China’s infrastructure projects are the carrot for countries to participate in the BRI, the spoils for China’s national champions, and the source of the West’s greatest anxieties about the BRI.

The BRI, like China’s rise, is fueled by infrastructure spending. However, unlike China, which has few checks on its authority, abroad the risks are much greater and the costs of failed projects are much more reputational and financial.
