    Dedication

God has placed so many people in the path of my life who have contributed to my being where I am today. Most notably is my wife, Cooky, who I have known virtually all of my life and who walks with me through all of the valleys and summits through which our life travels have taken us. She is indeed the love of my life and my faithful helpmate who inspires, supports and encourages me as we seek to pursue together the pilgrimage God lays before us.

My son, Jeremy, is my inspiration as to the amazing power of God. Jeremy’s determination to become what God wants him to be leads me to know that I must never settle for being whom I am today. Like Jeremy, I should press on toward being what God would have me become in this world’s journey. Jeremy with his beautiful wife, Muklada, and now my two grandchildren, Wyatt and George, portray to me the full and abundant life which our Lord Jesus Christ promised for all who submit to His lordship.

I must also attribute so much of whatever good I may ever accomplish in this world to those ministers who have personally given me counsel and modeled for me what a servant of God is meant to be. My dear mentors, leaders and encouragers, Pastors Ledies Bargo, Jack Coffee, Saeng Chaiwisatkul, and Robert Jolly. They all must have seen some potential in me that was worth their investment of love and teaching and have marked my life with the indelible imprint of their own.

    Preface

My name is Rick Kuter. I’m running for President of the United States. Here’s why:

" …if they’d get out of the way, if they’d get out of the way and let us pass the tax cut for the middle class, make it permanent, if they get out of the way and pass the—"¹

(Quote from Vice Presidential candidate, Joe Biden in responses to Vice-Presidential candidate, Paul Ryan, during their October 11, 2012 televised debate for the 2012 Presidential race.)

"’What difference, at this point, does it make?’ Clinton demanded."²

(Quote from then Secretary of State, Hillary Rodham Clinton while testifying before the Senate Foreign Relations Committee May 12, 2013 regarding the attack on the American diplomatic compound in Benghazi, Libya on September 11, 2012 by Islamic militants. Four Americans were killed including the US Ambassador, J. Christopher Stevens, who was the first American Ambassador killed in the line of duty since 1979.)

"I have not done anything wrong, she said. I have not broken any laws. I have not violated any IRS rules or regulations. And I have not provided false information to this or any other congressional committee."³

(Quote from IRS Division head, Lois Lerner. Opening comments before the House Committee on Oversight and Government Reform, May 22, 2013 during investigations for suspected IRS practices of profiling political groups based on their names or political themes that were applying for tax-exempt status. Lerner’s attorney had informed the committee on Tuesday that she would invoke the Fifth Amendment, but committee aides said she was required to appear anyway.)

We have people in Congress, right now we have people in Congress, that hate our country, the President said.

(Quote from President Donald Trump during speech to the Conservative Political Action Conference in March 2019.)

"The United States of America has been mutinied!"

(Quote from Rick Kuter-candidate for President of the United States of America)

The U.S. federal government which is to be by the people, of the people, and for the people has devolved into an arrogant bureaucracy that is bent on initiating its own self-serving agenda to increase its power and control over the people. The above quotes of government bureaucrats portray the reality that the government perceives it is infallible and rejects the concept of anyone challenging its authority and position. This mindset is not associated with any one political party but permeates the psyche of the entire federal government system from politician to the civil employees working for the federal government institutions.

    We, the people are suffering!

Today’s America can be compared to an old sci-fi movie when the computer which was originally created to serve and accommodate the wishes and comfort of its creator begins to get a mind and agenda of its own and actually turns on its master and asserts itself as the ruler. The growing sentiment of our citizens is that we have lost control of our own destiny to our government which is evolving into an opponent rather than being the instrument to serve those for whom it was created to serve.

The American people recognize this loss of control and sadly, most have concluded that there is little or nothing that can be done to reverse the trend. While being on the verge of losing all hope, the people’s despair has not yet reached the point of their accepting the current state of affairs entirely. Instead, anger and frustration are continuing to build among citizens of this great nation as they recognize that their ship has been hijacked by the very institution commissioned to serve the interests of the crew, i.e., the American people.

We’ve had it and we’re not going to take it anymore!

As one who comes from among the masses, I relate to the skepticism and sense of loss of the country which we all love and the system of governing it we once had. We the people have doubt and a lack of confidence in our government. We no longer feel it exists to protect and support our best interests. Instead, we find ourselves constantly on guard and opposing the very system in which we traditionally have loved and supported and with which we have partnered for over two centuries.

Our government servants have lost credibility as they assert themselves as government masters. We citizens have watched politicians spin their versions of events and issues in ways that defy the obvious. Their positions on important issues shift like the blowing of the wind as they make decisions based on what is expedient for their political agenda at that moment. They have given away the people’s hopes for prosperity and national strength. They have bargained away our ability to earn our own way with promises to give people things that we could, and should, be achieving ourselves.

How and Why Professional Politicians Function the Way They Do

Politicians win elections by making promises that they will distribute nuggets of benefits and entitlements to constituents that are paid for by the taxes of hard working Americans. When taxpayers do not provide enough revenue to enable the politicians to fulfill their promises, they increase our national debt to monstrous proportions in an effort to fulfill some of them. The huge national debt suffocates the ability for the United States to progress in genuine growth. Once in office, those filling government positions are squandering our money by providing unearned social hand-outs to increasing numbers of our population and by irresponsible spending. They choose this method of giving away provisions to maintain enough public support for their next election bid.

In the case of other foreign countries, we are quick to point out that those governments are corrupt because their politicians buy votes to win elections. In reality, the same practice takes place in the United States as those seeking election to government office buy votes with promises to support those people who are unwilling to support themselves. Seldom do we hear political promises that would enable and empower citizens who want to work to acquire a better life for themselves. To do so would enable the populace to become independent and able to master their own lives instead of desperately depending upon the government to provide for them what it deems to be their essential needs.

Those holding government office resist taking action that would empower the masses and individuals and return the reins of control back to them. These politicians fear the loss of control might jeopardize their remaining in office. Their strategy to win subsequent elections is to create a populace that is more dependent upon their being in Washington. They want to create a dependency on the government and for their constituency to have a sense of desperation to sustain those they have elected to office. The politicians want to be perceived as the benefactors that provide the life needs of the citizens.

This is the game of political campaigns played to acquire elected posts. The competition is intense. Unfortunately, the intent of those running for office is to sustain their presence in Washington rather than their genuinely seeking to empower the people. The credibility of this conclusion is the presence of politicians who have been in Washington for decades while no favorable change is seen in the conditions of the people . The primary objective of our federal government thus becomes focused upon the interests of those holding and campaigning for political office rather than the well-being and strength of the people. In essence, the federal government seems to have become their system instead of our system. It is a system that has been mutated from its original premise to the degree that it now denies the typical citizen the rights and provision that are necessary for us to pursue a better, self-sustaining and more prosperous life.

Our own federal government exerts its power upon the people in ways that diminish individual freedoms and undermines the ability of the people to work to achieve their dreams of a life of freedom and prosperity. The people increasingly find that more of their energy, time, money and purpose relate to commitments placed upon them by their government. One recognizes a transition is taking place to our having a society where the purpose of the people is to serve their government rather than the opposite being true.

As the shift takes place directing more power to the government and less to the people we see a system that is insensitive to the well-being of the people and more focused on sustaining and increasing the power and control of the government. The national debt, defense, finance, international relations, social morals and domestic law are addressed without regard to the common citizen and their rights or preferences.

The national debt is a prime example. How could any government squander away billions of dollars beyond what it receives for the purpose of funding projects that are beyond its means to support? In doing so the government, i.e., those who have been elected to office by deceit and irresponsible promises, has crippled our children and even our grandchildren with an insurmountable debt acquired for the insatiable appetites of their ancestors - us. Our children will be paying our debts while receiving no benefit for themselves!

Have citizens of the United States finally become so sick and tired of being treated like imbeciles that are manipulated by the promise of a piece of candy that they are ready to do something about it?!

I say Yes!!! The time has arrived for us to take back our country and government!

I am the only candidate for the office of President of the United States who has a plan for real improvement for all people in our beloved United States of America!

How my Presidency will be different

When I say that I am the only candidate with a plan for real improvement it is a statement made without pride or arrogance. I make this claim because no other candidate, either Democrat, Republican or independent will speak to the issues clearly, truthfully and without being influenced by political motives. (Political motives being interpreted as that which drives a politician who has a desperate desire to win subsequent elections at all costs, even to the point of compromising personal principles.)

Other candidates generally determine their positions on issues based upon what will win them the most votes rather than identify with issues that are based upon personal convictions for what they believe to be right. If their personal convictions are not consistent with popular opinion, they will compromise their personal position in order to win votes.

My commitments on the issues are based on my sincere devotion to those positions as being the right position to take, hence the title of this book, THE PRESIDENT’S BIBLE. I will maintain this position whether or not it is politically expedient. However, I believe that my platform also reflects what is consistent with the ideology and desire held by the majority of the American people. That is why I will win.

A summary of What Distinguishes Rick Kuter from all Other Presidential Candidates

Having an integrity/moral code that defines all that is done

Proper identification and positioning of priorities

Boldness and courage to confront all interest groups that stand in the way of our having a better America

Determination to be open-minded and innovative in identifying all resources and possibilities that offer remedies to our nation’s problems

Sincere intent to make decisions based solely on what will most benefit our beloved country, the United States of America

What follows is a treatise of what to anticipate being done by the leader of the United States of America in the four years following my election. It is straightforward, honest, transparent and foretelling. The people can be certain that I will perform my duties as stated in this book because it is who I am. In order to function correctly, it is essential that the President of the United States understands the problems of our nation and what caused it to come to this level of despair. It is critical to understand the political system that is most responsible for our being where we are today in order to understand how best to address change that is required to remedy our current status.

This is why time is taken in Part I-The Foundations, to reflect upon the basis of my strategy and premises, as President, prior to portraying what specific steps I will take to lead our nation on a return to stability and soundness. The intent is not to belabor issues presented in the subsequent chapters when giving details and background support for my positions and intended actions related to them. I want citizens to understand the premises upon which this President’s decisions and strategy are made. With that understanding, the reader/voter will have confidence that this strategy is indeed that which is needed.

This is the time to act! We have one small window of opportunity to reverse the current course of our nation’s decline. If a reversal is not chosen at this election, we will no doubt witness a continued course of demise and deterioration of our U.S. society.

We can take back control now!

    PART I

    The Foundations

    CHAPTER 1

    The Enlightened Ones

The success of the United States of America over the past two hundred years is due to the basic foundation upon which it was built and the principles that formed it. It was not so much a political system defined as capitalism, socialism, communism or fascism because none of these systems are directly identified or mandated by the U.S. Constitution or the expressed intent of the founding fathers. Instead, the Constitution was written as a guide based on specific principles that were to be adhered to during the course of governing.

The founding fathers stressed principles such as being guided by the priorities of life and the freedom of the individual from government control and strong influence. The dominating factors in governing were intended to be such principles as the individual citizen’s freedom to choose and pursue life choices and the principle of the equality of individuals that is not undermined by favoring some segments based upon their race, wealth or family heritage. The intent of the founding fathers was not that the government would have power and authority to perpetuate itself at the expense of the citizens but rather that the rights and welfare of the populace would prevail. This recognition made the principles such as freedom of speech and the right to bear arms or protection of an individual’s privacy obvious provisions included in the basic foundation of the nation.

With the portrayal of the citizens being in control, it is only natural that one of the most precious of those principles laid out in our Constitution is the right of individuals to choose those who would represent them in a system meant to protect these basic rights. It would be the citizens who would have the ultimate authority to control and limit the power of our government system. The involvement and wisdom of the citizens in the application of this privilege to elect their own representatives would be necessary in order to protect all the aforementioned rights. If the government began to shift from the basic principles of the foundation of the nation it would be due to the neglect or indifference of the populace or the decay of American society, i.e., the voters.

The government authority is a reflection of the people/the American society. If the populace relinquishes the basic principles of control and limitation of the power of its government, it occurs through the election of government officials who reflect an ideology contrary to the basic foundation upon which the nation was originally established. The initial shift from our original foundation to a distorted version which positions the government as sovereign over the people comes through the electorate or the citizens’ choice. We are witnessing this shift. It is not occurring by some military coup d’etat. Amazingly, it is occurring through the expressed will of the people! What would lead the electorate to willingly relinquish its self-power and control of government to elected politicians in the government?

Over recent decades, the course chosen by the people has been to support and elect representatives to the government who promise to deliver more and more benefits to citizens that would have to be financed by the collective contributions of the populace, i.e., taxes and the national debt. This gimme logic of the electorate undermines the historic principle upon which our nation is founded which is that individual citizens are given the freedom and are empowered to provide for themselves. We the people have been enchanted by political candidates promising to give us more prosperity through the coffers of the United States government which in reality is us!

It is a rationale based on smoke and mirrors when the politicians campaigning for election make promises they have no ability to fulfill. Still, we are bamboozled into believing that they somehow have a magic formula that could pull expensive entitlements from the air to be handed out to citizens as though it cost them nothing! The people respond by relinquishing more and more control and power to the government to enable it to do what is necessary to fulfill the promises made by the politicians. Of course, the result is that the government gains more control, power and sovereignty over the people. Citizens gradually lose their independence at the expense of giving the government more authority which is necessary if the citizens are to receive their promised treasures at no perceived cost to themselves.

To fulfill its promises the government must have more power to levy taxes, increase debt, assert regulations and control the personal lives and destiny of citizens. The citizens thereby become enslaved to what once was their own system which has now been mutated to the point of becoming unrecognizable from the beautiful, democratic foundation upon which it was once built. Whenever we complain or express frustration, fear, dread, anger or regret with the manner in which our government operates it is only appropriate for us to consider that we the people, the American society, have made the choices that have brought it to this current state. We have been mesmerized by politicians promising us something for nothing. We have relinquished control to them by giving them our votes.

Now we are witnessing a government that resembles a runaway train. How do we stop it? How do we reverse its direction? You reverse the direction of a runaway train by applying the brakes until it stops going in its current direction and then beginning to reverse its course. Our nation is headed in the direction of continued weakening and decay due to a loss of patriotism and self-sacrifice for the sake of others and for the sake of our nation. These essential elements that have made our country great are being replaced by the prioritizing of oneself at the expense of others. This mindset places additional demands upon the central government to provide more and more to the increasing numbers who are unwilling to provide for themselves.

But we are not necessarily defeated. We may still have enough control in the voting booth to make changes in our direction. But it will only occur if our American society recognizes that the current course is guaranteed to carry us down the increasingly slippery slope to our own demise. If we do not reverse our current trend of self-indulgence and dependency upon government to provide for us what we are not willing to provide for ourselves, we will die as a nation and a society.

This assessment and prediction of our ultimate demise are unquestionably substantiated. We see it happening in other European nations, like Greece, and countries in South America, Africa, and Asia that have proceeded down this same path. Those nations have lost their sovereignty. They are now dependent upon other governments and have forfeited their right to govern themselves. It is entirely due to the citizens’ growing dependency upon a government that cannot afford to provide all that is demanded by the citizens and promised by the politicians. They borrowed as much as possible from other countries and international institutions but have reached their limit. They now must concede to the requirements set by the outside lenders if they want any more help.

The citizens in those bankrupt nations demonstrate and riot in opposition to austerity measures demanded by lenders from outside their own country. Individuals have become dysfunctional and unwilling to work for what they get. But their demonstrations and riots are totally worthless. They have no leverage over the lenders. Their own government is no longer solvent so it cannot respond to any demands of the people and is totally at the mercy of financial cartels and pacts from other, more wealthy, nations and must submit to measures dictated by them in order to receive any additional loans.

We can be certain that the United States is headed toward the very same demise if it continues on its current path. History has prophesized what our destiny will be if a radical change does not take place. If we continue down this course, future historians will judge the final generations of the United States of America as being similar to those great civilizations of Alexander the Great, ancient Babylon, Persia and the Roman Empire. They all failed as a result of the same captivating power of greed and self-indulgence that we see in the failing socialist nations and are currently witnessing in our beloved America. Most would concur that the fall of these empires came largely due to the insatiable appetite of their societies to be fed from the fruits of others rather than their own industrious productivity. Their societies became corrupt, self-centered, gluttonous, immoral, unconscionable and unbelievably brutal.

Often the strategies of these early global empires began with the admirable and honorable element of making the world a better place. They acquired strength by pursuing the vision cast by their leaders. Lands were indeed conquered but often the local populace was allowed to administer much of its own local control as long as the people gave allegiance to the conquering central government. The empires grew and were industrious in building more civilized societies.

But as the wealth and power of the ruling empires increased so did the appetites of the populace of those ruling central states. The leaders and people lost their vision. The people abandoned their former drive and motivation to grow, expand and develop. Instead, they adopted an attitude of sitting back and feeding on the plenty. They altered the course which had brought them to the pinnacle of their power and chose to feed upon the bounty of their conquered lands. They insisted that others do for them what they could and should do for themselves. This lapse of having a working vision led to their ultimate demise.

The self-destruction which caused these ancient empires to implode was ultimately due to the failure of the leadership of their governments. The leadership perpetuated this shift to having a reliance upon others. The people began to rely on their governments to satisfy their appetites. Whether initially acquiring their positions through elections, inheritance or delegation, the government power players turned from the purpose of serving the people to a reverse ideology of the people becoming dependent upon them, thereby being the serfs for the sake of empowering the government.

It is critical that we learn from the voice of history. It is unnecessary for us to follow the same course of failure that we see has occurred every time a nation follows this path. It is madness to do the very same thing and anticipate a different result. Yet amazingly we too often disregard the obvious.

Throughout our American history, it has been the people who have been the strength of the nation. The people have determined what principles their government would represent. The people have been the determining factor that has caused our nation to rise to the epitome of power in the world. But the people have done this through the election of government representatives who recognize the foundation of the United States of America and those pillars upon which it was founded and have made it great. The people place their faith and trust and hope into those leaders who occupy the positions of control and influence of the whole. It is the leaders of those nations which rise to the level of being global powers that take their country’s population and society to the ultimate height of strength. It takes place when their leadership is based upon integrity, honesty, and selfless intentions which assure that the nation’s power and prosperity will increase to its maximum potential.

Conversely, it is the leaders who also have eventually led the empires to the slippery, declining slope of moral decay, slothfulness, waste and self-serving mentality that results in the destruction and ultimate demise of the country’s existence. This is the proven formula portrayed in history. The population of any empire rises or falls based upon the effectiveness of its leaders to inspire the hearts of the people to rise to the occasion and overcome the most challenging obstacles and reach its maximum achievements and accomplishments. On the other hand, it is the leaders of the nation who manipulate, brainwash and deceive the population to believe that taking a path of greed, self-serving, slothful mentality is in the best interest and deserved by the individuals who make up the population.

Our Nation’s Hope: The Enlightened Ones

In today’s culture of the United States of America, there continues to be a segment of the population that maintains the principles and moral concepts that have brought the nation to its current pinnacle of global power and influence. This segment might be best described as the "enlightened ones" who recognize that the good and strength of the whole depends upon the character and integrity of its individual citizens and its leaders. This enlightened segment will not compromise the principles of working hard to achieve a better life. They realize that being disciplined in all matters such as finances, personal health, moral excellence, education and understanding of the environment in which they live as individuals impacts the well-being and strength of the whole.

I was traveling through Alabama and stopped along the way to fill my tank with gas. After filling the tank, I entered the convenience store to buy a bottle of water. As I talked to the young lady working at the sales counter I asked her if she knew of the church where I was to speak that Sunday and asked if she might attend.

No, I have to work on Sunday.

Oh, what days do you have off during the week? I asked.

None! I work three part-time jobs so that I can pay my bills, she responded.

Wow! That’s pretty amazing! You know, a lot of people would say that you’re crazy because you might be able to get by on unemployment or government subsidies and not have to work so hard, I injected.

No way! I don’t want any support from the government. I will work to take care of myself even if I have to work four part-time jobs!

This young lady is one example of the enlightened ones. She understands the foundation of this nation that has sustained us through times of storm, turmoil, and challenges. She understands the principles of watching each other’s back and when one person falls the other helps them to their feet so they can walk again on their own strength. She has a pride that supersedes the temptation to submit to those who promise her something without her working for it. Amazingly, it is the enlightened ones who are the most giving and gracious among our American society. They may not have much, but they are generous to others with what they do have.

These enlightened ones have been taught the principles of respect for the life and rights of others. The principles of hard work, personal achievement and perseverance to reach your goals have been instilled in their psyche so that it would not cross their mind to sit down and allow the government to provide for them what they know they can provide for themselves. They understand the enslavement that comes with obligations to benefactors who deceitfully offer something for nothing. They have been enlightened to the reality that nothing is acquired without someone making sacrifice. This enlightened segment of the population of the United States of America is rapidly diminishing in numbers with the result that its influence upon the whole of the population is quickly fading.

I have lived in socialist countries and witnessed the ravages of the socialist system as it rots the innermost heart of a nation and its people. Their national leaders relish and selfishly thrive upon the people’s dependency on them to give what they choose to give. It is an evil and immoral system.

The small remnant of those enlightened ones once living in a socialist society diminishes and eventually disappears. Those who had once persisted in earning their way and working hard to achieve more for themselves and their families eventually submit to the constant pressure to yield to a system where a citizen will only acquire the standard of living that the government allows. They may have worked to excel in their job but their advance
