FOREWORD
FOREWORD BY MR. EDEN SHAND
Philip Guy Rochford is best known for his midwifery at the birth of the National Commercial Bank of Trinidad and Tobago (NCB) and for his leadership of this enterprise for almost a quarter of a century. And yet, in spite of his prolific retirement authorship of multiple books, he has steered clear of writing about this fascinating and intriguing subject. We are grateful to his wife, who has finally persuaded him to tell the true story of the NCB.
The closure of the NCB and the takeover of its business by a larger newly-formed State enterprise, First Citizens Bank, coincided with the mandatory retirement of Rochford. In some quarters, the NCB was made to look like a failure, but Rochford held his tongue as he eschewed self-defense. In writing the true story, he had the ideal opportunity to set the record straight, but readers with a penchant for bacchanal would be sadly disappointed. He has pointed fingers at no one, but has dwelled on the positivity of the story.
Rochford, without a doubt, is a most positive person. His book is entitled National Commercial Banking in Trinidad and Tobago, but he has appended a seemingly puzzling sub-title A Positive Step in Consciousness. Therein, his positivity is evident, but what is the connection between banking history and consciousness? It is only when one arrives at the last chapter, Moral of the Banking Story. that, beyond positivity, one catches a glimpse of his spirituality, more fully discerned in all of his previous books. Rochford has written his book, not merely to shift the needle positively in the quest to improve commercial banking activities, but as a step in raising consciousness of Society.
The Society of Trinidad and Tobago is largely unconscious – spiritually, environmentally, economically – and much needs to be done by leaders like Rochford to raise this consciousness. He has most certainly done so in the vital area of national banking. Undoubtedly, NCB was a success, notwithstanding the questionable low valuation of its shares, and the secrets of this success in the many areas – philosophy, communications, product development, operations, human resource development, community outreach - have been detailed in the book, which he could not have divulged while he was Chairman and Managing Director of NCB. The book is chocked full of information on how to succeed in business, not only in banking, but in any sector where an enthusiastic, though inexperienced, entrant might face established competition.
In his retirement, Rochford has become a qualified Life Coach and he has plunged into this calling with the same dedication that he had for the development of national banking. It is not surprising, therefore, to find him donning his coach’s hat in the last chapter of his book, written in the first person, to present his personal testimony of what the NCB experience. meant to him. And he has translated the moral of his story into the exhortation to the reader to courageously follow one’s dream so that one can be the best expression of oneself. Thereby, the collective consciousness of all like-minded readers will make for a prosperous Trinidad and Tobago.
This book is as timely as it is necessary. It is timely, as all octogenarian writing is. It is necessary because the population needs it. As the indigenous pioneer of national banking, Rochford has arrived at the fulfillment of a lifelong dream and is leaving behind a priceless legacy to the entrepreneurial posterity of Trinidad and Tobago.

DEDICATION
This work is dedicated to Trinidad and Tobago’s POSTERITY. It is the story of men and women who had the courage and belief in themselves that the indigenous people of Trinidad and Tobago can successfully manage the critical resources of Trinidad and Tobago.
ACKNOWLEDGMENTS
Initiators: Dr. The Honorable Eric Eustace Williams, first Prime Minister of Trinidad and Tobago used his sense of history and keen vision to grasp the opportunity to establish the National Commercial Bank of Trinidad and Tobago Limited, through the acquisition of the Trinidad operations of the Bank of London and Montreal (BOLAM). During his lifetime he insisted that there would be no political interference in the operations of the Bank, and this is further cause for honoring Dr. Williams.
Mr. Dodderidge Alleyne, Permanent Secretary to the Prime Minister, and his negotiating team must be complimented for completing masterly negotiations for the acquisition of BOLAM.
Dr. Agathon Aerni, Swiss Advisor Banking Expert, convinced the Government of Trinidad and Tobago, to establish initially a Board of Directors free and independent of political affiliation, and Dr. Agathon Aerni must be fully acclaimed for this insight.
Mr. Karl Hudson-Phillips, Q.C., then Attorney General of the Government, is owed a special debt of gratitude for fashioning the Memorandum and Articles of Association of the Bank.
Board of Directors: Special acknowledgment must be given to the original members of the Board of Directors, and subsequent Directors who further strengthened the corporate governance of the Bank. The Directors’ loyalty, independence, competence, and intensity provided the foundation for NCB’s success.
Foreword: Mr Eden Shand, like so many others had his own obligations to fulfill, and thus I am truly grateful for the dedicated time he used to write the foreword. Eden in the 1970s, 1980s, and 1990s was one of the thought leaders in Trinidad and Tobago. He brought his usual insight and universal mind to commenting on, as well as analyzing the manuscript.
Reviewers: All the reviewers are to be congratulated for the great care and attention they displayed in reviewing the manuscript. Dr. Claude Denbow, S.C. was masterful in carefully analyzing the manuscript from his professional legal expertise, as well as his being a Director of National Commercial Bank for four tears. Mr. Alfred Aguiton is the Co-founder and Chairman of All Media Projects Limited. He was connected with the advertising and public relations of National Commercial Bank, almost from its inception, and therefore is in a special position to assess the manuscript of the record of the journey of
