    Introduction

    I recently visited the republic of Cuba under cover of a tourist visa. It was so interesting that I decided to observe closely how that nation controls crime and Islamic terrorism. While I was there, I had the chance to see the result of a total controlled society by the country’s security apparatus. The ministry of interior and the army have every major security area under control.

    For instance, there is no M13/gang activity; there is no radical Islamic terrorist operations and no mob in control. As an American, I have deep differences with their politics. But as a security consultant and terrorism specialist, I have to give it to them, and perhaps we could learn something.

    In controlling terrorism, gangs, and mafia activities in Cuba, one of the major players is the implementation of what is known as CDR (Committees in Defense of the Revolution). These CDR cover every neighborhood, city block, and region of the country. Nothing is happening in their communities they will not be informed about. Hear me out. If we can learn a few pointers on how they work, we could detect the enemy’s presence in our communities. A second pillar, which will not be explored in this book, is the zero tolerance and quick action against any enemy of the state. The CDR exists to look for trouble and any sign of uniformity in their communities. A lesson to learn. Do you know that in Cuba there are no terrorist acts, guns, or armed robberies of any kind? Why is that? Well, one thing that has worked well for the Cuban government is the use of Comite de Defensa de la Revolucion (CDR). In English, this is translated as Committees for the Defense of the Revolution. They are neighborhood committees that are to report anything they see that is counterrevolutionary or antigovernment, so more or less, a secret police system that is everywhere. They are organized by every city block, up to the national level. Nothing happens without the government knowing about it, and that is what has kept the revolution running for fifty-seven years. The reason I bring this up is for you to see what can happen if people get involved in the country’s protection. We can learn something from this example in Cuba. If a neighbor sees something, they do something.
