About Our Author
Beatrice Mendez Newman is Professor of Writing and Language Studies at The University of Texas Rio Grande Valley. She has written several books on preparing for teacher certification in Texas. Additionally, her publications include explorations of translingualism, student-centered pedagogy in online learning, and cross-level collaborations in writing, literature, and history.
Dr. Newman recently received her institution’s Excellence in Online/Hybrid Teaching Award. She holds Texas teaching certificates in English as a Second Language specialization and in secondary level English and reading. Her classes include courses for certification candidates in writing pedagogy, assessment, and literacy, as well as first year writing courses for college and dual enrollment students. She serves as an English certification program reviewer for the Washington-based Council for the Accreditation of Educator Preparation.

Before You Get Started
Before you work through this book, download a copy of the TExES Preparation Manual: Pedagogy and Professional Responsibilities EC–12 (160) from the Texas Education Agency link to the Texas Educator Certification Examination Program site ¹. Our book will not replicate the information in the test bulletins or the preparation manual, so it is vital that you use the preparation manual as a necessary companion document as you work through our book. You should also regularly check for updates on the testing website to ensure you are 100% up-to-date on any changes to the test or testing policies.
An Overview of the Test
What is tested on the TExES PPR EC–12 test?
The TExES PPR EC–12 is a required component for full certification in preparation programs in Texas. The exam consists of 100 selected response questions based on the four domains and 13 competencies presented in the TExES Preparation Manual: Pedagogy and Professional Responsibilities EC–12 (160). Testing time is 4 hours and 45 minutes, with 15 minutes available for a CAT tutorial and the test compliance agreement. The exam may contain items being field-tested that are not factored into your score. TExES scores are reported as scaled scores between 100–300 with 240 as the passing score. ².
The competencies represent the knowledge that teams of teachers, administrators, subject-area specialists, and other stake-holders have determined that entry-level educators in Texas should demonstrate. Each competency is subdivided into descriptive statements. The following table, based on information from the official preparation manual, shows how exam items are allocated by domain:

The TExES Preparation Manual: Pedagogy and Professional Responsibilities EC–12 (160) also references educator standards in the preliminary information about the exam. According to TEA, the approved educator standards for each teaching area and for the PPR exam are based on the Texas Essential Knowledge and Skills (the approved state curricular standards for students). The educator standards describe knowledge and skills that beginning educators are expected to have. Right now, you should stop and download the Pedagogy and Professional Responsibilities Standards (EC–Grade 12) from the TEA Approved Educator Standards webpage. ³. Our test preparation chapters will align the PPR competencies to the relevant standards.
What is the format of the TExES PPR EC–12 test?
The exam questions are selected response items, which means you have several response choices from which to choose the correct response. There are several types of questions you can expect:
•Single correct response items—there is only one correct response.
•Multiple correct response items—there are several correct responses, so you need to select all of the correct responses. These items are likely to have more than the traditional four responses, and you will be prompted about the number of correct responses.
•Clustered items—a scenario is presented with several questions related to the scenario.
•Unfamiliar question formats
—the test preparation manual explains that variable formats (charts, graphics, reading passages) or interactive items may be included as well.
The preparation manual also includes the following advice: Leave no questions unanswered. Questions for which you mark no answer are counted as incorrect. Your score will be determined by the number of questions you answer correctly.
⁴. Test-taker translation: do your very, very best to try to figure out a response to every test item even if you aren’t quite sure. Make an educated guess
even if you aren’t 100% sure about your response.
Five hours are allotted for the exam. This may seem like a lot of time, but think of it as 300 minutes for 100 questions which is three minutes per question. You may be able to read and respond to some items quickly, perhaps in a matter of seconds, but others will require slow, careful reading and rereading because of the complexity of item stem or the scenario, especially in cluster items. We advise you not to rush through the test. How to process PPR exam items
A major strategy for successfully negotiating the PPR exam is figuring out how to decode
the items efficiently and competently. Regardless of the type of question (stand-alone or clustered), each individual item reflects a specific competency and descriptive statement. None of the items reflects multiple competencies. And there are no trick
questions or obvious responses. The items are challenging and require concerted attentiveness to the way the item is presented in the stem.
Each practice test item included in the TExES Preparation Manual: Pedagogy and Professional Responsibilities EC–12 (160) is labeled according to the relevant competency; on the actual test, you will not know what competency pertains to each item. However, there will be clues and limiters in the item stem to help you figure out the domain and competency addressed by the item. Picking the correct response depends on your ability to identify the competency implied in the item stem and to select the response that matches the parameters established in the stem. Throughout our study guide, we will remind you over and over again to learn the competencies and associated key terms. This will be your best strategy for responding confidently to the actual test items.
In many cases, all of the responses will seem to be viable choices for dealing with the situation or question presented in the stem. As you consider the response options, you might think, There’s nothing wrong with any of these responses
or All of the responses are good things to do in a classroom.
Picking the correct response does not mean eliminating responses that represent abjectly poor teaching actions or are obviously wrong responses. The test items are not set up to present obviously wrong responses. Instead, you need to consider which response best fits the conditions established by the stem. In other words, the correct response will be the one that best reflects the competency-based scenario, situation, or question presented in the stem.
Here are some strategies for responding effectively to PPR items as you take the practice tests in preparation for the real test:
1.Read the item stem slowly and carefully. Do not do a rushed reading. You need to pay attention to every word of the item stem.
2.Pay attention to limiters such as initial, best, most, first which establish clear restrictions for the right response.
3.Identify key words in the stem that reflect a specific competency. Our book will review the relevant terms, concepts, and practices associated with each competency.
4.Read each response item carefully. This is not a time for skimming. Do not make your response choice until you have carefully evaluated all of the choices.
5.Do not pick your response too quickly. Ask yourself, What is the rationale for picking this response?
Your response to this self-check question should be based on knowledge of the competencies.

Recap: This practice item analysis is intended to show you how to use the parameters of the item stem to evaluate the item responses. Notice that none of the item responses in this practice item is inherently incorrect: each response is a viable activity in a coherent unit, but the item stem specifically establishes the teacher’s learning goal (to identify) and stipulates an initial activity. Note also that the analysis of the responses assumes a working knowledge of the competencies and relevant terms.
Given the competency-based foundation of each test item, it is crucial that you thoroughly learn the concepts, terms, and pedagogical principles associated with each competency. Bolstering your competency knowledge is the goal of the chapters devoted to each competency in our book.
TExES PPR Study Strategies
To prepare effectively for the PPR exam, even though you are using our book, you need a well-conceived study plan that enables you to proceed logically and purposefully toward success on the exam. Consider the following strategies:
Study tools
Even in our age of electronic convenience, using traditional
study tools might be the best route to reinforce your knowledge of PPR materials:
•Get a spiral or a notebook in which to take notes as you study;
•Use a ring binder to organize all of your PPR study documents from TEA and other websites;
•Get index cards in a variety of colors to create flash cards to record definitions of key terms;
•Use highlighters, flags, and annotations in your printed-out documents, including our book.
Each of the competency chapters in our book includes a section that shows a flash card prototype for the chapter content. Creating your own flash cards will powerfully reinforce your understanding of core chapter content. Do not dismiss this suggestion as an elementary-level strategy. The competencies include more content that you can remember without learning aids. If you have flash cards at hand as you work through the practice tests, you will be surprised to see how quickly you can connect test item content to competency terms.
TEA Materials
Serious study for the PPR must begin with your familiarity with the TEA documents relevant to teacher preparation and expectations. Before you launch your PPR prep, you need to have printed copies of these documents. This is not a time to rely on an unwieldy number of PDFs on your computer screen—that will get confusing and overwhelming very quickly. A smart study strategy is to arrange these print outs in a binder so that you can readily refer to these materials as we move through our study. All of these are easily available from the TEA website links.
•TExES Preparation Manual: Pedagogy and Professional Responsibilities EC–12 (160).This manual presents the 13 competencies and descriptive statements which will be tested on the PPR exam. Each chapter in our book will only reference the competency itself. The descriptive statements are not duplicated here, so you need to have an actual copy that you annotate, highlight, and flag for smart studying.
•Pedagogy and Professional Responsibilities Standards (EC-Grade 12). According to TEA, educator standards reflect TEKS, the curriculum standards for students. Educator standards identify what teachers need to know and be able to do in order to effectively implement teaching standards for their students. While these standards strongly reflect the language of the preparation manual’s competencies and descriptive statements, they offer clarification on specific knowledge and skills that teachers need to have in order to fulfill the expectations of the PPR competencies. The TExES Preparation Manual: Pedagogy and Professional Responsibilities EC–12 (160) aligns each of its four domains with specific educator standards. ⁵. The educator standards are vital to your PPR preparation.
•Several PPR competencies refer to specific TEA documents. When you work through those chapters, you will be advised to download and study the referenced documents to reinforce your understanding of the competency content.
•Content area TEKS for your content area. The PPR exam will not address specific content area knowledge, but as a preparation strategy, you should review your content area TEKS. You should imagine how specific content area TEKS can be constructed into test items that reflect PPR competencies and descriptive statements. Many of the PPR exam items will be presented as scenarios in content area teaching, with openings like Mr. Garza is teaching a unit on water conservation in a sixth grade science class. . . .
Such an item will not require specific knowledge of teaching science, but it will enable you to envision the targeted PPR competency in the context of an actual classroom. So, it is a good study strategy to imagine how your content area TEKS could show up as test items. TEA offers links to the TEKS standards in the Academics section of the website.
Pedagogy books and articles
If you went through a university-sponsored certification program, you should have a good collection of books, articles, professor notes, your own notes, class materials (tests, reviews, papers, PowerPoints, bibliographies, etc.) to refer to as you work through our book. Have these handy as you study. When you start reading our chapters, you should be disciplined enough to look up terms, concepts, and strategies that we mention. Remember that our book is a study guide not a first-time, comprehensive presentation of all PPR content. So, having your class materials at hand will reinforce what we cover in our book.

OVERVIEW OF DOMAIN I
Domain I addresses Competencies 001, 002, 003, and 004, focusing on the responsibility of the teacher to reach a diverse student body through effective planning (designing) and by integrating well-considered, effective pedagogical methods that factor in learners’ developmental milestones and individual characteristics.
Domain I Competencies
Let’s look at the competency statements for Domain I as presented in the PPR preparation manual: ¹.
Competency 001: The teacher understands human developmental processes and applies this knowledge to plan instruction and ongoing assessment that motivate students and are responsive to their developmental characteristics and needs.
Competency 002: The teacher understands student diversity and knows how to plan learning experiences and design assessments that are responsive to differences among students and that promote all students’ learning.
Competency 003: The teacher understands procedures for designing effective and coherent instruction and assessment based on appropriate learning goals and objectives
Competency 004: The teacher understands learning processes and factors that impact student learning and demonstrates this knowledge by planning effective, engaging instruction and appropriate assessments.
Core Ideas from Domain I Competencies
To get started in your study of the Domain I competencies, you should zoom in on the basic terms and concepts articulated and suggested by the descriptions for each competency. As you look through this chart, refer to your PPR preparation manual, highlighting, marking, and annotating the Domain I competencies. Domain I is aligned with Standard I from the Pedagogy and Professional Responsibilities [Educator] Standards (EC-Grade 12): The teacher designs instruction appropriate for all students that reflects an understanding of relevant content and is based on continuous and appropriate assessment. ²

The teacher understands human developmental processes and applies this knowledge to plan instruction and ongoing assessment that motivate students and are responsive to their developmental characteristics and needs. ¹
Competency 001 addresses learner characteristics and is explained through 16 descriptive statements that cover the following general topics:
•Recognizing the variability of developmental factors according to age and/or stages of growth (cognitive, social, physical, and emotional)
•Adapting learning and classroom activities to support developmental stages
•Creating a positive learning environment
•Knowing how to address the needs of students at different developmental levels
