Chen sneered:＂Thanks for praise. If you want to try, I am ready anytime.＂Iron Ma said hurriedly:＂Dare not, dare not, bye-bye!＂The brothers soon got into their car and drove away. Green Chen looked at bewilderingly:＂Director Li, they seem to know your identity....＂

Yes, they changed their manner after they knew his identity. How could they get to know his identity? They must have called someone in their car, the callee figured out his identity. Then who was the guy? How could the guy know he is in Green Hill? What was the relationship between the guy and the Ma's brothers?

＂Director Li, just let it go, let's get into our car and drive to the Municipal Committee to report.＂

＂Okay.＂

FineElegance Li and Green Chen stood behind the group, as they wore plainclothes, none noticed them.

While everyone was shouting, someones among them knelt down before Director Li, FineElegance Li hurried to help him stand:＂Not in this way, not in this way. GoldBirth Hu, hurry up to choose three representatives to follow me into the building...yes, only three...＂ After a moment, FineElegance Li and Clear Yu went into the office building with GoldBirth Hu and other two representatives. 4. Exciting people of complaint

FineElegance Li sat in the middle across the table under guide of GreatHonesty Gao, GreatHonesty Gao sat beside him, and said in a low voice, the small meeting room was mainly used to have meetings for Party Committee, Directors, Chiefs and Heads of the bureau.

Maybe due to the decoration of the room, when GoldBirth Hu and the other two entered the room, they looked at each other, GoldBirth Hu assumed indifferent manner, the other two cowered a bit. They came to complain against coal mine owner. It must have some stories here. FineElegance Li said calmly:＂Go on, what's his problem?＂ GoldBirth Hu didn't go on, but took a thick pile of materials from backpack of his companion, and put down in front of FineElegance Li:＂ Look, all in here. These are only his major crimes. Minor crimes are not included.＂ FineElegance Li flipped through the material. There were many papers with crowded words in every page. FineElegance Li noticed there were many scars on his body, some were old, but there were two new swelling places.

GoldBirth Hu said angrily:＂You see, all these were from beating of ManyLucks Mei.＂The representative said:＂I went to his place for my salary, he not only didn't pay my salary, but also told his subordinates to beat and kick me. They kicked me out his company, and threatened me if I dare to go to their place again, they will beat me to death.＂FineElegance Li said:＂For such kind of thing, you should go to nearby police station or Branch Bureau.＂GoldBirth Hu said disappointingly:＂ If we can solve the problem through the station or the branch bureau, why should we come here to find you? You talk just like them!＂ Another representative said:＂ Director Li, if it is just such thing, we won't come here to meet you, but there were a lot of big accidents involved explosions, cave-ins which led to many deaths, but he filed false reports, and covered all those accidents up!＂

Really? Deaths? Filed false reports. Theses were big problems.

FineElegance Li said vigilantly:＂Really? When it happened? What happened? How many deaths?＂

The representative said vaguely:＂This...about three years ago, dozens death, at least a dozen. All are written in the material, you can check.＂FineElegance Li thought to himself, the thing was really big, and asked casually:＂It happened three years ago. Why do you only complain now?＂ GoldBirth Hu said:＂ Director Li, not because we only complain now, but we had complained many times before. But none cared. Sure, such phenomenon was very common, and the explanation was reasonable.

FineElegance Li asked:＂Okay, anything else?＂ GoldBirth Hu shouted:＂Of course. ManyLucks Mei gulped down about eighty billions of state owned assets in the process of the reform of state owned coal mines in 2001....＂

ManyLucks Mei bought Tall Peak Mountain and nearby two state owned coal mines with a little amount of money. Definitely he had to pay attention. With such serious problems, how could none take care? This was not related only to Bureau of Public Security. The state owned resources were encroached, these should be mainly taken care by Committee of Disciplinary Committee and Audit Office, Prosecutor's Office, Department of Natural Resources. The Bureau of Public Security could only play a minor role. Why they didn't complain to those departments?

FineElegance Li asked the questions, GoldBirth Li said:＂ Director Li, I have already told you, they didn't pay any attention. ManyLucks Mei has a lot of money, even if he pierces the sky and commits huge crimes, none cannot sue him in anywhere as in everywhere he has protecting umbrella.＂

FineElegance Li felt a bit headache. It seemed to him right now he should not promise to meet them. For the things they complained, it was very difficult to verify, and some were beyond his jurisdiction.

FineElegance Li explained patiently: 1. For the encroachment of State Resources, he would talk with related departments; 2. For the deaths related to coal mine accident, as it happened three years ago, the Bureau will investigate, but it couldn't finish at once, it will need time; 3. For beating by ManyLucks Mei's subordinates, he would order related branch and station to take care and will definitely give them an answer.＂

When he finished the words, the three looked at each other, GoldBirth Hu burst into anger:＂You couldn't just push us away, Director Li. We only believe you as you are a newcomer, have no relationship with Green Hill, and will take care the thing fairly according to laws. So you couldn't just push us away like this.＂

FineElegance Li said:＂How can you call this as ‘just push away'? You just tell me, encroachment of state owned resource...you mean coal mines, could we, Bureau of Public Security handle it alone by ourselves? Without Bureau of Natural Resources, and Administration of Coal Mine Safety, could we handle it? Even for the mine accident, it is still not the issue only for our bureau, we still have to coordinate with the Administration of Safety Supervision? They are in charge of safety, how could we ignore them? As to you were beaten for your salary, that is under our jurisdiction, I promise I will pay attention to that, and demand the police station and the branch bureau to investigate, is that okay?＂

The three looked at each other again, the two representatives seemed to think that should be okay. GoldBirth Hu suddenly stood up:＂That should be okay, but ManyLucks Mei still has crime for attempted murder.＂

FineElegance Li was surprised again:＂Attempt for murder? Whom he wanted to murder?＂ GoldBirth Hu said:＂It's me, look....＂ GoldBirth Hu took off his overcoat quickly, and pulled up his vest. FineElegance Li noticed two obvious old cut scars. GoldBirth Li said:＂Have you seen? It was fortunate that I ran away very fast, otherwise I might had been dead long time ago.＂ FineElegance Li asked:＂This was done by ManyLucks Mei?＂ GoldBirth Hu hesitated for a moment:＂Surely not by himself, but this must be done by his subordinates.＂ FineElegance Li asked:＂Which his subordinates?＂ GoldBirth Hu said:＂ I don't know. Except him, I don't have any resentment with any other people, It must be done by him through other people...＂ GoldBirth Hu explained to FineElegance Hu for a while, and FineElegance Li understood that the incident happened several years ago. At the time, GoldBirth Hu was filing complaints against ManyLucks Mei, and was attacked in street during his walk at night. 5. Report to duty

FINEELEGANCE LI FINALLY came to his office, the office for Director of Municipal Bureau of Public Security of Green Hill.

The office was a suite, the outer room was office, inner room was rest room with a bed. Clear Yu told apologetically to FineElegance Li that the suite had no wall before. It was just a single room. The rest room was in next door. But right now the office space was closely monitored by superiors. The previous rest room was changed to other usage, the previous office was divided into two by the wall to meet the standard for office space. FineElegance Li told him that should be okay, outer room for his office, the inner room for his living. As they met the requirement, it should be fine. Clear Yu relaxed quite a bit upon these words.

FineElegance Li sat in the chair behind his desk, weighed the material left by GoldBirth Hu in his hands, asked GreatHonesty Gao, what really happened. GreatHonesty Gao squeezed out of a smile:＂What do you think? If they are really like what he said, how all related departments don't respond to his complaints?＂ FineElegance Li puckered his eyebrows:＂What do you mean? As to the attack of GoldBirth Hu, the case had not been cracked at the time, he complained against ManyLucks Mei, but we couldn't arrest ManyLucks Mei by his words? FineElegance Li asked:＂How about the encroachment of state owned property?＂ GreatHonesty Gao said:＂Director Li, the thing happened more than ten years ago, at the moment the price of coal was very low, how many tons of coal needed for dozens of billions? Is that possible?＂Clear Yu nodded his head. FineElegance Li said:＂Based on your explanation, they either speak or act on hearsay or exaggerated facts.＂ GreatHonesty Gao nodded:＂That's why no leaders from the Bureau meet them. FineElegance Li and GreatHonesty Gao entered the office building of Municipal Committee of Communist Party, and came to the floor of Municipal Committee of Political and Legislative Affairs.

Before they came here, GreatHonesty Gao called to the Office of Municipal Committee, they had been told that Secretary Tang was studying in the Party School of Central Committee, Mayor Force Nie was presiding daily works. But Force Nie had gone to countryside, and wouldn't come back soon, and they told FineElegance Li reported to Municipal Committee of Political and Legislative Affairs(MCPLA). Therefore, FineElegance Li and GeatHonesty Gao arrived at the door of Power Wu, member of Standing Committee of Municipal Committee, and secretary of MCPLA.

When they were on their way, GreatHonesty Gao called Power Wu, he said he was waiting in his office, at the moment, FineElegance Li found the door was closed.

GreatHonesty Gao knocked lightly as the door:＂Secretary Wu...＂ Just barely heard a male voice from inside:＂Come in!＂ GreatHonesty Gao opened the door, and winked at FineElegance Li, they both entered into the room.

FineElegance Li found the office was also a suite, the outer room was a reception room with tea table and sofa, the door was ajar to the inner room. A stern voice of middle aged man could be heard:＂You have to understand, you are under the leadership of MCPLA, or we are under your leadership? Yes, it is true we do our things according to laws, but we have to do it under the leadership of the Party, do you want to deny the leadership?....＂

None answered, it seemed he was talking to someone on phone. FineElegance Li glimpsed GratHonesty Gao, who went forward to knock the inner door lightly, then pushed the door open. FineElegance Li noticed the party and national flags were on the desk, a middle aged man over 50 was talking on the phone in a chair behind the desk, his dark reddish face wore a stern expression. When Power Wu saw the two, he said to the phone:＂Let's talk later, I have some things!＂Then put the cradle on the phone, stood up, smiled and stretched his hand to FineElegance Li. FineElegance Li took his hand tightly, and saw his feature clearly: dark reddish face, oily shining, coarse skin and conspicuous red brandy nose.

＂Director Li, please sit down...I am very sorry for making the call, please sit down. FineElegance, I have been told you come here tomorrow, why you come here in advance, you are giving us a surprise attack!＂

It was an implicit criticism. FineElegance Li had to say he planned to come in next day, but he had nothing to do in his home. It was no point to waste a day, so being prompted by a sudden impulse, he came in advance.

6. Alcoholic smell in the first meeting
