The United States went to war against Iraq in 1991, and in just a few weeks, they were able to defeat the Iraqi military. This was thanks to their technological superiority.

In 1992, a report from the US Department of Defense concluded that the US military could have won the Gulf War more quickly if they had used more accurate smart bombs. Instead, they relied on dumb bombs that simply destroyed as much as possible.

The report that concluded the Gulf War in 1991 concluded that America needed to change how it fought wars, as the country had no more demons or adversaries to fight. The Soviet Union had fallen, and America was now the hyperpower.

The US approach to fighting wars largely remained the same, relying on the same assumptions. We fought on our terms, from sanctuaries that our opponents could not reach. We were technologically superior to our adversaries. And we sustained few casualties on our way to victory.

The United States lost only four military personnel during the seventy-eight-day Kosovo air campaign, despite launching nearly 1,200 strikes. China, however, is building a reconnaissance-strike complex similar to what the US used in Kosovo.
